OSP Invites GRA Chief and Two Others Over Conflicting Accounts in Ongoing SML Probe

The Office of the Special Prosecutor (OSP) has issued a directive compelling GRA Commissioner-General Anthony Sarpong and two other top officials to appear before investigators.

The move is understood to be part of ongoing inquiries following the arrest of the GRA’s Acting Head of Legal. The officials are suspected of ordering the issuance of a letter to SML Ghana’s legal team — a correspondence believed to contain contradictions relevant to the investigation.

Those directed to appear include Commissioner-General of the GRA, Anthony Sarpong; Assistant Commissioner for Finance, Celestine Annan; and the Technical Assistant to the Commissioner-General, Kenneth Agyei-Duah.

According to sources within the Office of the Special Prosecutor, this is the second invitation extended to Mr. Sarpong and Ms. Annan. Their earlier testimonies reportedly conflict with the content of a letter they are alleged to have drafted or endorsed, which was issued at the request of SML Ghana’s legal representatives in mid-October.

It has also emerged that both Mr. Sarpong and Mr. Agyei-Duah previously held positions at KPMG, the auditing firm commissioned by former President Nana Addo Dankwa Akufo-Addo to assess SML Ghana’s operations.

The Office of the Special Prosecutor’s latest summons follows the arrest of the Ghana Revenue Authority’s Acting Head of Legal, confirmed on November 3 to be under investigation for alleged corruption, corruption-related offences, and obstruction of justice in relation to the SML contract.

The GRA–SML agreement, which tasked SML Ghana with providing revenue assurance services, has faced widespread scrutiny amid reports of inflated contract values and procedural violations. The OSP has since broadened its investigation to include senior officials at both the GRA and the Ministry of Finance to ensure accountability and safeguard public funds.

Special Prosecutor Kissi Agyebeng has indicated that the Office of the Special Prosecutor is nearing the prosecution stage of its inquiry, with charges expected to be filed before November 2025 concludes.

The list of those likely to be prosecuted includes former Finance Minister Ken Ofori-Atta and two ex-GRA Commissioners-General, Dr. Ammishaddai Owusu-Amoah and Emmanuel Kofi Nti — signalling a major escalation in the corruption probe.
