Women in Egypt are breaking down the walls of silence surrounding sexual abuse. Now one of the latest fightbacks is against marital rape, an issue which until recently has been largely taboo.

On her wedding night, 34-year-old Safaa was raped by her husband. The attack left her with injuries to her groin, wrist and mouth.

“I was on my period and wasn’t ready to have sex that night,” she says. “My husband thought I was evading having an intimate relationship with him. He beat me, handcuffed me, muzzled my voice and raped me.”

Safaa, however, refused to file a police report against her husband out of fear of social stigma. Victim-blaming culture is common here in what is a patriarchal society, particularly if the victim is a woman.

But a turning point came in April, when a scene in a television series called Newton’s Cradle that was broadcast during the Muslim fasting month of Ramadan showed a scene of a husband forcing himself on his wife.

For many women, the episode evoked bad memories but it also gave them the courage to take to social media and share their experiences.

In a few weeks, hundreds of testimonies appeared online, including more than 700 on a Facebook page called Speak Up.

Among them was that of 27-year-old Sanaa.

“He was an angel. One year on from our marriage, I was pregnant and about to deliver,” she says in a message to the page. “We had a fight over a trivial thing and he decided to punish me.

“He forced himself on me and raped me. I had a miscarriage.”

Sanaa fought a lonely battle for divorce and is now separated from her husband but continues to grieve for her baby.

Forced and violent sex is prevalent in many parts of Egypt, particularly on the wedding night.

The growing debate about it got even more heated when an ex-wife of a famous singer took to Instagram to tell her alleged story of marital rape. Appearing in tears, her video went viral and made headlines.

The husband rebuffed the allegations as “baseless” in a video he posted on Instagram in response.

His ex-wife called for changes to the legal system to criminalise the practice.

In its most recent study, published in January 2015, the government-run National Council for Women (NCW) said that each year there were on average more than 6,500 cases of spousal violence that involved marital rape, sexual harassment and forced sexual practices.

“Marital rape is blamed on a common culture here in Egypt that believes that a marriage contract binds a wife to be available for sexual intercourse 24/7,” says Reda Danbouki, a lawyer and executive director of the Women’s Centre for Guidance and Legal Awareness.

The common belief here, based on some religious interpretations, is that if a woman refuses to have sexual intercourse with her husband, she becomes a “sinner” and “angels curse her all night”, he adds.

To settle the debate, Dar al-Ifta, the Egyptian Islamic advisory body which issues religious edicts, has said: “If the husband uses violence to force his wife to sleep with him, he is legally a sinner and the wife has the right to go to court and file a complaint against him to get punished.”

Still, the Women’s Centre for Guidance and Legal Awareness has documented 200 marital rape cases over the past two years, mostly because of what is widely known as “first night fear”, Mr Danbouki explains.

Most marital rape cases which go to court do not end in a conviction due to Article 60 of the Egyptian Penal Code.

“The provisions of the Penal Code shall not apply to any deed committed in good faith, pursuant to a right determined by virtue of the Sharia (Islamic law),” the article stipulates.

But Mr Danbouki says that marital rape could be proven by “examining the whole body to look for abrasions, external injuries. Wounds around the mouth should be looked for, along with the wrists”.

Change is often slow to come to Egypt, where conservative values still dominate, but for the victims of marital rape, their voices are beginning to be heard.

First Lady salary: Public debate unnecessary; allow Ntiamoah Committee to work- NPP Chair

The Chairman for New Juaben North Constituency of the New Patriotic Party (NPP), Kwadwo Boateng-Agyemang says Ghanaians are still talking about the First Lady’s salary “because the people do not have any problem”.

He was of the view that the salary or allowances of the First and Second ladies should have been left for the Prof. Yaa Ntiamoah-​Baidu led committee to decide instead of a public debate.

The First Lady, Rebecca Akufo Addo, declined the offer for her to be paid allowances and as well decided to refund all monies paid to her as allowances from the date of the President’s assumption of office, i.e., from January 2017 to date, amounting to GH¢899,097.84.

Her decision was informed by some extremely negative opinions being expressed by some Ghanaians in the raging debate on emoluments for First and Second Ladies.

