National Security operative in court for alleged fraud

A National Security operative who has been accused of defrauding someone of GH¢25,000 under the pretext of securing him an auction car has been admitted to bail by the Accra Circuit Court.
Edmund Kabutey was granted bail yesterday in the sum of GH¢30,000, with two sureties who must be public servants.The court, presided over by Justice Jane Harriet Akweley Quaye, a justice of the High Court, with additional responsibility as a circuit court judge, granted Kabutey bail following an application by his counsel, Mr Anthony Lartey.
Counsel had urged the court to admit his client to bail because he was a public figure, had a fixed place of abode, would not abscond and always avail himself to stand trial.
Kabutey has pleaded not guilty to defrauding by false pretence and conspiracy to commit crime.
Hearing continues on January 22, 2020.
Bench warrant
An alleged accomplice of Kabutey’s, Michael Osei Okanah, who is also a National Security operative, is, however, on the run.
When the case was first called last month, both Kabutey and Okanah failed to show up, upon which the court issued a bench warrant for their arrest.Kabutey, however, appeared in court at the next hearing on January 2 and was subsequently remanded.
With Okanah still failing to appear before the court on two occasions, the bench warrant for his arrest remains in force.
Alleged fraud
The prosecutor, Inspector Benson Benneh, told the court that Kabutey presented himself as someone who could help the complainant, Nat Omane, procure an auction car.
According to the prosecutor, in October 2018, Kabutey took GH¢25,000 from Omane, with the promise of getting Omane an auction car (Hyundai Elantra saloon), but he failed to deliver on his promise and went into hiding.
He said in December 2019, Omane saw Kabutey at the Osu Castle Annex — where Kabutey works — and caused his arrest.
Inspector Benneh said during investigations, Kabutey led the police to Okanah, who was alleged to have taken the money.
He said Okanah told the police that Kabutey had given him only GH¢20,000, which he too gave to one Mr Boateng who, after collecting the money, went into hiding.
It is the case of the prosecution that Kabutey and Okanah shared GH¢5,000 as part of the booty, but Kabutey later refunded that amount.

NCCE marks National Constitution Day with a call on the youth to be peaceful during and after election

The National Commission for Civic Education (NCCE) has joined Ghanaians to mark the second anniversary of the National Constitution Day, with a call on Ghanaians to uphold a spirit of tolerance, national unity, peace, cohesion and patriotism as guiding values for national development while Ghana goes into general elections this year.
“We urge the youth, particularly political party activists not to be misguided by some politicians and be used as vigilantes and instruments of violence. Rather, the youth should eschew acts of violence before, during and after the upcoming elections as their contribution to peaceful elections and nation building,” the NCCE advised.
 
National Constitution Day
The National Constitution Day was instituted in 2019 to enable Ghanaians to reflect on how far it has come in its democratic practice under the fourth republic, assess its challenges, and plan the way forward towards entrenching Ghana’s democracy.
The National Constitution day, marked on January 7th 2020, also commemorates the 28th milestone of sustenance of the 1992 Constitution that has witnessed seven general elections and the peaceful transfer of power from one democratically elected government to another.
“As we celebrate this day, the NCCE reiterates that all well-meaning Ghanaians owe it a duty to live up to our rights and responsibilities as citizens; strengthen our resolve to protect our national stability for posterity,” the NCCE said.

Gov'ts refusal to release procured ambulances derailing quality healthcare delivery in Ghana-CSOs

The CSOs Platform on Sustainable Development Goal 3 (SDG3) has opined that Government’s refusal to release procured ambulances is derailing quality healthcare delivery in Ghana.
According to the Coalition that advocates for the achievement of the SDG3, although it believes in the laid down procedures for the even distribution of the ambulances, it is confused and frustrated over the inconsistent responses coming from state agencies responsible, including the Ministry of Special Initiative, Ministry of Health and the National Ambulance Service over the distribution of the ambulances.

“In fact, the excuse-riddled narratives by Government is very troubling. The responses adduced by government so far only led credence to the fact that there is no preparation for the distribution of the ambulances to serve their purpose,” it stated.
In a statement, the Coalition added that,”Ghanaians are dying rather needlessly  due to negligence on the part of some duty bearers in the health sector. So for how long are we going to continue this way as a country who has subscribed to the United Nations (UN) global goals?”
The Coalition also stated without any shred of biases that Ghana’s health system is being compromised by people in positions of trust, suggesting that the situation is reversed immediately for the good of the people.

“As a Coalition who advocates for the achievement of the SDG3 “Ensure healthy lives and promote well-being for all at all ages”, we are calling on the CEO of the National Ambulance Service, the Minister of Health and the President of the Republic to urgently take action and ensure that the ambulances are distributed within the shortest possible time to serve the purpose for which they were procured,” it added.

