Sell your Land Cruisers to develop your areas- MCE to MPs

The Municipal Chief Executive (MCE) for Ga West Municipal Assembly, Mr Clement Wilkinson has urged all Members of Parliament (MPS) who have two or more Land Cruisers to sell one and use the money to develop their constituencies.

That, he said will increase the development in the various areas across the country.

The MCE who was pleased with the MP for North Tongu, Mr Samuel Okudzeto Ablakwa for purchasing a rice machine for his constituency said the gesture was worth emulating by the other MPs.

Mr Samuel Okudzeto Ablakwa on Saturday, November 20, 2021 donated a new Combine Harvester and Power Tillers to the Aveyime Rice Farmers’ Association in his constituency.

According to him, this will be the first time in the association’s history where it will have access to its own dedicated Combine Harvester and Power Tillers which will operate on their rice farms at a special MP subsidized rate, far below market charges.

He said the intervention, valued in excess of GHS300,000.00 will ensure that his beloved rice farmers will not only complete harvesting before Christmas, but will also be guaranteed enhanced profits henceforth.

Speaking on Atinka TV‘s morning show, Ghana Nie with Ekourba Gyasi Simpremu, Mr Clement Wilkinson underscored the need for Ghana to find various means to develop itself so that it will not go for loans from foreign countries.

“Our MP, Mr Samuel Okudzeto Ablakwa did something which was so nice, he donated a new Combine Harvester and Power Tillers to the Aveyime Rice Farmers’ Association in his constituency because they grow rice. Every MP who has two Land cruisers should sell one, because that Rice Machine is GHC300,000 and the land cruiser is GHC500,000. So sell one and use it to help your community and see if there won’t be development,” he said.

Gov’t using digitalization to increase revenue in Energy sector-Napo

0

The Minister of Energy, Dr Matthew Opoku Prempeh says the Ghana Government is using digitalization to increase revenue in the Energy sector.

According to him, in the downstream and upstream petroleum sectors, as well as the power sector, the Government continues to make progress in driving innovative digital solutions not just to improve efficiencies but also to better mobilise revenues.

The Minister said this at the 5th Ghana Energy Awards on Friday, 19th November 2021 at the Labadi Beach Hotel, on the theme, ‘Digitalised Energy Sector: The Key for a Resilient Economic Future’.

Dr Matthew Opoku Prempeh said,”Within the downstream petroleum sector, in April 2021, His Excellency the Vice President launched the National Petroleum Authority’s National Retail Outlet Fuel Monitoring System at its head office here in Accra. Under this digital system, NPA is able to monitor the fuel in the tanks of all Oil Marketing Companies (OMCs) in Ghana in real time. This makes it virtually impossible for OMCs to receive illegal fuel from sources such as bunkering and smuggling activities in their tanks.”

He explained that, “The system is based on a state-of-the-art supervisory platform which includes the installation of Automatic Tank Gauges (ATG) and Forecourt/Dispenser Transaction Control System that will provide data on sales and in-tank volumes at the forecourt.”

He added that the fuel monitoring for filling stations is a comprehensive system that monitors fuel in their underground tanks and fuel sold at each pump.

The Energy Minister also noted that in the upstream sector, the Ghana Petroleum Register, a digital platform where one can access information on the award of blocks, current petroleum agreements and contracts in the upstream petroleum industry have been employed.

This, the Minister said was launched in February 2018 in accordance with Act 919 to enhance transparency in the upstream petroleum sector.

In addition, he said the Local Content E-Portal System, a digital platform that allows for companies operating in the upstream petroleum industry to submit their local content plans and reports in real time has also been employed.

He explained that the platform enables the regulator to track local content progress of our country and also assess local content compliance by companies in accordance with LI2204.

Power Sector
In the power sector, Dr Matthew Opoku Prempeh said Government in September this year launched a Meter Management System (MMS) for the Electricity Company of Ghana.

The MMS, he said provides a common digitalized platform for the integration of all ECG’s smart prepaid meters for effective monitoring and management.

This, he said is to reduce commercial losses through effective monitoring of smart meters and replacement of obsolete and faulty ones, and to offer convenience in purchases of electricity everywhere to increase revenue growth.

