Ghana Integrity Survey: GHC5 bn paid as bribes in 2021

The first Ghana Integrity of Public Services Survey has been launched in Accra.

This is a survey carried out by government institutions including the Ghana Statistical Service (GSS) and the Commission of Human Rights and Administrative Justice (CHRAJ) to highlight bribery in public institutions in the country.

The survey as presented by Government Statistician, Prof. Samuel Kobina Annim is centered on bribery activities in public sectors in 2021. An estimated amount of 5 billion Ghana cedis representing 26.7% was paid as bribes in 2021. 

 Public institutions such as the Ghana Police Service, Immigration, and Ghana Revenue Authority (GRA) dominated the chart as public institutions noted for collecting bribes. 2 out of 5 respondents interviewed admitted that they gained employment in public sectors through paying bribes or nepotism.  It was also revealed that in the 2020 elections, vote buying was rife highlighting that 10.3% of people paid to vote. Oti region topped with 24% in terms of vote buying.

On sexual favours as a means of bribery, women were more exploited as opposed to their male counterparts.  2.6% of women were asked for sexual favours as opposed to 1.1% of men. The survey also revealed that in the last 12 months, men (34.1%)  paid more bribes than women (20.7%).

Overall, respondents interviewed admitted that they paid bribes to facilitate procedures. Young people with formal education also dominated In terms of paying bribes.
