The Speaker of Parliament, Rt. Hon. Alban Sumana Kingsford Bagbin, has justified the five-day emergency recall of Parliament, saying the sitting was necessitated by urgent government business that could not wait until the next scheduled recall in October.
The Speaker made this known on Tuesday, August 25, 2026, when he welcomed Members of Parliament back from their various constituencies for the emergency meeting, which is expected to end on August 28.
According to Speaker Bagbin, President John Dramani Mahama, in a letter dated August 11, 2026, formally requested the recall of Parliament to enable the House to consider a number of urgent matters ahead of the planned October sitting.
Among the key businesses before Parliament is the consideration and passage of the Banks and Specialised Deposit-Taking Institutions Amendment Bill, 2026.
The House is also expected to consider the nominations of two ministers-designate: Mahama Ayariga for the Ministry of Local Government, Chieftaincy and Religious Affairs, and Zanetor Agyeman-Rawlings for the Ministry of Environment, Science and Technology.
In addition, Parliament will consider the nominations of three Justices to the Supreme Court.
The nominees are Justice Sophia Rosetta Bernasko, Justice Edward Amoako Asante and Justice Anthony Forson Junior.
Speaker Bagbin also clarified the status of Mahama Ayariga following his nomination as Minister-designate for Local Government, Chieftaincy and Religious Affairs.
He explained that despite the President’s nomination, Ayariga continues to occupy the position of Majority Leader and Leader of Government Business in Parliament until the National Democratic Congress (NDC) formally communicates any changes to the House.
The clarification comes amid the expectation that Ayariga’s ministerial nomination could result in changes to the leadership of the Majority Caucus.
Meanwhile, both the Majority Leader, Mahama Ayariga, and the Minority Leader, Alexander Afenyo-Markin, delivered brief remarks welcoming their colleagues back from their constituencies.
The emergency sitting is expected to focus on the urgent legislative, ministerial and judicial matters outlined by the Speaker before the House rises on August 28.