The First Lady’s emolument was recommended by the Prof Yaa Ntiamoa-Baidu-led Presidential Committee on Emoluments for Article 71 officeholders.

Speaking on Atinka TV’s morning show, Ghana Nie with Ekourba Gyasi Simpremu, Chairman Boateng said, “If we had problems, this conversation wouldn’t be a topic of discussion.”

He added that,”The opposition is making noise because they realised that we don’t have problem in Ghana so when something happens they should make noise about it.”

PSG signs Donnarumma

Paris Saint-Germain have signed Gianluigi Donnarumma.

The French side have announced the signing of the goalkeeper, who won Euro 2020 with his native Italy last weekend.

The 22-year-old joins PSG on a five-year deal for free after seeing out his contract with AC Milan earlier in the summer.

PSG have also signed Georginio Wijnaldum and Sergio Ramos on free transfers this summer.

Bawumia unveils one-stop portal Ghana.gov

A one-stop platform to enable citizens easily access government services, simplify payments for public services, ensure prompt payments for the services and promote transparency and visibility of internally generated funds has been launched in Accra by the Vice President, Dr Mahamudu Bawumia.

Known as Ghana.gov, and accessible via the website www.ghana.gov.gh or shortcode *222# on any mobile phone whether smart or ‘yam’, Ghana.GOV is a payments and revenue collection platform that provides a single point of access to all services of ministries, departments and agencies of government.

Built from scratch, and two years in the making, the platform consists of 4 main components: a web portal, mobile app and USSD interface; a payment processing component; a notification component; and a complaint submission medium.

At a colourful launch ceremony at the Jubilee House on Wednesday, July 14, 2021, attended by the Chief of Staff, Ministers in charge of Finance, Digitalization and the Governor of the Bank of Ghana, Vice President Bawumia expressed delight that once again, Ghanaian expertise had been utilized to solve a Ghanaian problem.

“The Ghana Card, the Digital Address System, the Mobile Money Interoperability, Ghana.Gov and the Universal Q Code are the foundational enablers in our effort to maximize the potential of digital technologies in Ghana’s transformation.

“I am excited that once again, we did not have to go beyond our shores to develop and manage a platform like this. Indeed, the spirit of collaboration and innovation exhibited by the local technology companies (Hubtel, Expresspay and IT Consortium) who are powering this payments platform is most admirable.

“Their collaboration spearheaded by the Ministry of Finance with support from the Ministry of Communications also involved our own National Information Technology Agency – which I am told is doing a good job hosting and managing the call center supporting this platform.”

Dr Bawumia explained that among others, this single payments platform is expected to help grow government revenue, redefine how we all engage with government, and help boost Ghana’s international profile rankings.

“It is estimated that about 10 to 15% of government collections are lost through inefficiencies, theft and other accounting schemes. Going digital means that we can improve our revenue collections by an estimated Three Billion Cedis (GHS 3 billion) annually.

“Beyond the financial benefits of Ghana.GOV, the platform will also transform how we all connect to Government. There is currently no official Government of Ghana mobile application for the over 9 million smartphone users and the more than 30 million mobile users in Ghana. The soon-to-be-published Ghana.GOV Citizen App will have important features that will change the way we connect to official information, report issues in our communities and exchange critical data.”

As well, “This government’s aim of making Ghana a globally competitive market is anchored in the belief that increasing access to public services through technology will have a strong positive impact in the general ease of doing business within Ghana. In the process, this will boost our ranking among other nations and thereby help grow our foreign direct investments.

“Ghana.GOV will offer a simple and single user experience for all government services and will make it easy for everyone to find and pay for government services. The days where you have to make several phone calls or look for a middleman just to get information and help on a government service is coming to an end,” he remarked.

Who is on the Ghana.Gov Portal
As of now, Ghana Revenue Authority (GRA), Passport Office of the Ministry of Foreign Affairs and Regional Integration, Lands Commission, National Service Secretariat, Food and Drugs Authority, National Information Technology Authority, Registrar Generals Department, and the National Schools Inspectorate Authority have all been onboarded onto the Ghana.gov portal.

The team is in the process of onboarding the Public Procurement Authority, Data Protection Commission, National Petroleum Authority, Minerals Commission, and the Commission for Technical and Vocational Education and Training, and Ghana Post.

