Soleimani: Huge crowds pack Tehran for commander's funeral

Huge crowds packed the streets of the Iranian capital Tehran for the funeral of the slain Iranian military commander Qasem Soleimani.

Soleimani was assassinated in a US drone strike in Iraq on Friday on the orders of President Donald Trump.
Iran’s supreme leader Ayatollah Khamenei led prayers and at one point was seen weeping.
Iran has vowed “severe revenge” for the death of Soleimani and on Sunday pulled back from the 2015 nuclear accord.
Soleimani, 62, headed Iran’s elite Quds Force, and was tasked with protecting and boosting Iran’s influence in the Middle East.
His career saw him support Syria’s President Bashar al-Assad in the country’s civil conflict, aid the Shia militant group Hezbollah in Lebanon and guide Iraqi militia groups against Islamic State.
Soleimani was hailed as a national hero in Iran and widely considered the second most powerful man in the country behind Supreme Leader Khamenei.
The US saw him as a terrorist, and justifying the killing President Trump said Soleimani was plotting “imminent” attacks on US diplomats and military personnel.

What happened at Soleimani’s funeral?

State television showed huge crowds in Tehran for the event. It put the number who turned out as “millions” although this is yet to be verified.
People cried while others clutched pictures of the late commander. Mourners passed his coffin over their heads and “death to America” chants were heard.
His daughter Zeinab Soleimani warned the US it faces a “dark day” for the killing. “Crazy Trump, don’t think that everything is over with my father’s martyrdom,” she said.


Following Monday’s funeral, the general’s remains will then be taken to Qom, one of the centres of Shia Islam, for a ceremony ahead of a funeral in his hometown of Kerman on Tuesday.

How has Iran responded to the killing?

On Sunday Iran declared it would no longer abide by any of the restrictions imposed by the 2015 nuclear deal.
The deal limited Iranian nuclear capacities in exchange for the lifting of economic sanctions.
But in a statement, Iran said it would no longer observe limitations on its capacity for enrichment, the level of enrichment, the stock of enriched material, or research and development.
Three European parties to the deal – Germany, France and the UK – urged Iran to abide by its terms.
Also on Sunday, Iraqi MPs passed a non-binding resolution calling for foreign troops to leave. US forces were invited to return to Iraq to help defeat the Islamic State group.
The new head of Iran’s Quds force has vowed to expel the US from the Middle East.

How has Trump reacted?

Following warnings from Iran, Mr Trump said that the US would respond in the event of retaliation for Soleimani’s death, “perhaps in a disproportionate manner”.
He repeated a threat to target Iranian cultural sites, saying the US would “strike very fast and very hard” if Tehran attacked Americans or US assets.

President Trump also threatened severe sanctions against Iraq if US troops left.
“We have a very extraordinarily expensive air base that’s there. It cost billions of dollars to build. We’re not leaving unless they pay us back for it,” he told reporters.

What are Iran’s key cultural sites?

The suggestion that the US could target Iranian cultural sites sparked alarm in Iran and beyond. Such action could be considered a war crime under international law.
Iran is home to two dozen Unesco World Heritage sites. These are sites that the UN’s cultural organisation believes need preserving for their cultural, historic or scientific significance. These include:

  • Persepolis, the sprawling ancient ruins which date back to 518 BC and were the site of the capital of the ancient Persian Achaemenid empire
  • Naqsh-e Jahan Square in the city of Isfahan, which was built in the early 17th century and is is one of the largest city squares in the world
  • Golestan Palace in Tehran, the residence and seat of power for the Qajar dynasty which ruled Iran from 1785 to 1925

There are also a number of sites which – while not listed by Unesco – still retain huge cultural importance ,such as the Mausoleum of Ruhollah Khomeini, dedicated to the Islamic Republic’s founder.

Trump threatens Iraq with sanctions if US troops are expelled

 
President Trump has threatened severe sanctions against Iraq after its parliament called on US troops to leave the country.
“We have a very extraordinarily expensive air base that’s there. It cost billions of dollars to build. We’re not leaving unless they pay us back for it,” he told reporters.
Tensions are high after the US assassinated Iranian General Qasem Soleimani in Baghdad last week.
Iran has vowed “severe revenge”.
Soleimani, 62, spearheaded Iranian military operations in the Middle East, and was regarded as a terrorist by the US.
The general’s remains have now returned to his home country, where mourners packed the streets of Tehran early on Monday.

