No need to panic over Zoomlion-YEA controversy – Parliament’s Environment Committee Chair

Chairman of Parliament’s Select Committee on Environment, Science and Technology, Yaw Frimpong Addo, has called for calm following recent developments surrounding the Youth Employment Agency’s (YEA) sanitation module partnership with Zoomlion Ghana Limited.

He asserts the controversy will not impact the country’s environmental sanitation efforts, contrary to widespread concerns that suggest so. His comments follow remarks by the Chief Executive of the YEA, Malik Basintale, indicating that the agency’s contract with Zoomlion for waste management will not be renewed in its current form.

According to the Chairman, the information out in the public domain is incongruous with the realities on the ground, emphasising the need for an urgent stakeholder engagement to spell out the facts about the brouhaha surrounding the sector.

He was speaking after the Committee completed a tour to the Jospong Group of Company’s waste treatment plants in four regions.

“Let me also emphasize that there are news items out there purporting to be coming from the YEA. That is not wholly true,” he stated, adding that “people should not panic over it because it’s not going to affect the work of environmental sanitation.”

He indicated that the issues pertaining to YEA and its agencies under the waste management module is within the remit of Parliament and it is an issue the Committee will prioritise in its report after touring the middle belt of Ghana to ascertain firsthand information on waste management.

“The workers there, if the allocations that they are talking about is something that we need to have a second look at, we will discuss it in our report and it will come to the floor of Parliament. Because that is the arena that the representatives of the people meet and discuss debate issues.

“So, we don’t want this thing to go out there that, look, Ghana is in crisis because 40-something thousand people are going to be laid off and the implications of sanitation…. –Certainly it calls for concern.

“But we should not panic because it is not something that is outside the domain of Parliament that the people have to resolve,” he reiterated.

Frimpong Addo, who is also the MP for Manso Adubia, emphasized the importance of government-private sector collaboration in addressing challenges in waste management to protect the environment.

“We just have to sit down with the private sector entity and see how there is that cooperation. It is a cooperation between the private sector and government.

“So, if there is a problem, we just have to sit down and think through some of the challenges that have resulted into these headlines that we are reading,” he re-emphasised.

The four regions toured by the Committee include the Ashanti Region region where the MPs were briefed on the operations of the Kumasi Compost and Recycling Plant (KCARP), the Wastewater Treatment Plant and the Medical Waste Treatment Plant.

The team continued its tour to the Western North, Bono and Ahafo regions where the Integrated Recycling and Compost Plants (IRECOP) in Sefwi Wiawso, Sunyani and Goaso respectively, were visited.

The Minister of Youth Development and Empowerment, Mr. George Opare Addo, has said that the establishment of the Ministry signifies the government’s commitment to ensuring youth development programmes come to fruition.

He said this at the launch of the ‘Adwumawura’ Initiative in Kumasi on April 28.

‘Adwumawura’ is an Akan word which mean “Job owner”.

“These initiatives reflect our collective resolve to shape the narrative and create pathways for youth empowerment and also create opportunities for the young people of this country,” Mr Opare Addo explained.

He urged the youth to seize these opportunities and actively participate in reshaping their future and that of generations to come.

“This is the dawn of a new era, the beginning of the reset agenda… this is your moment. The Adwumawura Programme is crafted with your success in mind. Embrace it and let us together forge a nation of successful innovators and successful entrepreneurs,” he urged.

Launching the programme, President John Dramani Mahama said the flagship initiative, is dedicated to cultivating and growing 10,000 young entrepreneurs annually. It complements his broader 24-hour economy plan and follows the launch of the One Million Coders Programme two weeks ago.

“I want to assure you that my government will continue to walk with you. My government wants to invest in your future. I give you every reason to be proud of your homeland Ghana,” he assured during the launch.

“Through a nationwide selection process, we will incubate new businesses and accelerate existing ones,” said President Mahama.

“Those who can apply are not only those who want to establish new businesses but if you have an ongoing business and you can benefit from the Adwumawura Programme, you are also free to apply.”

Although the programme does not have specific educational requirements, applicants must be fully Ghanaian to be considered for selection.

In line with the government’s inclusivity and equity agenda, sixty percent of beneficiaries will include women and girls, persons with disabilities, unemployed and underemployed youth, out-of-school youth, youth in conflict-affected areas, youth from rural and mining communities, and other marginalised communities.

Selected candidates will benefit from business development training, access to funding, coaching and mentorship, technological support, access to equipment and machinery, market access and facilitation, and 367 days of comprehensive business advisory services.