“Every meter, its location and consumption pattern can be tracked and accounted for. This will help detect illegal connection activities, malfunctioning of meters, etc. for prompt rectification. Considering the global trends in the energy distribution business, ECG cannot afford to continue the current tangent which is not in tune with trends in the global energy sector. Smart meters need smart systems with smart processes, and we are moving from the era where physical inspection is giving way for a more digitalized era in line with the government’s digitalization agenda,” added.

Meanwhile, Dr Matthew Opoku Prempeh said the NPP-Government remains focused on digitalization in all sectors as an important catalyst in promoting a resilient economy.

“At the Ministry of Energy, we will continue to collaborate with the relevant stakeholders to ensure that this critical sector employs more innovative solutions to drive the President’s industrialization agenda in a most effective way,” He added.

Former President J.A. Kufuor and late President J.J.Rawlings, were honoured with Lifetime Achievement Award in recognition of their contribution to the development of Ghana’s energy sector.

They each received a Citation and a portrait.

Dr Ezanetor Rawlings and her junior brother, Kimathi Rawlings received their father’s posthumous Award.

Mr. Emmanuel Antwi Darkwa, CEO of VRA, and Mrs. Cynthia Lumor, Deputy Managing Director of Tullow Ghana were adjudged the Energy Personality of the Year in the male and female category respectively.

The Ministry of Energy received the Excellence in Leadership and Governance Award of the Year.

Goil received the Energy Company of the Year Award (Petroleum division), and Bui Power Authority was awarded for Excellence in Power Generation.

You want Ghana fixed yet you’re against raising revenue – Gabby

The former Executive Director of the Danquah Institute, Gabby Otchere-Darko, has questioned why Ghanaians who are mounting pressure on government to fix the country are against government’s decision to raise revenue through levies.

This comment by the NPP kingpin comes after a section of Ghanaians opposed government’s introduction of E-levy to undertake developmental projects.

Speaking on the floor of Parliament on Wednesday 17th November 2021, Finance Minister, Ken Ofori Attah stated the tax will widen the tax net and rope in the informal sector.

He added that Electronic transactions covering mobile money payments, bank transfers, merchant payments and inward remittances will be charged at an applicable rate of 1.75%, which shall be borne by the sender except inward remittances, which will be borne by the recipient.

According to Ofori Atta, the total value of transactions for 2020 was estimated to be over GHS 500 billion as compared to GH¢78 billion in 2016 while total mobile money subscribers and active mobile money users have grown by an average rate of 18% and 16% respectively between 2016 and 2019.

“After considerable deliberations, Government has decided to place a levy on all electronic transactions to widen the tax net and rope in the informal sector. This shall be known as the “Electronic Levy or E-Levy.”

“Electronic transactions covering mobile money payments, bank transfers, merchant payments and inward remittances will be charged at an applicable rate of 1.75%, which shall be borne by the sender except inward remittances, which will be borne by the recipient.” – Ken Ofori Atta told Parliament.

Scores of Ghanaians took to social media to pour out their frustrations on the introduction of the levy.

Commenting on the levy in a tweet, The former Executive Director of the Danquah Institute and  a leading member of the New Patriotic Party (NPP) described Ghana’s development as a paradox in that persons challenging government to fix the country do not want to be taxed.

“Ghana’s development paradox. You say you want the country fixed. Yet, you are against raising revenue to get it fixed! Motives matter!, ” Gabby Otchere-Darko said in a tweet.

Subscribers to share 1.75% levy with Telcos- Former MP

0

A Former Member of Parliament (MP) for Nhyiaeso Constituency and Municipal Chief Executive(MCE) for Asokore Mampong, Mr. Kennedy Kamkam has clarified that the government will share the 1.75% levy on electronic transactions, especially momo between the Telcos and subscribers.

According to him, the subscribers do not have the bear the whole cost of the 1.75% levy on any momo they send, adding that the Telcos will also bare part of the cost.

The Finance Minister, Ken Ofori Atta, reading the 2022 budget in Parliament on Wednesday 17th November 2021, said government has decided to place a levy on all electronic transactions.

According to him, Electronic transactions covering mobile money payments, bank transfers, merchant payments and inward remittances will be charged at an applicable rate of 1.75%, which shall be borne by the sender except inward remittances, which will be borne by the recipient.