The new head of Iran’s Quds force – which Soleimani led – has vowed to expel the US from the Middle East.
“We promise to continue martyr Soleimani’s path with the same force… and the only compensation for us would be to remove America from the region,” state radio quoted Esmail Qaani as saying.

The strike that killed Soleimani also claimed the life of Abu Mahdi al-Muhandis, a top Iraqi military figure who commanded the Iranian-backed Kataib Hezbollah group.

Speaking from the presidential plane, Mr Trump said that if Iraq asked US forces to depart on an unfriendly basis, “we will charge them sanctions like they’ve never seen before, ever. It’ll make Iranian sanctions look somewhat tame.”
Some 5,000 US soldiers are in Iraq as part of the international coalition against the Islamic State (IS) group.
On Sunday, the coalition paused its operations against IS in Iraq, and Iraqi MPs passed a non-binding resolution calling for foreign troops to leave.

Bright Simons writes: Bank of Ghana’s Murky Explanations for the GHC100 and GHC200 Notes

The Bank of Ghana (BoG) on November 29th, 2019, released a document justifying the need for the introduction of “higher-value denomination” currency (HVD) notes.
The question of whether HVD notes are warranted at any point in time is not a merely conceptual one. It is, in fact, a highly empirical enquiry to be approached from a careful analysis of considerable amounts of data about the proportional use of different notes and the differential costs of security and distribution. One cannot have random opinions about such a subject and expect to be taken seriously.
I don’t have any data on the contemporary usage patterns of the different Ghana Cedi (GHS) notes in circulation or about the costs of printing different notes. Like most Ghanaians, therefore, I did not have too much difficulty delegating all thinking about the issue to the fine technocrats at the central bank. Until now.
A bunch of controversies arising from the refusal of major supermarkets and even banks to accept the new notes because they lack the means to validate their authenticity compelled me to finally take a look at the BoG’s explanatory documents today. After all, item authentication has been a decade-and-half interest of mine.
Having now read the BoG document and subsequent BoG press releases on the subject, I am suddenly completely unsure of my earlier faith in the central bank to do all our thinking for us in this matter. I will simply lay out the worrying things I found and let readers of this blog judge for themselves.
The most problematic element of the BoG’s analysis is the central reason it offers for introducing the HVD notes. In the very first paragraph of the original Q&A-formatted release, it states as follows:
High levels of inflation and currency depreciation in the past have eroded some of the gains from redenomination. The deadweight burden, reflected in high transaction cost has re-emerged.
In this one statement is contained all the alarm bells about the depth of technical preparation that should have gone into this exercise.
Except in cases of hyperinflation and hyper-depreciation requiring a new currency series, high-value denomination notes are almost never justified by the need to counter or offset routine inflationary pressures over time. For example, when the $100 was first introduced in the US in 1869 (and reintroduced as a federal reserve note in 1914), it was for a time the highest in circulation. In due course, larger denominations surfaced, mostly as a result of wartime and other contingent exigencies. By 1946, a firm decision to stop the issuing of HVD notes had been taken and, by 1969, all currencies higher than $100 were being removed from active circulation to reduce the costs of fighting counterfeiting and money laundering. Today, the $100 bill is worth only $4 if measured against its original value as a result of cumulative inflation. It remains the highest denomination in circulation purely in keeping with contemporary policy. An alternative policy of trying to preserve the face value of the $100 note at the time of the 1969 currency reforms would have required an introduction of $1000 and $2000 bills in the United States, something that cannot be countenanced in today’s anti-terror and anti-narcotics climate.
It is easier to understand the argument when one recalls that in a floating exchange regime, currencies can rise and fall over time. Is the logic here then that should the Ghana cedi strengthen against the USD consistently over time, that would dictate the retirement of the largest of the HVD notes?
Things are even starker in a managed exchange rate regime. Consider this fact. By the time of the 1984 budget, the official cedi – USD exchange rate was 35 cedis to the dollar. Governor J.S. Addo lowered the value to 38.5 cedis to 1 dollar, in a conclusive reversal of the last peg from 1978 (of 2.75 cedis to the dollar) then in effect. Yet, ahead of the latest round of managed devaluations in 1982, the highest note, the 50 cedi note, had been removed from circulation (or “demonetised”) ostensibly as an anti-corruption measure (echoing an earlier currency confiscation in 1979).
When in 1984, the HVD notes of 50, 100, and 200 cedis were introduced (or, in the case of 50 cedi note, reintroduced), with no serious explanation as to why fears of corruption were no longer an issue, the effective worth of the highest-value note was officially $5. By the time of the 1985 budget, it was $3.7. More interestingly, the parallel unofficial, in actual fact market, rate was about 156 cedi/USD suggesting hence that the 50 cedi note that just 10 years earlier had been nominally worth $50 was now worth just 32 US cents ($0.32) whilst the highest circulating note was worth just $1.28. In short, the history of “face value preservation” tactics and politics in Ghana betrays a ridiculous mixture of arbitrariness and confusion. Trying to bulwark the face value of Ghana’s benighted national currency notes against depreciation and inflation trends is clearly to court absurdity, and also distrust in view of this messy track record.
