Twenty-seven (27) heavy duty truck drivers, who are part of the 58 drivers recruited for the Operation clean your frontage project have successfully passed out at the Armed Forces Supplies and Transport Training School (FATS), Burma Camp in Accra.

The training, which was a collaboration between the Armed Forces Supplies and Transport Training School (AFSTTS) and Zoomlion Ghana Limited, was to enable these newly recruited drivers to handle waste trucks set aside for the government’s Operation Clean Your Frontage agenda.

Speaking at the passing out ceremony on Friday, December 10, 2021, the Special Operations Coordinator of Zoomlion Ghana Limited, Colonel Rogatus Komlaga (Rtd), said the drivers must effectively discharge their duties to ensure the success of the operation.

He encouraged the drivers to take good care of the trucks that would be given to them, adding that the operation will augment the government’s Clean Ghana agenda.

Lieutenant Colonel Franklin Gyamerah- Amoako, who is the Commanding Officer of the Ghana Armed Forces Supplies and Transport Training School, commended the trained drivers for their hard work and commitment.

He charged them to exhibit all that they were taught on the field by always being disciplined on the road

Interacting with some of the drivers, they expressed how elated they were to have successfully completed their driving training, stressing that they are poised to contribute their quota towards making Ghana the cleanest country in Africa.

The waste management company has been contracted to create refuse collection points in all the 29 metropolitan, municipal and district assemblies (MMDAs) in the Greater Accra Region.

The Operation Clean Your Frontage, an initiative by the Greater Accra Regional Coordinating Council (GARCC), being spearheaded by the Greater Accra Regional Minister, Henry Quartey, is to ensure all households and organisations clean and beautify their frontages to complement government’s vision of making Accra the cleanest city in Africa.

Don’t hesitate to acknowledge what Jospong is doing right -Sanitation Minister

Minister for Sanitation, has hailed the contribution of the JOSPONG Group of Companies in the waste management sector charging Ghanaians not to hesitate to acknowledge the efforts of the company which birthed giant waste management company, Zoomlion.

Madam Cecilia Abena Dapaah implored that in instances where the company faults, their attention should quickly be drawn for the necessary correction and improvement.

“We must all congratulate JOSPONG Group of Companies for what they have achieved so far.
We must not hesitate to acknowledge what they are doing right and also draw their attention to what they can do better to improve on what they are doing”, the Sanitation Minister said.

The Minister, who said this at the company’s annual thanksgiving service praised highly, the Executive Chairman of JOSPONG Group of Companies Dr Joseph Siaw Agyapong, for his relentless roles in the fight against insanitary condition across the country.

She said “What he is doing is in line with government vision to make Accra clean and to make Ghana a cleaner and healthier for all of us to dwell in.
JOSPONG Group of Companies led by the indefatigable, humble, God fearing, I don’t know the words to use, I believe we couldn’t have had a better leader to lead this group”.
The Friday December 10, 2021 event which climaxed a 5-day thanksgiving service, brought together several dignitaries including the clergy, Members of Parliament (MPs), Metropolitan, Municipal, District Chief Executives (MMDCEs), traditional rulers, political heads, was held in Accra.

The Sanitation Minister who has been a regular participant of the annual service, commended the company for always seeking the face of God in all it endevours saying it is an initiative that must be kept and followed by others in the corporate world.

Speaking on behalf of the Vice President Dr Mahamudu Bawumia, Madam Dapaah, traced the successes chalked by the company since it inception over fifteen years ago, to it sustained efforts to always involve God in all it activities.

“They have found the key to God’s heart and the key is praise and worship as they continue to do this every year. I don’t know but I suspect that they even add a week of fasting to all this to set the base for what they do to praise the Lord.
So the secret of the success of the JOSPONG Group of companies we all know is what they do. They worship God and that becomes their weapon even as they glorify the Most High God. It is indeed a great pleasure to join the annual ritual of thanksgiving unto the Lord Jehovah.