Speaking with the Ekourba Gyasi Simpremu on Atinka TV’s morning show, Ghana Nie, Mr Kennedy Kamkam said the government realised that most of the Telcos make a lot of profits but send the money to their countries of origin and in the end, pay little to the country.

Due to this, he said government was going to engage the Telcos to pay a certain percentage of money to the country, so that the subscribers can also pay part in order to make up for the 1.75% E-Levy.

“We realised that the Telcos make a lot of money from these transactions and in the end they send it to their countries and they give us very little. So we are saying that they should pay a certain percentage so that the users will also pay some from their E- transactions so that we will all not pay road toll again. We will not burden Ghanaians with all the 1.75, we will take some from the Telcos and then Ghanaians will also pay some,” he said.

He confirmed that those who send momo of GH100 and below will not be affected by the 1.75% levy.

Meanwhile, the Minority in parliament stated that it will reject the budget if the 1.75 is not amended.

“Looking at the data from the Ghana AIDS Commission, the HIV cases in the Eastern Region have gone up and it is worrying. The mode of transmission also counts for the number of cases. Five dead after car ploughs into Wisconsin parade

0

At least five people have been killed and more than 40 injured after a car ploughed into a parade in the US state of Wisconsin, police say.

Footage shows a red SUV driving through a Christmas parade in the city of Waukesha, west of Milwaukee, at around 16:40 local time (22:40 GMT).

Police chief Dan Thompson said it hit dozens of people, including children.

One person is in custody. The incident does not appear “at this time” to be an act of terrorism, one official said.

The suspect appeared to have been fleeing another scene when he ran into people at the parade, the law enforcement official – who is familiar with the early findings of the investigation – told the BBC’s US partner CBS News.

Local resident Angelito Tenorio told the Milwaukee Journal Sentinel newspaper he had just finished marching in the parade when the SUV “put the pedal to the metal and just [started] zooming full speed along the parade route.

“Then we heard a loud bang, and just deafening cries and screams from people who are struck by the vehicle,” he said.

Corey Montiho said his daughter’s dance team was hit by the SUV.

“There were pom-poms and shoes and spilled hot chocolate everywhere. I had to go from one crumpled body to the other to find my daughter,” he told the paper.

Officials in Waukesha warned that the number of fatalities and injuries could change as additional information is collected. They said some people had transported themselves to local hospitals.

The parade in Waukesha – a community of about 72,000 people – is held every year on the Sunday before Thanksgiving, and includes fancy dress, dancers and marching bands. This year’s theme was “comfort and joy”.

Chief Thompson said officers had recovered a “suspect vehicle” and a person of interest was in custody, but gave no further details. He added that the investigation was “very fluid”.

Police fired at the car to try to stop it, he said.

Fire chief Steven Howard told reporters that his department had taken 11 adults and 12 children to nearby hospitals after the incident.

The Children’s Wisconsin hospital said it had received 15 patients as of 20:00.

Waukesha’s public schools will be be closed on Monday, and counselling services have been made available to those affected.

Mayor Shawn Reilly meanwhile said it was a “traumatic” time for the city. “My heart goes out to all those affected by this senseless act,” he said.

One video published on social media shows the car crashing at high speed through street barriers. Another shows the vehicle driving into what looks like a group of musicians.

Police officers ran down the street during the incident, telling people to take shelter in shops, local media reports say.

Belen Santamaria rushed into a restaurant with her three-year-old daughter, while her husband went to help those injured. She had pulled out of walking in the parade on Sunday because of backache.

“I was going to be there, walking. The SUV would have hit us too,” she said.

One witness told Milwaukee’s Fox6 TV station that there was silence, followed by screaming, running and checking on those injured after the vehicle hit a dance team of girls aged between about nine and 15.

Another witness said the driver also hit a group of “Dancing Grannies” and at least one person flipped over the front of the car.

The Milwaukee Dancing Grannies said some of its members “were impacted and we are waiting for word on their conditions”.

“Please keep the Grannies, all those injured, and all those who witnessed this horrible event in your thoughts and prayers,” the group wrote on its Facebook page.

Bawumia calls for more efficient approach to use of public resources

The Vice President, Dr. Mahamudu Bawumia has urged heads of state agencies to adopt a more efficient use of public resources in order to maximise the values of what has been entrusted to them.