At any rate, the historical record clearly shows that Ghana’s highest-value notes have for the most part generally exchanged for low dollar amounts. In the 1985 to 1990 period, the 500 cedi note moved from $5.5 to $1.5, peak to trough. In the 1990 to 2000 period, the 10000 and 20000 notes emerged as the highest-value notes, yet at their strongest they were about $1.4 and $2.7 respectively.
The dramatic change of affairs represented by the introduction of the 50 Ghana cedi note in July 2007, with its debut value of $54 marking the high point of Ghanaian currency face-value politics in 30 years, was a break with the past precisely because it also marked the start of a new series, effectively a new currency. Such an exceptional development cannot set a precedent for the routine preservation of the currency’s purchasing strength at some arbitrary USD rate by printing larger and larger notes to approximate the continuous appreciation of the highest notes’ nominal value(s).
By the time of the introduction of the 100 and 200 Ghana cedi notes in late 2019, the value of the 50 Ghana cedi note in USD terms was about $9. In comparison with other HVD notes in Ghana’s history, adjusting for both US and local inflation, this amount, as has already been shown above, was big enough.
The largest Nigerian Naira note is exchanged today for $2.75. The largest Kenyan Shilling note is exchanged for $9.91. The largest South African Rand note is exchanged for $13.8. By the time the Government of India removed HVD notes out of circulation due to purported fears about money laundering and crime, the highest Rupee note was exchanging for $14. Simply put, economies comparable to Ghana’s in various characteristics have HVD notes well within the value range of Ghana’s last version, the GHS50 note.
2. The BoG makes plausibly persuasive points about an expansion of incomes leading to an increase in preference for the then highest-value notes, the GHS20 and the GHS50. In the European common market, for instance, it is the 50 euro note, not the higher value 100 and 200 euro notes (or the 500 euro notes that are being demonetised over the usual concerns) that are in widest circulation. In the US, the highest circulation bill is the $20, whilst the highest value ($100) bill is mostly preferred outside the US. Thus, the preference for higher value notes in Ghana is a significant point. However, the point in the way it was put in the BoG release, that “GHC50 and GHC20 account for about 70% of the total demand”, is completely vague. Is this “demand” being expressed in monetary value or quantity terms? If in value terms, then it is completely unremarkable since the face value being several multiples of the face value of the lower denomination notes, their quantity could well be tiny and still constitute 70% of usage. In such a scenario, the need to print larger quantities would be far from clear, and user preference may well tilt to a medium portion of the value spectrum as is the case in many other countries.
3. It is important in connection with the above point to note that convenience is affected by both the concern about carrying large sums of low-value notes and the, almost converse, concern about finding change when counterparties pay for goods and services with large notes. Thus, preference is an entirely empirical matter and rather technically complex to compute. If the BoG wished to educate the public in this matter by releasing that statement, it ought to have been clearer.
4. Most strangely, the BoG chose to provide none of the critical information that would have best assisted curious persons in evaluating the propriety of its decision to introduce high-value denominations against the global trend of demonetizing high-value notes. At the heart of any sound analysis would be a trade-off between printing less money (and the concomitant result of users carrying less money) and creating highly tempting targets for crime.
The cost of printing higher quantities of money in the face of a rising average size of transactions in the economy reduces the seigniorage revenue of the central bank. Thus, if the average size of transactions moves upward, it makes sense to introduce more HVD notes. At the same time, such notes are more expensive than lower-value notes because they require more security features to prevent counterfeiting and more policing to suppress money laundering. For example, in the US, the most expensive notes (such as the $50 bill) can be as much as four times (4x) costlier to print than the cheapest ones (such as the $1 bill). The right balance between transactional convenience and policing cost is, as always, entirely empirical. By refusing to provide a breakdown of the costs of printing the different bills and the quantities in circulation as well as the average velocity per class and other critical monetary parameters, the BoG shows a complete disinterest in helping analysts come to any sensible conclusions about the need for these new HVD notes.
5. The weirdest of all the claims in the BoG document is the assertion that, somehow, printing high value notes will reduce the “deadweight burden” associated with current transaction costs. This claim is manifestly erroneous. There is no welfare loss context here to even warrant use of the “deadweight burden” term.
6. Lastly, we live in a time of great cynicism about the procurement practices of governments. The introduction of a new class of currency notes represents a potentially major procurement opportunity for agents and representatives of the mints and printing presses in Europe and America with whom the Republic of Ghana deals on these matters. Where the new bills are significantly more expensive than older bills, commissions may be in order, opening the door to unpleasant allegations about the real motives impelling the procurement action. It would have been reassuring had the BoG provided information about the procurement terms of this new production, whether by De La Rue, the loss-making, financially struggling, security printing firm or Crane Currency, the controversy-plagued contractor, now embroiled in corruption allegations in Liberia.
The decision to shroud all these important matters in silence, including even the name of the printer/mint, is doing very little to dispel lingering doubts and confusion about this whole HVD notes printing business.