Kwasi Appiah to coach Sudan?

Former Black Stars coach, Kwasi Appiah has been engaged by the Sudan Football Association towards a possible appointment as the new head coach of the Sudan national team.

Coach Appiah confirmed this in a telephone chat with the Daily Graphic yesterday.
According to him, he was contacted by the President of the Sudan Football Association, Kamal Shaddad when they heard that his contract with the Black Stars was over.“The president contacted me after he heard that my contract with Ghana had ended and engaged me in some preliminary talks,” he revealed.
“There is nothing concrete yet since the talks just began,” he stressed.
It will be recalled that Appiah’s extended contract as the head coach of the Black Stars expired on December 31, 2019 after which the Ghana Football Association (GFA) announced the dissolution of the technical teams of all national sides.
Expressing gratitude
Meanwhile, Kwasi Appiah has since expressed his gratitude to President Nana Addo Dankwa Akufo-Addo and Ghanaians for the opportunity to serve the nation.
Coach Appiah, in a statement released last Sunday, said it was an absolute honour to have had the opportunity and privilege to coach the men’s senior national football team, the Black Stars.Strong foundation
Appiah said he always felt immense pride during his coaching stint which expired on Tuesday, December 31, 2019.
He stated that during his tenure, he laid a strong foundation for “others to build on towards a better future and success for the team”.
“It has been an absolute honour to have had the opportunity and privilege to coach the Black Stars of Ghana,” the statement said.
“I have always felt immense pride in my association with the senior national team, as a player and a coach, and served diligently throughout my coaching contract which expired on Tuesday, December 31, 2019.
“Through the years I was in charge, I worked with my backroom staff to lay the strong foundation required for others to build on towards a better future and success for the team.
“I thank the President Nana Addo Dankwa Akufo-Addo for the opportunity to serve the nation. I also express my appreciation to the Ministry of Youth and Sports, as well as the Ghana Football Association for their support”.
He also expressed gratitude to the general public for the support during difficult times.

The President of the Republic, Nana Addo Dankwa Akufo-Addo, on Tuesday, 7th January, 2020, swore into office Mr. Justice Anin Yeboah as the 14th Chief Justice of Ghana.
At a ceremony at Jubilee House, the seat of the nation’s presidency, President Akufo-Addo expressed his confidence in Chief Justice Anin Yeboah, stating that he “will be an effective leader of the Judiciary, guard jealously its independence, bring honour to the Judiciary and to Ghana, and be a worthy successor to Chief Justice Sophia Akuffo”.
The President also demanded “decency, discipline, fairness, hard work, deep seated respect for the rule of law, and the continuing modernisation of judicial activities to be the hallmarks, too, of his era as Chief Justice.”
In his speech at the ceremony, the President indicated that the choice of Mr. Justice Anin Yeboah as the 14th Chief Justice was not a difficult one to make, in view of his level of qualification, the number of years served with distinction on the Bench in the Superior Court of Judicature, totalling seventeen years, initially in the High Court, then at the Court of Appeal, and, finally, at the Supreme Court, and the considerable experience garnered as a result.
After graduating from law school, Mr. Justice Anin Yeboah started off as an Assistant State Attorney at the Office of the Attorney General, in Koforidua, in the Eastern Region, and, after a long period as its Secretary, he was subsequently elected President of the Eastern Regional Bar Association.
He served as High Court Judge from 2002 to 2003, became an Appeal Court Judge from 2003 to 2008, and was appointed onto the apex court, the Supreme Court, in 2008, by the 2nd President of the 4th Republic, His Excellency John Agyekum Kufuor. He is currently Chair of the Governing Board of the Legal Aid Commission.
Describing Mr. Justice Anin Yeboah as one of the leading lights of the Court, President Akufo-Addo indicated that the contribution of the 14th Chief Justice to the Court’s labours and to the development of its jurisprudence has been extensive.
“His association with the beautiful game saw him become Chair of the Appeals Committee of the Ghana Football Association, with the success of his work earning him a place on the adjudicatory chamber of FIFA, the global body responsible for the management of world football,” he said.
President Akufo-Addo continued, “In 2016, he was first selected to be a member of FIFA’s Ethics Committee, and, in May 2017, at the organisation’s 67th Congress, he was elected Chair of FIFA’s Disciplinary Committee. It says much for the acknowledgment of his integrity that these appointments occurred at a time when world football was undergoing its greatest ethical crisis in modern times.”
The President assured Chief Justice Anin Yeboah of his determination to be a reliable and trusted partner of the Judiciary, so that the Executive and Judiciary can co-operate in a spirit of mutual respect to entrench good governance for the advancement of the Ghanaian people.
“I want to underline this assurance by indicating my willingness and preparedness to address the infrastructural challenges to the satisfactory functioning of the courts that so engaged the attention of Chief Justice Sophia Akuffo, and which she so vividly highlighted during her time in office,” he added.
With the appointment of the Chief Justice Anin Yeboah taking place at the beginning of a new year in a new decade, “a decade in which hope, optimism and progress will define the unfolding Ghanaian reality”, President Akufo-Addo noted that all Ghanaians have a joint responsibility to work together for the Ghana project.
“This is a collective enterprise to which we should all commit ourselves, in unity and in sincerity, so that we can realise in our generation the dreams of freedom and prosperity that animated the great patriots who founded our nation. For my part, I have an unshakeable faith in the boundless prospects of Ghana’s future, and will do everything possible to reach out for it, the radiance of the Black Star,” he added.
The President was confident that Chief Justice Anin Yeboah will be a noble actor in this historic endeavour, and also congratulated him on his appointment, and wished him well and God’s guidance in the performance of his great duties.
With the swearing-in of Chief Justice Anin Yeboah being the second time President Akufo-Addo is discharging this constitutional obligation, he paid tribute to the 13th Chief Justice, Sophia Abena Boafoa Akuffo.
Describing her tenure of office as being characterised by “her well-known qualities of hard work, discipline and integrity, and by an exceptional focus on the infrastructural needs of the courts and the modernisation of their processes”, the President stressed that Chief Justice Sophia Akuffo justified the confidence he reposed in her, and wished her a well-earned rest.
He also conveyed this appreciation to Mr. Justice Julius Ansah for holding the fort, briefly, as Acting Chief Justice, during the period of the retirement of Chief Justice Sophia Akuffo and the swearing into office of Chief Justice Anin Yeboah.

