In a bid to bolster the integrity of Ghana’s upcoming 2024 presidential, parliamentary, and other elections, Election Validation Intelligence (EVI), a leading advocacy group, has put forward a proposal aimed at addressing significant gaps in the current election validation process implemented by the Electoral Commission of Ghana.
Election Validation Intelligence’s analysis has identified critical weaknesses in the existing election validation framework, primarily the lack of a reliable voter-to-ballot and register-to-ballot linkage and audit trail.
According to EVI, while the current process effectively creates a voter-to-register linkage, it fails to establish a direct connection between voters and their ballots, which is crucial for detecting and preventing various election violations.
These gaps pose challenges in several key areas:
- Polling station officials and the courts struggle to prevent voter impersonation, unauthorized voting, and multiple voting.
- There is inadequate capacity to address issues such as ballot box snatching, swapping, or stuffing, especially during disruptions caused by violence.
- The courts find it difficult to invalidate votes that violate election laws or to void the election of candidates involved in bribery, intimidation, or undue influence.
Proposed Solutions
EVI’s proposal advocates for expanding the current validation mechanisms to incorporate processes that link voter details directly to ballots and vice versa. This approach would significantly enhance the ability of polling station officials and the judiciary to enforce electoral regulations and ensure transparent election outcomes.
Key recommendations include:
- Linking the voter number in the register to the ballot paper issued, ensuring that each ballot corresponds to a registered voter.
- Amending existing voting procedure regulations to include voter-to-ballot validation mechanisms, thus preventing unauthorized voting and multiple voting.
- Implementing educational campaigns to inform voters and stakeholders about the importance of these enhanced validation processes.
