I’m being targeted because of my anti-corruption stance – Fmr Head of GRA Auction Unit

 

Former Head of Auction, Customs Division of the Ghana Revenue Authority, Nana Serwaa Caiquo has called on government to be wary of the possible plan by some top members of Ghana Revenue Authority to create a looters caucus at its outfit by transferring persons they consider threat from certain positions. She was speaking in a telephone interview on Okey Fm.

According to her, the NPP government is at risk of being ridiculed and for that matter losing the trust of Ghanaians if it does not step in to stop the act of heavy corruption going on now at the Ghana Revenue Authority and for that matter the Tema Port.  She indicated that there are people at the port working to defeat government’s purpose by means of by-passing huge taxes and duty bills by conniving with authorities to dupe both government and individuals of their properties in order to enrich their pockets at the expense of the Ghana Revenue Authority and for that matter the nation. 

Nana Serwaa Caiquo who was transferred from Head of Auction, Customs Division until the change of HR at the GRA was also denied pay in salary increment by way of promotion and forcefully and unjustly evicted from her office by military officers has it that the occurrence was planned and orchestrated by persons she named as Michael Sakyi and Aloysius Adjetey who she described as rep at the Flagstaff House and the commissioner general, auctions respectively. 

News of Nana Serwaa Caiquo, the customs officer resisting her transfer from the auction unit to the operations unit of the Ghana Revenue Authority head office has gone rife hence her response and clarifications on the matter. However the matter at hand is increasingly turning out to be much serious than we expected as she had warned during her interview that more massive corruption is intended to be carried out with her absence at her former office – which in fact is supposed to be the cause of her transfer. 

In a bid to unearthing some truth or otherwise of the transfer of Nana Serwaa Caiquo, Atinkaonline.com did some digging around but our gathering found more questions than answers hence the need to share with the public.  

QUESTIONS OF SECRET MACHINATIONS AT GRA: 

Is it true Michael Sakyi and Aloysius Adjetey run GRA? That they control the Commissioner General, Commissioner Customs- Isaac Crentsil and the commissioner support Services- Fred Charles Anson? Is it true that the two (Michael Sakyi and Aloysius Adjetey) can cause the transfer of any officer who resist their orders or instructions? Is it true they caused the transfer of an Assistant commissioner from Tema to HQ? 

This was for refusing to carry out Aloysius' instruction of keeping a transit container to overstay so that he will get it gazetted and auctioned to himself? The Assistant commissioner allegedly authorized the transit of the said container to be transited as was originally manifested. Aloysius got angry and got Commissioner General to transfer him to HQ the ISO office. We are talking about Felix Mate-Kojo. Is this true?

Is it true that Michael Sakyi called for his boys he put at Aflao to be released after they were caught by Customs for aiding smuggling but the sector commander refused his instruction and that of the commissioner of Customs to release them for the reason that they were involved in criminal activity – for which as a result the commissioner of customs Isaac Crentsil got him transferred?

How true is it that Michael Sakyi has his boys in Tema and Aflao doing monitoring for him. The questions is what are they monitoring since they are neither Army, Police nor CEPS? Who are they to the nation? Some personnel of the national security are at those places? Who sanctioned their presence there?
It is also alleged that even aside Nana Serwaa, other more officers have promotion issues but when the attention of those in charge are drawn to it the HR just refuse to effect the changes due to personal reasons? 

QUESTIONS THAT COMMISSIONER  OF CUSTOMS MUST ANSWER:

It is alleged that the commissioner Customs is not on top of issues at the GRA and is being manipulated by Aloysius and Michael Sakyi to their selfish advantage. This is coupled with the assertion that the commissioner Customs is not an operational staff and these two people are manipulating him to effect certain transfers that are of interest to them alone? Those they don't like can also be transferred to other places where the conditions are harsh in order for such officers to suffer?

If the Commissioner General answers that Aloysius Adjetey is his rep on the auction he should add why he has seven technical advisers because the previous commissioner general didn't have a single technical adviser but he was able to do the work.

May we know from the national security minister whether he's aware that these two persons carry arms around? And is customs and Commissioner General also aware Michael Sakyi has placed boys along the Eastern Frontier that's Aflao and its environs who aid smuggling? Are they part of any security setup in Ghana? 

Shall we be far from right to suggest that these two persons by their activities are a risk to National Revenue Authority and by extension a risk to national security? Why are customs officers scared of these two people? Or is it that commissioner general has vested in them enormous powers to do anything including transferring officers they dislike irrespective of his ranks?

Why does the commissioner customs, also have an assistant commissioner in the office of the commissioner customs? This also didn't exist in the previous commissioner customs tenure. None of the previous commissioners of customs did that, not even the soldiers who at a point headed customs did that. Why?

We are informed that the assistant commissioner at customs should have gone on retirement 1st January 2018. Why's he still at post? We are told he was given the acting position last year September 2017. Why was he confirmed in March 2018 to stay on when he should have gone on retirement this January 2018?

Critical emphasis have been made with regards to the dealings between Aloysius Adjetey and Michael Sakyi on the auction containers with the Commissioner General, Emmanuel Kofi, Isaac Crentsil, commissioner Customs and Fred Anson, Commissioner Support, how true is that?

ACTION TO USE SOLDIERS TO FORCEFULLY EJECT NANA SERWAA:

Where did Michael Sakyi and Aloysius Adjetey get the courage to organize soldiers to go and change the locks on the office of Nana Sewaa to forcefully eject her? Does this suggest Mr. Sekyi is not in control or position to simply instruct Nana Sewaa to leave? Are there no other processes in dealing with such acts? Did the commissioner general and the other commissioners Isaac Crentsil and Fred Anson back the action of these two people?

How true is it also that the Commissioner Customs, Isaac Crentsil requested containers and vehicles to be allocated to people and when this was not done for obvious reasons such as the person not being the true owner, or documentation inadequacy or none availability he became so angry and later teamed up with Michael Sakyi and Aloysius Adjetey to deny Nana Serwaa promotion, which he graciously accepted to do for her earlier but later rather transferred her. 

We are well informed that Aloysius and Michael Sakyi transact businesses by fronting for people for their selfish gains, is it because they will gain a lot when Nana Serwaa is not there for which reason they had to forcefully remove her from office? 

The ultimate question here is this, are these officers supposed to run a public institution with personal problems and sentiments they have with other workers?
