MPs against LGBTQI+ Bill urged to lobby colleagues instead of attacking them

A Former Member of Parliament(MP) for Buem Constituency, Mr Daniel Korsi Ashiamah has urged MPs who are against the LGBTQI+ Bill to lobby for some parliamentarians to debate in their favour and not verbally abuse those who presented it.

Eight members of Ghana’s Parliament have jointly submitted a private bill to push for the criminalization of LGBTQI+ activities in the country.

The LGBTQI+ Bill, which they term as a ‘Bill on the Promotion of Proper Human Sexual Rights and Ghanaian Family Values’, was presented to Speaker, Alban Bagbin on Tuesday, June 29, 2021.

The proponents of the bill want the promotion, advocacy, funding, and acts of homosexuality to be criminalized in the country.

The Member of Parliament for Ningo-Prampram constituency, Sam George, who led the MPs to make the presentation, said it “is a landmark legislation that has taken the last 14 weeks working with a fantastic team of professionals to put together. It is in my humble opinion a world-class piece of legislation which should be reference material for other Parliaments seeking to pass similar legislation.”

The LGBTQI+ Bill, presented to the Speaker, is the first major step taken towards the criminalization.

The bill will be assessed by a parliamentary committee after a referral from the Speaker, and subsequently debated on the floor of the House.

“The Bill respects the fundamental human rights of all persons, including those found engaging in the prohibited acts, but spells out a rigid punitive measure in line with our social, cultural and religious stance as a nation. Let me be clear here, homosexuality is not a human right. It is a lifestyle choice. A sexual preference,” Sam George stated.

The other members of parliament that joined in presenting the bill include, Emmanuel Bedzrah (MP, Ho West) Della Adjoa Sowah (MP, Kpando), John Ntim Fordjour (MP, Assin South), Alhassan Sayibu Suhuyini (MP, Tamale North), Helen Adjoa Ntoso (MP, Krachi West), Rita Naa Odoley Sowah (MP, La Dadekotopon) and Rockson Nelson Dafeamekpor (MP, South Dayi).

The eight have been lambasted by persons who are also not in favour of the bill with some coming directly at Sam George.

Speaking on Atinka TV‘s morning show, Mr Daniel Korsi Ashiamah said, “No one should think that the bill which has been presented is final; it is not! It will go to the floor of parliament. So, for those who are against the bill, it is not about insults, it is not about rights because everyone has their rights. When it comes to parliamentary debate, you join either for or against. So, if you feel it is not good, just go to parliament, that is how we strengthen parliament.”


He continued that, “Go to Parliament! Look for your group members or lobby them that we want this and so we want you to speak in our favour.”

Covid-19 kills over 1,000 pregnant women in brazil

Covid-19 has critically affected pregnant women in Brazil, with more than 1,000 deaths. One in five women that died from the virus didn’t have access to an intensive care unit and one in three didn’t have access to a ventilator.

So far Brazil has recorded more than 530,000 coronavirus related deaths and only 45% of the population has received at least one dose of the vaccine.

The International Monetary Fund (IMF) has asserted that Ghana’s economic outlook is improving, even though risks remain, including from the evolution of the Covid-19 pandemic and rising debt vulnerabilities.

The IMF Executive Board in a statement commended government’s response to the covid-19 pandemic, adding “Ghana was hit hard by the COVID-19 pandemic. The government response helped contain the pandemic and support the economy, but at the cost of a record fiscal deficit.”

Washington, DC: The Executive Board of the International Monetary Fund (IMF) concluded the Article IV consultation [1] with Ghana on July 19, 2021.

Ghana was hit hard by the COVID-19 pandemic. The government response helped contain the pandemic and support the economy, but at the cost of a record fiscal deficit. The economic outlook is improving, even though risks remain, including from the evolution of the pandemic and rising debt vulnerabilities.

The pandemic had a severe impact on economic activity. Growth slowed to 0.4 percent in 2020 from 6.5 percent in 2019, food prices spiked, and poverty increased. The fiscal deficit including energy and financial sector costs worsened to 15.2 percent of GDP, with a further 2.1 percent of GDP in additional spending financed through the accumulation of domestic arrears. Public debt rose to 79 percent of GDP. The current account deficit widened slightly to 3.1 percent of GDP as the decline in oil exports was partially offset by higher gold prices, resilient remittances, and weaker imports. The Ghanaian Cedi remained stable against the US dollar, partly due to central bank intervention, and gross international reserves remained at 3.2 months of imports. External and domestic financing conditions tightened considerably at the start of the pandemic, but have improved since, and Ghana successfully returned to international capital markets for a US$3 billion Eurobond issuance in March 2021.

An economic recovery is underway. Growth is expected to rebound to 4.7 percent in 2021, supported by a strong cocoa season and mining and services activity, and inflation remaining within the Bank of Ghana target. The current account deficit is projected to improve to 2.2 percent of GDP, supported by a pickup in oil prices, and gross international reserves are expected to remain stable. The 2021 budget envisages a fiscal deficit of 13.9 percent of GDP in 2021, including energy and financial sector costs, and a gradual medium-term fiscal adjustment which would support a decline in public debt starting in 2024. However, this outlook is subject to significant uncertainty, including from new pandemic waves and risks associated with large financing needs and increasing public debt.