Gyampoh, Butakor exonerated but …..

Two lecturers of the University of Ghana who were accused of soliciting sex in order to extend some advantages to female students in a documentary by the British Broadcasting Corporation (BBC) have been cleared of any act of sexual misconduct by the fact-finding committee set up by the university.
The lecturers, Prof. Ransford Gyampoh and Dr Paul Kwame Butakor, were, however, found culpable of conducting themselves in a manner that caused embarrassment to the university, for which reason the committee advised the university authorities to refer them to the university’s disciplinary committee for appropriate action.
The report, a copy of which is available to the Daily Graphic, said there was no evidence that Prof. Gyampoh and Dr Butakor breached the university’s policy on sexual harassment.
“The committee finds that on the totality of the evidence before it, there is a huge variance between the import of the title: ‘Sex for grades’, and the content of the actual secret video recording of the affected lecturers of the University of Ghana,” it said.
The report was presented by the committee to the university authorities in November 2019, but the details were not made public.
On November 20, 2019, the university, in a statement, said the two lecturers had been referred to the disciplinary committee, but the committee is yet to make a determination
No evidence
On the issue of sexual misconduct, the six-member fact-finding committee reached the conclusion that there was no evidence from the BBC documentary which proved any act of sexual misconduct on the part of the lecturers within the context of the university’s regulations.
“The committee notes that neither the documentary nor the BBC has provided any evidence to demonstrate that the affected lecturers demanded sex in exchange for grades, as asserted by the title of the documentary: ‘Sex for grades’,” the report stated.
It further noted that the title of the documentary was sensational and misleading.
Explaining its findings, the committee said per paragraphs 10.1, 12.1 and 12.4 of the Code of Conduct for Academic Staff and the Anti-Sexual Harassment and Misconduct Policy of the university, a victim of sexual misconduct must be a member of the university.
However, the evidence on record showed that the two alleged victims in the video — Zara and Abigail — were not members of the university.
“Consequently, the committee notes that in the absence of any evidence that Zara and Abigail are students or members of the University of Ghana, the provisions of paragraphs 10.1, 12.1 and 12.4 of the Code of Conduct for Senior Members of the University of Ghana and the Anti-Sexual Harassment and Misconduct Policy of the university cannot be triggered against the affected lecturers,” it said.
What the law says
Paragraph 10.1 of the Code of Conduct for Academic Staff of the University of Ghana stipulates: “Academic staff shall refrain from any type of harassment or discrimination against students and shall adhere to the Anti-Sexual Harassment Policy of the university.”
Paragraph 12.1 of the code says: “Academic staff are prohibited from engaging in sexual or amorous behaviour with students,” while Paragraph 12. 4 says: “Academic staff are bound by the Anti-Sexual Harassment Policy of the university.”

