Effia MP Questions Assembly Over Alleged Budget Overruns

The Member of Parliament for Effia Constituency, Hon. Isaac Boamah Nyarko, has called on the Effia Kwesimintsim Municipal Assembly (EKMA) to explain expenditures that he says exceeded approved budget allocations for the 2026 financial year.

Speaking at the Assembly’s General Assembly meeting, the MP expressed concern over what he described as excessive spending in sections of the Assembly’s composite budget between January and May 2026.

According to Hon. Boamah, his review of the financial records indicated that expenditure in some budget lines had surpassed approved allocations, with certain items recording overruns of as much as 600 per cent within the first five months of the year.

He questioned the basis for the expenditures and called for greater accountability, urging the Assembly to conduct a thorough review to ensure prudent management of public funds.

However, the Municipal Chief Executive (MCE) for Effia Kwesimintsim, Hon. Abdul Majeed Dokurgu, dismissed the MP’s concerns, insisting that the Assembly had not exceeded its approved budget.

He maintained that the Assembly has operated within its approved financial framework and complied with all relevant laws and guidelines governing local government expenditure.

According to the MCE, the Assembly works with a balanced budget, adding that governance is a continuous process in which projects or commitments that cannot be completed due to revenue constraints are carried forward into subsequent financial years.

Hon. Dokurgu further stated that the Assembly is implementing measures to improve its Internally Generated Fund (IGF), which remains a key source of revenue for financing development projects and service delivery.

The differing views from the MP and the MCE highlight ongoing discussions over fiscal management and accountability within the Assembly as it seeks to balance development needs with available resources.
