Ayariga vows to stop GHC 7 billion loot

 

Member of Parliament for Bawku Central Constituency, Mahama Ayariga, says he will go to court to stop “the existing system from enabling” the looting and sharing of GHC 7 billion in 2018.

According to him, ending single source procurement will save another GHC 2 billion. We will pursue the passage of a Private Member’s Bill to amend the procurement law.

In a statement issued Monday, the Bawku MP said, the   mechanisms of single-source and selective tendering procurement and special purpose vehicles in the form of improperly regulated Government Special Initiatives are the twin mechanisms for “creating looting and sharing”.

“An estimated amount of GHC 7 billion in the 2018 Appropriation is threatened by the lootocratic system under Akufo-Addo. We will also loose Ghc2 billion if Nana Akufo-Addo does not ensure the total abolition of single source procurement and selective tendering,” he said

The Special Government Initiatives include; Infrastructure for Poverty Eradication Programme (IPEP) – GHC 1,237,500,000.00;The National Industrial Revitalisation Programme – GHC 236,000,000.00.One District One Factory – GHC 400,000,000.00; Nation Builders Corps: – GHC 600,000,000.00; National Entrepreneurship and Innovation Programme (NEIP).GHC 50,000,000.00; Planting for food and Jobs -GHC 700,000,000; Microfinance and Small Loans Center (MASLOC) -an unknown amount from the appropriation of GHC 1,942,783,630.00 made to the Office of Government Machinery; National School Feeding Programme: GHC 423,795,450; National Afforestation Programme – GHC 30,000,000.00; Zongo Development Fund – GHC 100,000,000.00; Free Senior High School (SHS) – GHC 1,137,861,816.00; GETFund and Scholarship Secretariat – amount undetermined; an initiative called “Other Education Requirements”! – GHC 300,000,000.00;HE Nana Akufo-Addo’s Plan for Agricultural Roads – GHC 500,000,000.00 and Youth Employment Agency’s youth employment modules and programmes with an annual appropriation of about GHC 180,219,292.00.

The deficiencies of the initiatives include; (a) lack of policy clarity; (b) failure to establish appropriate legal frameworks for their implementing institutions; and (c) lack of appropriate regulations to govern citizen access and wide discretionary powers to be exercised by implementers. These lapses coupled with opaque procurement threaten Ghc 9 billion of taxpayer money.

Let us end the system of creating looting and sharing once and for all. Support the demand for the repeal of single-source and restrictive tendering permissive laws, support demand for proper legal framework for implementation of all Government Special Initiatives. Halt implementation now and create the right regulatory framework. Fight a lootocracy enabling system. Don’t allow the creation of lootocrats!
