GES Clarifies Directive on Administrative Procedures Amid Public Debate

GES explained that the directive simply reaffirms the long-standing administrative structure that has guided the operations of the Service for decades.

The Ghana Education Service (GES) has clarified that a recent internal circular reinforcing respect for administrative structures does not prevent teachers from expressing their views or exercising their constitutional rights.

In a press statement issued by management, the Service said it had taken note of public discussions surrounding an internal directive titled “Management Reinforces Respect for Administrative Structures and Professional Conduct.”

According to GES, the circular—referenced GES/DD-G/Q&A/26/134 and addressed to Regional Directors of Education—was intended only to remind staff of established administrative procedures within the Service.

Teachers’ Rights Remain Protected

Management stressed that the directive does not prohibit teachers from raising concerns or participating in lawful advocacy.

“Teachers, like all citizens, are entitled to lawful expression, including engaging their unions and participating in legitimate advocacy,” the statement noted.

The Service emphasised that the directive does not undermine constitutional rights, including the right to demonstrations.

Established Administrative Structure

GES explained that the directive simply reaffirms the long-standing administrative structure that has guided the operations of the Service for decades.

Under this structure, concerns raised at the school level are first addressed by the Head of School. Where necessary, issues may then be escalated through the District Directorate, the Regional Directorate, and ultimately to the national headquarters.

According to management, the system ensures that matters are handled efficiently, fairly, and with the appropriate institutional context at each level.

Updates on Teacher-Related Issues

The Service also acknowledged ongoing concerns relating to arrears, salaries, and recruitment within the education sector. Management assured staff, unions, and other stakeholders that efforts to resolve these issues are being treated with urgency.

GES indicated that further updates on these matters would be communicated in the coming days.

Call for Calm and Professionalism

The Service urged teachers across the country to remain calm and maintain professionalism while constructive engagements continue through the appropriate administrative channels.

Management reaffirmed its commitment to dialogue with staff and stakeholders in order to ensure the smooth functioning of Ghana’s education system.
