UGMC registration saga: Rojo Mettle Nunoo breaks silence

Former Deputy Minister of Health, Rojo Mettle Nunoo ,  has explained how his name got onto  the  list of Directors of  the newly built 650-bed University of Ghana Health Facility.

Minister of Heath, Kwaku Agyeman Manu told Ekourba Gyasi on Atinka FM’s AM Drive Tuesday that Rojo Mettle Nunoo, former Vice-Chancellor of the University of Ghana, Prof. Ernest Aryeetey and two others had registered the ultra-modern health facility in their name.

The minister said checks at the Registrar General’s Department established that the health facility has been registered in the names of the three individuals with the name “University of Ghana Medical Centre”.

However, in a statement sent to Atinkaonline Tuesday,  Mr Mettle Nunoo explained,  “the UGMC Ltd (special purpose vehicle ) was to have a board of eminent Ghanaians in business and investment, hospital management, health facility operations, the Provost of the College of Health Sciences, investment lawyer and the Vice Chancellor.

Below is the full statement:

The Ministry of Health in 2015 signed an Agreement transferring management of the 650 bed hospital to the University of Ghana.

This was to ensure that a Special Purpose Vehicle legal entity and company will be created to manage the facility and protect the facility from unnecessary political and administrative interference. This was to protect the facility from exactly what the NPP is currently seeking to do.

The UGMC Ltd (special purpose vehicle ) was to have a board of eminent Ghanaians in business and investment, hospital management, health facility operations, the Provost of the College of Health Sciences, investment lawyer and the Vice Chancellor. The board was to be accountable to the University Council of Ghana.

The retiring VC of LEGON was to be Chairman of the board and Prof Aaron Lawson, a former Provost of the College of Health a Sciences and Project Coordinator from day one were appointed by the University Council to serve in the board of the UGMC Ltd. as Director and Acting CEO.

The Vice Chancellor of the University of Ghana is also a member of the board.

Government was to appoint two representatives also to serve in the board. Since the project was championed by the Ministries of Health and Education it was expected that Givernment would nominate the relevant reps accordingly.

The Secretary to the UGMC Board is a Legal Director of the University of Ghana.

I was also appointed in recognition of my having championed the project and my understanding of issues relating to the project.

The Legal Division of the University of Ghana duly worked on the registration.