Qassem Soleimani's daughter warns 'crazy Trump' a 'dark day' is coming

The daughter of the Iranian commander killed in an American airstrike has warned the US it faces a “dark day” for his death.
Major General Qassem Soleimani was targeted by a drone in an operation approved by President Donald Trump last week, prompting the Middle Eastern nation to vow revenge.
Senior Iranian figures including the country’s Supreme Leader Ayatollah Khamenei attended the general’s funeral on Monday, where his daughter Zeinab Soleimani said the US and its ally Israel would both face repercussions.
In an address broadcast live on state television, she said: “Crazy Trump, don’t think that everything is over with my father’s martyrdom.”
She added that a “dark day” would befall the US and Israel as a result of his death in Baghdad on Friday.
Her statement came after her father’s replacement General Esmail Ghaani, who now leads the Quds unit of Iran’s revolutionary guard, said he would get “rid of America from the region”.
Speaking ahead of the funeral in Tehran, he said: “God the almighty has promised to get his revenge, and God is the main avenger. Certainly actions will be taken.”
He is expected to continue his predecessor’s efforts to expand Iran’s military influence in the Middle East.
The force he now leads is comparable with a combination of America’s CIA and special forces, and commentators have compared his status to that of the US vice president.
General Soleimani was being closely watched by the US, Israel and Saudi Arabia before he was killed, with Washington having believed he was responsible for attacks on its forces in the region over the past two decades.
His death, which has been described as a “significant escalation” in tensions between Washington and Tehran, sparked chants of “death to America” in the Iranian parliament.

Extend Tono Irrigation Project to our area – Kologo Naba appeals to gov’t

The Paramount Chief of the Kologo Traditional Area, Naba Clifford Abagna Asobayire V, has appealed to the government of Ghana to extend the Tono Irrigation Scheme to the rest of the farming communities in his area to maximize agricultural activities.
Naba Asobayire said the area is blessed with arable lands and has the potential to grow food to feed the whole region but is currently unable to produce enough due to the lack of an all-year irrigation system covering the entirety of Kologo.
He said the challenge coupled with the lack of basic amenities has also made the area unattractive to Non-Governmental Organizations (NGO) and individuals from the Agric sector who want to invest and expand farming activities in Kologo.
In a statement he read Friday, during a durbar of  Chiefs and people of the Kologo Traditional Area to climax activities of the Yesiga Festival, Naba Clifford Abagna Asobayire, speaking on the theme “Mobilizing all Human and Natural Resources of the area for the Rapid Socio-economic Development of the People – The role of the Traditional Council,” passionately appealed to the government and stakeholders in the Agric sector to make serious efforts in extending the scheme to the rest of his area to boost food production and fully utilize the readily available human resources to propel development in Kologo.
“Kologo as a farming community is the bread basket of the municipality and has the potential to produce enough food to feed the whole Upper East Region and beyond if government and NGO’s in the Agric sector would invest in the area by extending the Tono irrigation scheme to cover the rest of the traditional area”
“The Kologo Traditional Area is endowed with vast human and natural resources which have not been fully tapped. There are sons and daughters of the land whose expertise have not been utilized to propel the development of the area. But with at least the extension of the Tono Irrigation scheme to cover all the communities in Kologo, some of the expertise and human resource will be put to use to develop the area”.
The Chief also appealed for the establishment of a Shea Butter processing factory, under government’s One District One factory program, to create market and job opportunities for the area which abounds in the raw material.
On education, Naba Asobayire urged government to consider the opening of a new senior high school to enroll the numerous junior high school graduates produced in the area yearly to enjoy the free SHS Policy.
He bemoaned the poor state of the Kologo Health Centre, which serves Kologo and surrounding villages, and appealed to authorities to upgrade it to the status of a polyclinic and resource it with additional staff to cater for the growing health needs of the people.
Another difficulty the chief mentioned is the 22km Navrongo-Kologo-Naaga road which has been given on contract. Naba Clifford Abagna Asobayire V, who commended government for giving it out for commencement of work, said its deplorable state requires quick and immediate intervention to improve transportation and open the area up for businesses.
He said the construction of the road will bring absolute relief to motorists and help improve access to health care in Navrongo and save lives during emergency situations.
He therefore urged government to quickly get the contractor, who has been awarded the contract to site to save suffering motorists from body pains and the respiratory-problem-causing thick dust.
He also hinted of plans to establish a development fund for the area, adding that funds will be used to undertake projects including supporting needy but brilliant students in school, the construction of a community library and the Police station project that has been initiated by the people.
“Mr. Chairman, a five-year development plan would soon be launched and proceeds in the form of donations, fund raising rallies and personal contributions from individuals and philanthropists would be paid into a development fund to be managed by trusted people in the community with integrity. These funds would be used to finance a police station project initiated by the people, community library and scholarship for needy but brilliant students”.