The President assured that the programme is fully funded under the 2025 budget. However, he also called on international partners to support the programme through NEIP with resources, expertise, and logistics to maximize its potential.

For marketing opportunities, there will be an annual Adwumawura Trade Fair and Exhibition to showcase the creativity, innovation, products, and services of beneficiaries.

“Let your dreams take flight. Let your innovations find expression. The future is not something we wait upon. It is something we build together and it starts from today,” President Mahama said, encouraging the youth to seize the opportunity.

In his welcome address, Otumfuor Bemkumehene Nana Okyere Kusi Ntrama, paramount chief of Essumeja, said the Adwumawura flagship initiative is a promise made by President Mahama during his election campaign as part of his plan to reset Ghana.

“Mr. President, by keeping your promise and honoring such an initiative, we believe that Ghana is now on the right path to success… thank you very much, Mr. President, and continue to reset our country,” he said.

He also believes the programme will eradicate some of the social vices the youth indulge in.

“Youth will get jobs and revenues and sustained businesses. This is an opportunity for all the youth to embrace and make sure that the fair share of the nation, they also receive.”

Mark Gumah, a member of the National Entrepreneurship and Innovation Programme (NEIP) engineering team, led a presentation on how interested candidates can apply to the programme using the portal. All district assemblies, municipal assemblies, metropolitan assemblies, and YEA offices also have forms available to assist anyone who has challenges applying through the portal.

Former National Organizer aspirant of the New Patriotic Party (NPP) and ex-Chairman of the NPP Diaspora Mobilization Team in Pennsylvania, USA, Bright Essilfie Kumi, has called on the leadership of the party to stay away from the ongoing trial involving Chief Justice Gertrude Torkornoo.

Speaking on Atinka TV’s Oman Mu Nsem program hosted by Nana Owoahene Acheampong, Mr. Essilfie Kumi emphasized that the trial is a purely legal matter and should be handled strictly within the confines of the law.

He cautioned against any political interference that may portray the Chief Justice as a partisan figure. 

“Although the issue has political undertones, I believe the Chief Justice, with her vast legal expertise, can fight her own battle on the principles of law,” he noted.

Mr. Essilfie Kumi stressed that the NPP is a party deeply rooted in upholding the rule of law and defending the Constitution of Ghana, and must continue to exhibit that commitment. He warned that politicizing the case could undermine justice and tarnish the country’s democratic institutions.

“We must allow the three arms of government to operate independently, especially when it comes to sensitive matters involving the judiciary,” he said, adding that mutual respect among the Executive, Legislature, and Judiciary is essential for the stability of the nation.

The former diaspora leader condemned attempts to politicize the judiciary, cautioning that the Supreme Court, as the apex legal body, must be shielded from political influence.

Meanwhile, the Supreme Court sat on April 9, 2025, to deliberate on an injunction application related to the case. Chief Justice Gertrude Torkornoo has categorically denied allegations of financial impropriety, describing the claims in the petition submitted to President John Mahama as unfounded and based on a fundamental misunderstanding of judicial service travel policies.

In a related development, the Ghana Bar Association (GBA) has weighed in, urging strict adherence to constitutional procedures. In a statement issued on April 24 and signed by GBA National President Mrs. Efua Ghartey and National Secretary Mr. Kwaku Gyau Baffour, the GBA reaffirmed its commitment to defending judicial independence and the rule of law.

The Association cited Article 146(6)– (10) of the 1992 Constitution, which empowers the President, in consultation with the Council of State, to appoint a committee to investigate petitions against justices and to suspend them where necessary pending investigations. The GBA stressed that the process must be conducted fairly and in-camera, as stipulated by law.

The Bar Association also reminded all parties involved to exercise discretion in a candid, fair, and non-arbitrary manner, as enshrined in Article 296 of the Constitution.

“The GBA shall continue to act as the conscience of society, the voice of the voiceless, and safeguard the rule of law and the Constitution which embodies the hopes and aspirations of the Ghanaian people,” the statement concluded.

Mr. Essilfie Kumi ended by appealing for calm, urging all Ghanaians to respect and protect the peace, dignity, and rule of law that Ghana cherishes.

Experts Call for Due Process in Arrests Over Camouflage Wearing After Nyinahin Clash

Security and legal experts are urging authorities to follow due process when arresting civilians found wearing military camouflage, following the violent clash between youth and soldiers at Nyinahin in the Ashanti Region.