We needed to create strong digital pillars to implement Ghana.Gov – VP Bawumia

The Vice President, Dr. Mahamudu Bawumia has said that the successful launch of the Ghana.Gov digital platform, is a culmination of strategic steps to digitize government sectors over the past four years.

The Ghana.GOV platform, which is available to all citizens, residents and non residents, is the payments and revenue collection platform that provides a single point of access to all services of ministries, departments and agencies of government.

Speaking at the launch of the digital platform in Accra on Wednesday, Dr. Bawumia said, while there had been an attempt by the previous government at a similar exercise, albeit not successful, the Akufo-Addo government knew exactly what it wanted to achieve with Ghana.Gov, so it set out, right from the onset of the administration in 2017, to set up strong pillars which would allow the implementation of an effective and efficient Ghana.Gov.

“While Ghana.GOV is not a government’s first attempt at digitizing the provision and delivery of all government services on a single platform (the previous government attempted to do so), the approach this time is novel,” Dr. Bawumia explained.

“We knew from the beginning that certain key pillars have to be in place before a single platform for the effective delivery of government services can be implemented.”

These pillars, which the Vice President stressed the government has evidently established, include providing a unique national identity card for citizens and residents, a digital residential and business addresses, financial inclusion for citizens and residents through mobile money interoperability, the expansion of TIN numbers of tax payers, as well as the digitization of government operations such as the paperless port, passport office, DVLA, NHIA, Registrar General, etc.

“It is only after putting all these key elements in place that we have built this Ghana.Gov platform,” Dr. Bawumia stressed.

The Vice President expressed delight at the successful creation of the Ghana.Gov, saying its operationalisation would be of immense benefits to both citizens and the government.

“Ghana.Gov is a one-stop shop to enable citizens easily access government services, simplify payments for public services, ensure prompt payments for the services and promote transparency and visibility of internally generated funds. It is a real weapon in the fight against demons and principalities in the public sector,” Dr. Bawumia said.

The Vice President also expressed delight that such a remarkable platform was powered by a local consortium (Hubtel, Expresspay and IT Consortium).

“I am excited that we did not have to go beyond our shores to develop and manage a platform like this. Indeed, the spirit of collaboration and innovation exhibited by the local technology companies (Hubtel, Expresspay and IT Consortium) who are powering this payments platform is most admirable.”

The Vice President also commended other stakeholders, including the Ministries of Finance, Communication and Digitalization, the Bank of Ghana, GHIPSS, etc. who worked tirelessly to make the platform a reality

James Town Robbery: Woman to be buried July 24

The woman who was killed during a daylight robbery attack at Palladium Down, Adedenkpo in James Town, Ms Joyce Amankwah will be laid to rest on 24th July 2021.

The family made this known in an interview with Atinka News.

The Family Spokesperson and brother to the deceased, Pastor Emmanuel Owusu, who disclosed this said the funeral will be held at Palladium Down, Adedenkpo in the Greater Accra Region.

The Family also expressed disappointment in the Government for neglecting the family,. especially children of the deceased.

According to him after a delegation from the Police visited them with Ghc2,000, 10 packs of water and 5 crates of drinks, no efforts have been made to engage the family.

For him, since the death of the mother of three was due to security lapse, the Government should have showed leadership in handling of Joyce’s funeral and most importantly, take interest in the welfare of her three children.

Jemima Gamor, sister inlaw to Joyce Amankwah questioned why Government rushed to Ejura to do the needful for the families of Kaaka and those who were killed during the protest but have neglected that of a mother of three who died during a daylight robbery.

According to her, it has not been easy for the children since the tragic incident that claimed their mother’s life occurred.

She is, therefore, appealing to Government to urgently show leadership in the care for the children left behind by the deceased.

Barcelona: Messi accepts 50% pay cut in new deal

Lionel Messi has reached an agreement in principle to extend his Barcelona contract with a 50 per cent pay cut, according to reports.

The LaLiga giants were unable to get Messi, 34, to sign on the dotted line before his deal expired at the end of last month.

But reports across the Spanish media now indicate that a breakthrough has been reached.

The deal will see the Argentine icon slash his pay by half, to around £1.2million-a-week after the details of his previous contract were leaked earlier this year.