Amandzeba escapes unhurt after car crash

Veteran musician Amandzeba Nat Brew escaped unhurt after he was involved in a car crash in front of the Joy FM building, Sunday.
There was no casualty as the Dede singer was saved by his airbag which blew up in time to prevent him from hitting his head on the steering wheel.
The accident happened after his Ford Explorer rammed into a parked white Nissan Ranger which then also hit a Toyota Camry on 355 Faanofa Street in Kokomlemle at about 5:20 pm.
The ‘Dede’ hitmaker was heading towards Caprice from the Kokomlemle traffic light when he lost his way and rammed into the Nissan.
All three cars had their bonnets heavily damaged.
An obviously troubled Amanzeba did not talk to anyone but only called his wife to come over and they left the scene after the cars had been separated.

‘Thank you, Ghana’ – Kwesi Appiah bids farewell

Former Black Stars Coach, Kwesi Appiah, has said it was an honour to be given the opportunity to coach the senior national team.
In a statement released Sunday, he said his association with the Black Stars, first as a player and subsequently as a coach, has been the source of immense pride for him.
“Through the years I was in charge, I worked with my backroom staff to lay the strong foundation required for others to build on, towards a better future and success for the team.
“I thank the President H.E Nana Addo Dankwa Akufo-Addo for the opportunity to serve the nation. I also express my appreciation to the Ministry of Youth and Sports, as well as the Ghana Football Association for their support,” he said.
Kwesi Appiah’s contract as coach of the Black Stars expired on December 31, 2019.
But before a debate about whether the 54-year-old’s contract will be renewed or not, the Ghana Football Association (GFA) terminated the contract of the technical staff of all the national teams.

Attack on US military base in Kenya kills three

One US military service member and two contractors were killed in an Islamist attack on a military base in Kenya.
Islamist militant group al-Shabab attacked the base, used by Kenyan and US forces, in the popular coastal region of Lamu on Sunday.
The US military said in a statement that two others from the Department of Defense were wounded.
“The wounded Americans are currently in stable condition and being evacuated,” the US military’s Africa Command said.
Witnesses to the attack reported hearing gunfire and seeing plumes of black smoke emerge from Camp Simba on Manda Island.
Gen Stephen Townsend, commander of US Africa Command, added in a statement: “Our thoughts and prayers are with the families and friends of our teammates who lost their lives today.
“As we honour their sacrifice, let’s also harden our resolve. Alongside our African and international partners, we will pursue those responsible for this attack and al-Shabab, who seeks to harm Americans and US interests.”
Al-Shabab is linked to al-Qaeda and is headquartered in neighbouring Somalia.
The group has carried out a spate of attacks in the region since it was formed more than a decade ago.
On 28 December, about 80 people were killed in a bombing in Somalia’s capital, Mogadishu.
What happened at Camp Simba?
The Kenyan Defence Forces (KDF) said “an attempt was made to breach security at Manda Air Strip” but the attack was repulsed.
Four militants were killed, it added.