Nigeria-Cameroon border grenade blast kills nine

A grenade that a child picked up from a bin on the Nigeria-Cameroon border has exploded, killing him and eight others.

Twenty-six people were also wounded in the blast on the Nigerian side of the border, a Cameroonian official said.
The child, believed to be under 10, mistook the grenade for scrap metal which he intended to sell, witnesses said.
It is unclear who left the grenade in the bin, but the area has been hit by an Islamist insurgency.
Boko Haram and its splinter faction, the Islamic State West Africa Province, operate in the region.
Nigerian and Cameroonian troops form part of a regional force fighting the militants.
The governor of Cameroon’s Far North Region, Midjinyawa Bakary, told the BBC that the grenade exploded late on Monday on a busy bridge linking the Nigerian town of Gamborou to the Cameroonian town of Fotokol.
All the dead were Nigerians, while the wounded included nationals from both countries, he said.
The injured were taken to a local hospital – some had their limbs blown off, residents in Gamborou told the BBC.

Kwasi Anin Yeboah sworn in as Chief Justice

President Nana Akufo-Addo has sworn in the new Chief Justice Kwasi Anin Yeboah at a short but impressive ceremony.
The new Chief Justice in a seamless recitation took tree oath – Oath of Allegiance, the Judicial Oath and the Oath of Secrecy – before a host of invited guests including ex-presidents, leaders of political parties, members of the diplomatic corps.
The Chief Justice received the instruments of appointment before signing his  way into office as Chief Justice after having taken over from Sophia Akufo who retired from office early last  month.
The president shortly before inducting him into office said the swearing into office of the Chief Justice is in keeping with the provisions of the 1992 Constitution and a resolve to having a functioning democracy and the rule of law.
He said the judiciary remains the bulwark of the country’s democracy and prayed the new Chief Justice will walk in the footsteps of other Chief Justices.
Describing him as the “leading light of the court” the president hoped he will lead a new administration of honest judges; who possess integrity and have a sound knowledge of the law.
He prayed that judges will, henceforth not deliver judgement without citing any authority or giving any reasons for the decisions they take.