Barcelona will also hold a release clause of just over £300m on the player.

The contract is said to last for five years, despite talk of Messi wanting to see out his career with a stint in MLS.

Some outlets claim there is still a possibility for him to venture Stateside during the contract, which he see him operate as a Blaugrana ambassador.

According to Sport, the striker is willing to accept a pay cut due to the Catalan club’s financial trouble.

Barcelona have been told to severely reduce their wage bill to abide by LaLiga wage limit rules.

An agreement was, however, reportedly delayed as both parties were at pains to ensure the contract’s tax situation was in order.

The club’s and player’s lawyers are now set to draft the agreement and produce a document that Messi can give his final consent to.

An announcement is expected next week at the earliest with the star on holiday following the Copa America.

Two year-old girl found dead in stagnant water

A two-year-old girl met her untimely death on Wednesday morning after allegedly drowning in stagnant water at Abura Adabodo, a farming community in the Abura Asebu Kwamankese District of the Central Region.

The Assembly Member of the area, Hon. K.B Heyford explaining the issue to Atinka News said the deceased was chasing her grandmother to the farm a few hours after the granny had left for the farm.

Upon reaching a dugout on the road leading to the farm, she reportedly slipped and drowned.

The grandmother after spending several hours searching for the whereabouts of the girl without success, informed committee members of the town.

They subsequently found her in the dugout.

Meanwhile, information gathered indicates that the biological mother of the 2 -year-old is only 18 years.

According to sources, the Mother, Faustina is now living in Accra.

First Lady returning allowance is gross disrespect to Ghanaians- Ako Gunn

Th Deputy Communications Officer of the National Democratic Congress (NDC), Mr Godwin Ako Gunn says the First Lady’s decision to return allowances amount to gross disrespect to the people of Ghana.

The First Lady has refused to take salaries and has also decided to refund all monies paid her as allowances from the date of the President’s assumption of office, i.e., from January 2017 to date, amounting to GH¢899,097.84.

Her decision was informed by some extremely negative opinions being expressed by some Ghanaians in the raging debate on emoluments for First and Second Ladies.

Speaking on Atinka TV’s morning show, Ghana Nie, Ako Gunn said, “It is a gross disrespect to the people of Ghana.”

He said that,”There are some status you do not attain because of your own qualification or hard work, you attain it because the man you are married to holds a certain position and you are automatically honoured. If you do not understand politics, and you do not see what God has done for you, these are some of the abuses you give to Ghanaians.”

Ako Gunn explained that the issue raised was based on the fact that the First Ladies did not fall under the Article 71 and so returning the money was very disrespectful and immature on the part of the First Lady.

“The article 71 office holders are covered by the Constitution. First Ladies are not part of it, and so if indeed you decided to give First Ladies salary, that must come through an Act so that it will change Article 71 office holders and then the First Ladies can be included. Even that, some of us do not agree with it; those allowances should be enough,” he said.

He added that, “If the First Lady says we should take our money because we’ve mentioned her name in a public discourse, I find it offensive and disrespectful.”

The Head of Census Methodology at the Ghana Statistical Service (GSS), Mr Owusu Kagya has encouraged all Ghanaians who have not been enumerated to call the Service in order to be counted.

He observed that people still have the notion that the census is over, stating clearly that the exercise is still ongoing.

The Ghana Statistical Service (GSS) extended the deadline for the 2021 Population and Housing Census to Sunday, July 18.

This was to allow enumerators complete work in the outstanding enumeration areas.
The exercise, which started on Monday, June 28, was expected to end today, July 11, 2021, in all sixteen (16) regions of the country.

Speaking on Atinka TV’s morning show, Ghana Nie with Co Host Abena Dufie Adjepong, Mr Owusu Kagya encouraged those who have not been enumerated to call them on toll free number 0800426426/0591476893 or visit their offices in their offices.

He also urged them to send the GSS message on WhatsApp line, 0591476884.

Mr Owusu Kagya said even after the one week, if they are not able to cover all Ghanaians, they may extend the deadline.

Listing their challenges, he said some people had refused to be enumerated, adding that some do not come out at all.

He therefore urged all to ensure they are enumerated.