Last year, I was here and it coincided with my birthday. I had a beautiful cake to cut and it was quite memorable. Deservedly so, this company knows the basis for this worship and the basis for their strategic success in this country.

They have taken very bold at times very risky decisions to be where they are, the others should follow suit”, she advised.

The Minister added “These moves and decisions that they take and are not taking it lightly; it takes a bold and confident person and leadership to be able to do this and the management have had to seek the face of God with prayer and simplification to be successful in all that they do.

They have continued to seek wisdom from the Lord because this work, you cannot do it with your naked eyes, you need the support and I can see and say on authority that, the leadership is always surrounded by the clergy.
There is even a chaplain who officially works with JOSPONG Group of companies and that is a mark of someone who always wants to have the presence of God around him the annual thanksgiving is of great importance because like I said I feel it as a spiritual renewal of the group.

They want to continue their success by always dwelling in the presence of God almighty, it is always the day their greatest thanksgiving is offered openly, not in hiding but openly to the world for the world to know that indeed they indeed appreciate where God has brought them from and where he is taking them to”.

She assured government will continue to support and great the enabling environment for all while encouraging other private individuals to take the giant step into the sanitation space by “adding value.

What he is doing is in line with government vision to make Accra clean and to make Ghana a cleaner and healthier for all of us to dwell in”.

“My gov’t has taken the boldest initiatives ever to fight corruption” – Akufo-Addo

The President of the Republic, Nana Addo Dankwa Akufo-Addo, says his government has undertaken, arguably, the boldest initiatives since independence to reform and strengthen the capacity of the nation’s institutions to tackle corruption in the public sector.

According to President Akufo-Addo, “government has fought corruption not in words, but in concrete deeds. We have shunned mere exhortations and showy denunciations of unproved corruption. It has been a holistic approach.”

Delivering the keynote address at the National Anti-Corruption Conference, organized by the Commission for Human Rights and Administrative Justice (CHRAJ), on Friday, 10 th December 2021, the President stated emphatically that “we have protected the public purse, we have made institutional reforms, we have enacted additional, requisite laws, and we have resourced more adequately the accountability organs of state. Our fight against corruption has been grounded on legislative, financial and institutional action, and not on lip-service.”

Outlining the initiatives put forth by his government, since coming into office in 2017, he stated that he has, first, had to make sure that every single alleged act of corruption levelled against any of his appointees have been investigated by independent bodies, such as CHRAJ, the CID, and, in some cases, by Parliament itself.

Citing the example of the suspension of the then head of the Public Procurement Agency, the President indicated that “following recommendations from CHRAJ, based on their investigation, I removed him from office in October 2020, and the Office of Special Prosecutor is seized with the matter of prosecution. If an appointee is cleared of any wrongdoing, the evidence adduced and recommendations made by these agencies, after the investigations are concluded, are what clear the accused persons, not myself.”

Continuing, President Akufo-Addo indicated that “there are some who refuse to accept my method of proceeding, and have characterised me as a ‘clearing agent’, because, for them, the mere allegation without more is enough to merit condemnation of the public official, even though they did not apply this principle when they were in office. For my part, I will not set aside due process in the fight against corruption, no matter how much opprobrium this incurs for me.”

With a clear understanding that corruption thrives in an atmosphere conducive to its concealment, he told the gathering that his government has ensured the passage of the Right to Information Act, 2019 (Act 989), which will foster a culture of transparency and accountability in public affairs.

In addition to this, President Akufo-Addo revealed that Parliament has passed the Witness Protection Act, 2018, (Act 975), to which he gave his assent on 24th August the same year. The Act, he explained, established a Witness Protection Agency to establish a witness protection scheme as a vehicle for offering protection to persons, who are required to co-operate with law enforcement agencies as witnesses in the investigation and prosecution of cases, particularly corruption cases affecting public officers.