“Stop shielding Ayawaso West Wuogon offenders” – Mahama tells Akufo-Addo

Former President John Dramani Mahama has asked the President of the Republic of Ghana to stop shielding the perpetrators of the violence at the Ayawaso West Wuogon by-election.
The flagbearer for the National Democratic Congress (NDC) who made this statement while delivering his New Year Message to Ghanaians asked the President to allow the offenders face the appropriate sanctions.
The Ayawaso West by-election took place on 31 January 2019 after the death of the incumbent MP Emmanuel Kyeremanteng Agyarko on 21st November 2018.
Lydia Alhassan of the New Patriotic Party was elected with 69% of the vote.
Violence erupted in the area of the La-Bawaleshie polling station two hours after the election had started, though there was no death recorded there where casualties..
He said, it is the responsibility of President Nana Addo to secure the safety of all citizens and to resist temptation to allow the use of violence to harm and intimidate innocent civilians as we observed last year during the Ayawaso West Wuogon by-election

Soleimani: Stampede kills at least 35 mourners at commander's burial

At least 35 people have been killed in a stampede as Iranians flocked to the burial of a top commander killed in a US drone strike, Iranian media report.

The deaths led to the postponement of Qasem Soleimani’s burial. A new time will be announced later, officials say.
Soleimani is being laid to rest in his hometown of Kerman with millions already estimated to have packed the streets for funeral processions.
His killing has raised fears of a conflict between the US and Iran.
Soleimani was widely considered the second most powerful man in Iran behind Supreme Leader Khamenei. The US saw him as a terrorist and a threat to American troops.
President Trump adopted a tough stance against Iran after his election and Tehran responded with their own campaign. Tensions were raised further last month after the US attacked an Iranian-backed militia in Iraq it blamed for attacks on US forces.
It is unclear what caused the stampede in Kerman, south-eastern Iran, but vast numbers of people were in the streets ahead of Soleimani’s planned burial.
More than 48 others were injured, state media reported. Soleimani had been due to be buried on Tuesday morning.

Soleimani’s burial saw top Iranian officials renew their threats of revenge.
“The martyr Qassem Soleimani is more powerful… now that he is dead,” said the Revolutionary Guards’ top general, Major General Hossein Salami, told crowds in Kerman.
The Guards were set up to defend Iran’s Islamic system and are a major political and military force.
Mourners chanted “death to America” and “death to Trump”, reporters there said.
“He [Soleimani] was seen as a great man who was ready to serve his people… He must certainly be avenged,” an 18-year-old student who was there told the AFP news agency.
On Monday, Ayatollah Khamenei led prayers at Soleimani’s funeral in Tehran, at one point weeping over his coffin.
Unconfirmed estimates from Iranian state television put the number who took to the streets of Iran’s capital alone as “millions”. The crowds were large enough they could be seen in satellite images.
Soleimani was head of the Quds force, the overseas branch of the Revolutionary Guards. He was killed leaving Baghdad airport on Friday.
In his homeland, Soleimani was hailed as a national hero.
But he was also a hardliner and a dominant force in a state that shot dead scores of protesters at the end of 2019.
Soleimani supported Syria’s President Bashar al-Assad in the country’s civil conflict, aided the Shia militant group Hezbollah in Lebanon, and guided Iraqi militia groups against the Islamic State group.
Justifying the strike President Trump said Soleimani was plotting “imminent” attacks on US diplomats and military personnel.
Immediately after his death Iran threatened retaliation.
On Sunday, Iran declared it would no longer abide by any of the restrictions imposed by the 2015 nuclear deal. The deal limited Iranian nuclear capacities in exchange for the lifting of economic sanctions.
Following warnings from Iran, Mr Trump said that the US would respond in the event of retaliation for Soleimani’s death, “perhaps in a disproportionate manner”.
Trump administration officials though have contradicted the US president on his controversial threat to target Iranian cultural sites.
Such acts could be considered war crimes and Secretary of Defence Mark Esper said “we will follow the laws of armed conflict”.

Kade residents benefit from free health screening

Residents of Kade in the Kwaebibirem District of the Eastern region have benefited from a free medical screening and health education.
The initiative, which was initiated by  Kade Young Advocates was in collaboration with a team of medical doctors, laboratory technicians, physician assistants, dentists and nurses drawn from various health facilities in Accra and Kade.
The team diagnosed and provided medicines for blood pressure, high blood sugar, diabetes, hepatitis B and malaria among others.
Speaking to the media, the Patron of the Association, Mr. Ofosu Asamoah ,who doubles as Executive Secretary to the National Labour Commission, disclosed that the medical outreach has already assisted residents in the neighboring communities since its inception.
He added that the association is committed to supporting  residents and that periodic health screening exercises will help improve the health of members to actualize the health bit of the Sustainable Development Goals.
He revealed that quality healthcare delivery is paramount and urged Ghanaians to leave a healthy lifestyle.
The leader of the medical team, Dr. Sarpong Asamoah, an Optometrist from KogEye Clinic and a member of the Association noted that pressure, high blood sugar, diabetes, hepatitis B and malaria are currently on the rise hence the exercise.
He called on Ghanaians to prioritize their health and access free health exercises when the need be.