Speaking on Bullet TV’s News Night with Nana Yaw Fianko (The Speaker), Security Expert Nana Appiah Owusu stressed that although the law prohibits civilians from possessing military uniforms or accoutrements, it does not grant security personnel the right to assault or shoot suspects.

He warned that easy access to military uniforms on the open market could embolden criminals and illegal groups, citing the use of camouflage by illegal miners as an example. Nana Appiah emphasized that the law clearly forbids unauthorized possession of military items but stressed that enforcement must respect human rights and due procedure.

“There are clear security concerns with civilians possessing military-related uniforms, including impersonation and threats to public safety,” Nana Appiah Owusu stated.

“However, any arrest must be done within the legal framework. No military officer has the right to manhandle or shoot a civilian simply for wearing camouflage.”

Private Legal Practitioner Richard Nii Armaah supported this view, explaining the legal interpretation. According to him, Section 5 of Ghana’s Armed Forces Act defines military uniforms and includes police and prison service uniforms. He clarified that civilians found wearing any such uniforms are committing a crime.

However, he cautioned that enforcement must be through lawful arrest and prosecution, not by violence. 

“Even if a person is committing murder, the security agencies have no right to shoot them on sight. Arrest, investigation, and court processes must be followed,” Lawyer Nii Armaah emphasized. “Any security official who unlawfully kills a suspect can also be prosecuted.”

He added that under the amended law, offenders face a fine of up to GHS 3,000 or imprisonment ranging from one month to five years.

The call for adherence to due process follows public outrage after a young man was shot dead by soldiers during a confrontation at Nyinahin allegedly over wearing camouflage.

Nyinahin Shooting Probe: Families Urged to Sue if Military Fails to Assist Police

Families of victims of military misconduct have been urged to take legal action against the Ghana Armed Forces leadership if they fail to cooperate with police investigations into the Nyinahin shooting incident.

Speaking on Bullet TV’s News Night hosted by Nana Yaw Fianko (The Speaker), Security Expert, Nana Appiah Owusu described the shooting as a clear case of unprofessional conduct, stressing the need for full collaboration between the military and the police.

“A soldier picked a weapon, pointed it directly into a crowd, and pulled the trigger, causing the death of a young man. This was highly unprofessional,” – Mr. Owusu stated. 

He cautioned the military high command against shielding the implicated soldier, adding that true justice and public confidence would only be achieved if investigations are thorough and impartial. 

“I want to see collaboration, a thorough investigation, and punishment where necessary. The military must send a strong signal that they will not cover wrongdoing,” – he said.

Private Legal Practitioner Richard Nii Armaah also emphasized that the military has no authority to obstruct police investigations. 

According to him, the police have the sole mandate to maintain internal law and order, including the arrest of military personnel who break domestic laws.

“The military are trained for combat, not for maintaining law and order,” Lawyer Nii Armaah explained. “If the military leadership refuses to release the offending officer, families can sue the military command itself for damages.”

He argued that lawsuits affecting the military’s budget would serve as a deterrent and force commanders to discipline their personnel appropriately. 

“When the leadership is made to feel the consequences financially, they will act quickly to prevent further unprofessional behavior,” – he added.

The call follows public outrage after a military officer allegedly shot and killed a young man during a clash with residents at Nyinahin.

GBA Prez. raises possibility for Public Hearing on Petition to Remove Chief Justice

You The President of the Ghana Bar Association, Mrs Efua Ghartey has raised the possibility for a public hearing in the hearing of the Petition to Remove the Chief Justice. She said this at the Mid Year Review Conference of the  Ghana Bar Association at Accra on April 26th 2025. 

Efua Ghartey said that in spite of the constitutional provisions that said the proceedings should be held in camera, the current circumstances where the petition and all matters related to it were in the public domain, it may serve the country better if the matter was held in public. 

Efua Ghartey commented also on the sidelines of the Conference that the purpose for the constitutional provisions for the in camera hearing had been defeated in this social media era and justice would not only be done but manifestly be said to be done if we as Ghanaians had live televised hearings. This would rather protect the intergrity of the judiciary she argued. 

Since these constitutional provisions were also to protect the person against who the petition has been made, the President of the GBA posed the question whether the Chief Justice could elect to have a public hearing. 

This would amount to the Chief Justice waiving her right to an in camera hearing.

G.U.M. Denies Involvement in Planned Demo Against CJ’s Suspension

The Ghana Union Movement (G.U.M.) has firmly denied any involvement in an upcoming demonstration against the suspension of the Chief Justice, scheduled for May 5, 2025.