Last year, he stated that the Criminal Offences (Amendment) Act, 2020, (Act1034), was passed to amend section 239 of the Criminal Offences Act, to categorise the offence of corruption, previously a misdemeanor, as a felony, and to guarantee stiffer punishments of terms of imprisonment of not less than twelve (12) years and not more than twenty-five (25) years in prison.

The President indicated that other laws passed by his administration, and which have enhanced significantly the capacity of the State in the fight against corruption are the Revenue Administration (Amendment) Act, 2020 (Act 1029), Fiscal Responsibility Act, 2018 (Act 982), State Interests and Governance Authority Act, 2019 (Act 990), Anti-Money Laundering Act, 2020 (Act 1044), Corporate Restructuring and Insolvency Act, 2020 (Act 1015), Companies Act, 2019(Act992), Narcotics Control Commission Act, 2020 (Act 1019) and Real Estate Agency Act, 2020 (Act 1047).

Underlying the digitalisation agenda of his government, which comprises a robust national identification system, digital property address system, paperless port system, e-justice system, pensions and insurance data, a digitised land registry, and mobile money interoperability system, he stressed, is the overarching objective to improve transparency, accountability and efficiency in the public sector.

“A digitised environment, ultimately, helps to eliminate and prevent corruption in various institutions and agencies. The passport office, ports and harbours, Registrar-General’s Department, National Health Insurance Service, Driver Vehicle and Licensing Authority, which, hitherto, were fertile grounds for corrupt activity, are being transformed beyond recognition,” he said.

He continued, “The introduction of the Ghana.Gov platform has significantly reduced the risk of public sector corruption through embezzlement, making it possible for services to be accessed and payments made online by card or mobile money, with a considerable reduction in the conduit of middlemen or ‘goro boys’”.

Budgetary Allocation

Touching on the allocation of resources to the accountability institutions of State, President Akufo-Addo stressed that “it is also an undeniable fact that budgetary allocations for institutions actively engaged in public sector accountability, i.e., the Office of the Auditor-General, the Judiciary, Parliament and the Ghana Police Service, have witnessed unprecedented increases since I assumed office in 2017”.

At the end of 2021, he indicated that the budgetary allocation to Parliament had witnessed a one hundred and ninety four percent (194%) increase, compared to what was inherited in 2016; the Police had seen its budget increase by one hundred and sixty-two percent (162%) at the end of 2021, in comparison to 2016; the Audit Service had recorded an eighty three percent (83%) rise in its budgetary allocation at the end of 2021, as compared to 2016; the budget of the Judiciary had risen by fifty-one percent (51%) at the end of 2021, compared to 2016; the budget of the Office of the Attorney-General had increased by fifty percent (50%) at the end of 2021, compared to 2016; whilst the budget of CHRAJ had increased by twenty-one percent (21%) at the end of 2021, compared to 2016.

These figures, according to President Akufo-Addo, “reflect my resolve to ensure that institutions of state of relevance in the anti-corruption agendum are properly equipped to discharge satisfactorily the mandate of their offices”.

On ensuring value for money through the review of single source and restricted tender applications, he stated that the Public Procurement Authority, between January 2019 and August 2021, recorded savings to the tune of GH¢2.3 billion.

“In 2017, my first year in office, the savings, made over the year as a result of such reviews, amounted to some eight hundred million cedis (GH¢800 million). Contrast this to the situation in 2016 where a grand total of zero savings was made,” he added.

In the area of investigations and prosecution of corruption and corruption related offences, the President noted that a distinct innovation was undertaken by his administration in 2017, with the decision to set up an Office of Special Prosecutor, through the passage of the Office of Special Prosecutor Act, 2017 (Act 959).

“The establishment of the Office of Special Prosecutor represents the most courageous measure by any government, since independence, to prosecute corruption in the executive arm of government. The monopoly of prosecutorial authority by an Attorney-General, hired or fired by a President, had been identified by many as a key factor standing in the way of law enforcement and prosecution as a credible tool in the fight against corruption before 2017,” he added.

