Madina MP Pushes Bill to Halt Public Sector Employment After Elections

The Member of Parliament for Madina, Hon. Francis Xavier-Sosu, has introduced a private member’s bill in Parliament of Ghana to amend Article 195 of the 1992 Constitution to prohibit public sector employment between election day (December 7) and the swearing-in of a new president (January 7).
This move aims to address the long-standing practice where outgoing governments make last-minute appointments to the public service, often leading to mass dismissals when a new administration takes over.
The Madina MP argues that this practice undermines good governance, disrupts the smooth transition of power, and erodes public trust.

“There is no law preventing the president or persons acting on his behalf from making appointments even after elections. This loophole has been abused over the years, and it is time to fix it,” – the MP stated.

Over the years, successive governments have come under criticism for terminating the appointments of individuals employed in the public sector after elections, fueling accusations of political victimization and instability in governance.
The proposed amendment, if passed, will ensure stability in the public service, prevent abuse of power, and strengthen Ghana’s democratic processes.
The Madina MP, Francis Xavier-Sosu has called on fellow lawmakers to support the bill in the interest of national progress.
