Govt targeting 80% participation in debt exchange programme– Ofori-Atta

Finance Minister, Ken Ofori Atta has revealed that government is targeting 80% participation in debt exchange program.

The government announced an extension of the Domestic Debt Exchange (DDE) Programme.

Subscription to the Domestic Debt Exchange (DDE) Programme was initially extended from Friday, December 30, 2022 to Monday, January 16.

But a statement from the Ministry of Finance’s Public Relations unit, dated January 16, said that the new deadline is Tuesday, January 31, 2023.

“Building consensus is key to a successful economic recovery for Ghana. Pending further stakeholder engagement with institutional and individual investors, recently invited to join the debt exchange programme, government is extending the expiration of the DDE to Jan 31, 2023,” excerpts of the statement announcing the extension read.

Commenting on the programme while speaking to the press in Accra on January 18, 2023, after a crunch meeting with the Ghana Individual Bondholders Forum (IBF), Ken Ofori Atta asked the general public to join the programme as the government is  targeting 80% participation in the debt exchange program.

“I think the clarity for all of us is that it is a voluntary program.” We have anticipated maybe getting up to 80 percent, which will still put us under the parameter, so we are asking everybody to really join.

“The Forum reiterated their concerns which are legitimate concerns for all individuals and for the country at large. In the same way, in which we met members of the Pensions group, we set up a technical committee and they will be meeting immediately [Thursday January 19], we don’t want to miss the deadline that we have set. We are confident that we will get there.

“The clarity for all of us is that it is a voluntary programme, we have anticipated getting up to 80 per cent which will still put us in the parameter so we are asking everybody to join.

“The government continues to be a government that cares for people, lives and livelihoods as we saw in Covid, we protected and going forward too we will protect but also ensure the Community of the Republic crosses the Jordan safely, that is the challenge we have,” Ken Ofori-Atta said.