In a statement issued and signed by the party’s General Secretary, Anthony A. Gold Ahinful, G.U.M. clarified that it had neither been informed nor engaged regarding any such protest, and its consent had not been sought. “G.U.M. had never been informed, engaged or the party’s consent sought in any official meeting to that effect,” the statement emphasized.

The party further directed its members to abstain from participating in the planned demonstration, stressing that G.U.M. is not part of any agenda opposing the Chief Justice’s removal. “All members of G.U.M. should abstain from such demonstration,” the statement urged.

Reaffirming its commitment to democracy and the rule of law, G.U.M. maintained that any concerns about the Chief Justice should be addressed through legal channels. The party warned the public to disregard media reports linking it to the protest, labeling such claims as “untrue” and “of no legitimate value.”

G.U.M. concluded by reiterating its firm belief in resolving national matters through lawful and constitutional means.

The New Patriotic Party’s (NPP) flagbearer for the 2024 general elections, Dr Mahamudu Bawumia, has assured dismissed workers of being given priority consideration for employment opportunities in the next NPP government.

While addressing party faithful and residents during the NPP’s Thank You Tour in Takoradi on Saturday, 26th April 2025, Dr Bawumia acknowledged the hardship experienced by those who had lost their jobs in recent times, speaking with empathy.

“I know how it feels to lose your job, your daily bread,” he said, adding that the NPP recognises the sacrifices many have made and is committed to restoring their livelihoods.

Dr Bawumia stressed that a future NPP administration would implement a robust job creation initiatives targeting those most impacted by current economic challenges.

“I assure you that in the next NPP administration, you will be prioritised for jobs,” Dr Bawumia pledged, drawing enthusiastic applause from the crowd.

“The NPP remains focused on revitalising the economy, empowering businesses, and providing sustainable employment for the nation’s youth and displaced workers”he added.

YEA Boss Confirms GHC258 Allowance for Sweepers Under Zoomlion Contract

The Acting Chief Executive Officer of the Youth Employment Agency (YEA), Malik Basintale, has confirmed that under the last contract signed between YEA and Zoomlion Ghana Limited, sweepers were to be paid an amount of GHC258 monthly.

Speaking during a Facebook Live session to engage the public on the future of the YEA-Zoomlion partnership, Mr. Basintale stated clearly that the figure of GHC258 was part of the agreed terms. 

“YEA employed the beneficiaries and handed them over to Zoomlion to manage, and the amount of GHC258 was paid to each beneficiary, as was captured in the contract,” – he explained.

This confirmation comes amidst allegations from investigative journalist Manasseh Azure Awuni, who criticized Zoomlion for paying what he described as a meager salary to sweepers. 

However, the Executive Chairman of the Jospong Group, Dr. Joseph Siaw Agyepong, recently defended the arrangement, clarifying that the amount was an allowance and not a full salary, considering that the sweepers worked between three to four hours a day. 

He added that the allowance amount was determined and approved by the YEA at the time.

Mr. Basintale’s comments have added clarity to the ongoing public debate over the fairness of the payments. 

He assured Ghanaians that the YEA is listening to all concerns as it decides whether to review, amend, or renegotiate the existing model to ensure greater fairness and better welfare for sanitation workers.

The future of the contract remains under discussion, with many citizens calling for improved remuneration for the workers.

YEA to Collaborate with BuzStopBoys to Boost City Cleanliness Efforts – Basintale

The Youth Employment Agency (YEA) has announced plans to formally collaborate with BuzStopBoys, a leading volunteer group dedicated to sanitation advocacy, as part of efforts to improve city cleanliness across the country.

Speaking during a Facebook live update on discussions and soliciting for ideas on the way forward on the contract between YEA and West Africa’s giant waste management company, Zoomlion Ghana Limited, Chief Executive Officer of the YEA, Malik Bansintale, praised the work of BuzStopBoys, emphasizing the Agency’s intention to engage them in multiple projects.

“Let me commend the work being done by the BuzStopBoys. We are determined to work with them to ensure our cities are cleaner,” Mr. Bansintale said.

BuzStopBoys is registered as a non-governmental organization (NGO). They have established a legally registered corporate arm known as Pro BuzStopBoys. This structure will enable the YEA to formally sign contracts and deepen their engagement.

Mr. Bansintale hinted at additional support mechanisms, including the possible provision of manpower, to strengthen the BuzStopBoys’ operations. “We could find a way of supporting them with human resources to ensure that the right things are done,” he added.

The collaboration with BuzStopBoys is seen as a major step towards empowering local initiatives while supporting government efforts to maintain cleaner cities.