Speaking at the closing ceremony of a retreat for board chairpersons, heads and deputy heads of government institutions at Nkwatia-Kwahu on Sunday, Dr. Bawumia told the heads of state institutions that state agencies have crucial roles to play if Ghana’s quest for less reliance on foreign support is to be achieved, hence the need for them to adopt innovative ways of transforming their respective agencies for the benefit of all Ghanaians.

“As Heads of Institution, we have a responsibility to constantly represent the Ghanaian people in a transparent and accountable manner,” Dr. Bawumia said.

“It is our responsibility to always maximize the value of what has been entrusted to us for the benefit of everybody.”

Ghana Beyond Aid

Ghana Beyond Aid, the Vice President noted, is a long-term project, which requires enormous resources from both the public and commercial sectors, in keeping with the goal of becoming less reliant on the charity of external donors.

Stressing on the significant roles the public sector, in particular, is expected to play towards driving Ghana closer to the vision of Ghana Beyond Aid, he urged the heads of institutions to “harness and use the country’s own resources to transform the economy effectively and efficiently for a rapid, but a sustainable growth path.”

“Ladies and gentlemen, to reform our specified entities in realizing a Ghana Beyond Aid, heads of institution, need to be more professional and transparent in their approach to public investments, as well as greater efficiency in the use of all public resources.”

“It necessitates a shift in thought and attitude so that we can begin to do things differently—smarter, more efficiently and effectively, and with a greater feeling of patriotism and civic responsibility.”

Building Technological Capabilities

The Vice President also implored the heads of state institutions to uplift the technological capabilities of their respective organisations, in line with government’s digitization agenda, in order to boost their operations for the benefit of Ghanaians and also to contribute effectively towards the economic transformation of the country.

“To achieve the vision of Ghana Beyond Aid in the shortest possible time, we need to improve our technology capabilities,’ Dr. Bawumia said.

“According to Alexis Ohanian, you needed to open a factory to participate in the industrial revolution; this time around, you only need to open a laptop to participate in the internet revolution. There is a global paradigm shift, and we must not be left behind in this 4th Industrial Revolution,’ he added.

“This has been my primary inspiration for the digitization agenda; that is, to apply technological innovation to transform the ways and means by which we engage in our everyday production and exchange of economic activities. Whether at home, at our offices, farm and factory, whether it is person to person, person to business, business to business, or person and business to government, transparency and efficiency are our watchwords.”

“Our economic transformation can best be aided by digital transformation to overcome some of our development challenges.”

“For example, our use of drone technology in the delivery of medical supplies has helped us to overcome many challenges in the delivery of health care services to the people who live far in the rural areas and far from urban centres.”

“We save lives, provide more efficient management and distribution of critical medical supplies and gain more equitable access to the health care system.”

“When we apply technological innovations to the passport office, to DVLA, to the distribution of pre-mix fuel and fertilizers, we are improving on our production and service delivery capabilities to transform the economy.”

“That is why as heads of public institutions we take this opportunity to implore each one of you to join us in this transformation. Somewhere in your organization, somewhere in your production and delivery of services for a fee, technological innovation and digital transformation procedures can lift the performance of your organization, or help the organization overcome the obstacles we have faced for several years. It is all in innovations of processes, procedures and data management.”

Creating more oportunities for the youth

The Vice President further called on heads of state institutions to repose the confidence President Akufo-Addo has placed in them by adding value to their respective institutions, which will ensure expansion, to create more opportunities for the youth.

“The most serious threat to the nation’s security is unemployment. The Nana Addo Dankwa Akufo-Addo government has made significant progress in resolving this issue. But there’s a lot more that must be done. The challenge is real and your role in tackling the unemployment quandary cannot be overemphasized.”

“As heads of institution, if you can expand your scope of operation for maximum returns and profitability, to be able to recruit the youth to tackle this heinous joblessness among the nation’s youth, we will have made significant progress in providing jobs for our youth.”

“You have been specially selected and appointed by the President who has a lot of confidence in your ability to turn around the fortunes of your institutions. I know you will meet this expectation and make the country proud.”

“Let us show the Ghanaian people how grateful we are for the opportunity to serve our country. Let us add value to the public sector.