Probe corruption in public sector- PC Appiah Ofori to SP

0

Anti-corruption campaigner, PC Appiah Ofori has urged Special Prosecutor (SP), Kissi Agyebeng to dig into the public sector because there is more corruption cases there.

His advice comes after the SP disclosed that his office was investigating thirty-one corruption-related cases after a review.

Kissi Agyebeng, during the commemoration of the International Anti-Corruption Day in Accra on Thursday, 9th December 2021, said his office will in due course begin the prosecution of strong cases in the court.

“The OSP has completed a review of all the alleged cases of corruption and corruption-related offences before it. Currently, the OSP is investigating thirty-one (31) active cases, and it will in due course commence the prosecution in the courts of the cases it considers probatively strong,” he said.

He said there is no case commenced by the OSP pending in the courts at the moment.

Kissi Agyebeng further said the office will soon begin carrying out corruption risk assessments on all major government contracts and legislations dating back to 2020.
“[We’ll carry out] an Anti-corruption risk assessment and review from January 2020 of all major public contracts, legislations, and draft legislation. This is intended to avoid toxic deals and the prevalence of judgment debts and arbitration awards,” he noted.

OSP to start ranking public institutions on corruption from 2022.

Kissi Agyebeng again said his outfit will from 2022 start ranking public institutions based on corruption perception. He said the office will rely on experts and business people through a strategic partnership with the Ghana Integrity Initiative (GII) to produce the ranking, which will be made public every December 9.

Speaking on Atinka TV’s morning show, Ghana Nie with Ekourba Gyasi Simpremu, PC Appiah Ofori hinted that per the Auditor General’s report, a lot of people in the public sector have stolen money and need to be investigated.

Although he applauded the SP for the list of corruption cases he intends to probe, PC Appiah Ofori said he should not limit himself to that because there’re more corruption cases in the public sector.

“The corruption in the public sector is more than the corruption in the private sector. He is a public prosecutor and so he can prosecute them. He is the SP for the whole country so whether private or public sector he has to arrest people when they do that,”he said.

Vitus Azeem commends Special Prosecutor for being proactive

A Former Executive Secretary of Ghana Integrity Initiative (GII), Mr. Vitus Azeem says there is nothing wrong if the Special Prosecutor (SP), Kissi Agyebeng decides to be proactive in his line of duty in order to make corruption unattractive for corrupt people.

This comes after the SP disclosed that his office is currently investigating thirty-one corruption-related cases after a review.

Kissi Agyebeng, during the commemoration of the International Anti-Corruption Day in Accra on Thursday, 9th December 2021, said his office will in due course begin the prosecution of strong cases in the court.

“There is nothing wrong if he decides to prevent it from happening but then that should not be the end because human beings are such that you cannot prevent all criminalities in this world. So, you have to put in place measures to investigate, detect and prosecute when you find out that some people have engaged in such criminal acts,” he said.

Central Region records zero active cases of Covid-19

0

The Deputy Regional Director of Public Health, Dr Kwabena Sarpong, says Central Region has recorded zero active cases of Covid-19.

This is the first time a region has recorded zero active cases after the country recorded its first case.

Central Region becomes the first in the country to currently record zero cases of the virus.

Dr Kwabena Sarpong, who revealed this at a press conference, said although Cape Coast, Assin Fosu and Efutu had traditionally been the district’s recording relatively high number of cases, the region currently has no active case.

“Unfortunately, we have recorded some deaths as well and at the last count, our total death stood at 31 and this excludes other deaths that came in that we are yet to validate…But we have to validate those deaths before we can add to the count of 31. So, as I speak today, we do not have any active cases in any of our districts, Cape Coast, Assin Fosu and Efutu have traditionally been the district’s recording relatively high number of cases,” Dr Kwabena Sarpong told the media.