Executive Board Assessment [2]

Executive Directors agreed with the thrust of the staff appraisal. They noted that the pandemic had a severe impact on Ghana’s economy, with slower growth, higher food prices, and increased poverty. Directors commended the Ghanaian authorities for their proactive response to the COVID-19 pandemic, which mitigated its economic impact, but contributed to a record fiscal deficit and increased public debt vulnerabilities. While there are encouraging signs of an economic recovery, they noted that it remains uneven across sectors. In this context, Directors stressed the importance of entrenching prudent macroeconomic policies, ensuring debt sustainability, and pressing ahead with structural reforms to deliver a sustainable, inclusive, and green economic recovery .

While noting that risks to Ghana’s capacity to repay have increased, Directors concurred that they are still manageable and that Ghana’s capacity to repay the Fund remains adequate.

Directors welcomed the fiscal adjustment envisaged in the 2021 budget. They stressed that fiscal consolidation is needed to address debt sustainability and rollover risks, as Ghana continues to be classified at high risk of debt distress. To protect the most vulnerable, considerations could be given to more progressive revenue measures and a faster return to the pre-pandemic level of spending, with a shift towards social, health, and development spending. Directors also encouraged the timely completion of the planned audit of COVID‑19 emergency spending and new expenditure arrears.

Directors agreed that the monetary policy stance remains broadly appropriate, while noting that tighter policy would be needed if inflationary pressures materialize. Although gross international reserves are relatively high, Directors stressed the need to guard against erosion of external buffers and remain committed to a flexible exchange rate regime. Directors also encouraged the authorities to limit monetary financing of the deficit.

Directors noted that the financial sector cleanup had made the sector more resilient but stressed that banks’ growing holdings of sovereign debt creates risks and crowds out private sector credit. In this regard, they took positive note of ongoing supervisory and regulatory reforms, which are important steps to protect financial stability . Directors also welcomed the improvements in the AML/CFT framework that allowed Ghana to exit the FATF “grey list”.

Directors emphasized that the authorities’ structural transformation and digitalization agendas are critical to support the recovery. They noted that the structural transformation can be complemented by the ongoing energy sector review, diversification in tourism, and the digital transition, which has the potential to reduce corruption, boost tax revenues, and improve service delivery. Directors supported continued capacity development efforts in these areas.

It is expected that the next Article IV consultation with Ghana will be held on the standard 12-month cycle.

Vote out MPs who speak against LGBTQI+ Bill- NPP Communicator to Ghanaians

A member of the New Patriotic Party (NPP) Communications Team, Alhaji Ali Surag is calling on the public to monitor what their MP’s will say about the LGBTQI+ Bill
when it is raised to parliament.

That, he said will enable constituents know the stance of their MP’s on LGBTQI+ and inform their decision when voting.

Speaking on Atinka TV‘s morning show, Ghana Nie with Ekourba Gyasi Simpremu, Alhaji Ali Surag said,”Watch how your MPs are going to debate on the issue, if they do not speak well in favour of this then vote against him or her. Caution your MP and ask your MP to go and contribute to this. If we do not stop this today, it will continue. If the MPs don’t say anything, question them about it.”

He added that,”Every MP must also make their constituencies know whether they are for or against it. Every constituency should monitor their MP,” he said.

Tracy Boakye is missing- Police

The Ghana Police Service has appealed to the public to help find Tracy Boakye, a 15-year-old girl who is missing.

According to the Police, Tracy Boakye left home at Ash Town on Thursday, July 22, 2021 and has since not returned.

Tracy Boakye, who is fair in complexion speaks Twi and English.

“Missing Person: Please help find Tracy Boakye. Anyone with information about her whereabout should kindly contact the nearest Police Station or call the numbers on the image below,” the police stated.

The police also published a photo of a wanted robber, Inusah Layaa who is suspected to be hiding in Kumasi, Sunyani or Wa.

The Minister for Gender, Children and Social Protection, Hon. Sarah Adwoa Safo has promised to solve all issues relating to School Feeding for smooth running of the programme at a meeting with the leadership of the Ghana National School Feeding Caterers Association at the Ministry, Accra.

The leadership of the Ghana National School Feeding Caterers Association called on Hon. Sarah Adwoa Safo at the Ministry of Gender, Children and Social Protection, to present a petition on some purported unfair treatment being meted out to them.

The National President of the Association, Hajia Asana Salifu presenting the petition on behalf of its members, mentioned the delay in payment, inadequate Feeding cost per child(currently at 0.97p per child), operational structure and corruption at the School Feeding Secretariat as issues members of her Association are unhappy with.

In the Petition, members suggested to the Minister that the Ministry negotiate with the Agricultural Development Bank(ADB) to arrange pre-financing arrangements for caterers so they can deduct when government releases funds for their payment.

Hon Sarah Adwoa Safo in welcoming them, commended them for their patience and sacrifice in partnering government in providing nutritious meals to children in public basic schools across the country and assured them of the Ministry’s commitment to ensure the smooth running of the School Feeding Programme as it one of government’s flagship programmes designed to reduce poverty and tackle food insecurity issues in the country.

“Since I came into office, the School Feeding Programme has been at the heart of my agenda. I can assure you that we are working assiduously to ensure that caterers are paid on time and that we resolve all issues which affect the smooth running of the programme.” she stated.

She continued, “The Ghana School Feeding Programme is one of government’s flagship programmes designed to reduce poverty and tackle food insecurity issues especually in the poorest areas of the country with a focus on providing one hot nutritious meal to children in public kindergartens and primary schools and as such, the Nana Addo Dankwa Akuffo-Addo goverment is committed to improving the programme and make it worthwhile for our loyal caterers” she stressed.

She also called for calm among caterers and asked the Association to work hand in hand with the Ministry as they try to improve the programme and its service delivery to pupils in our basic schools across the country.

“I will urge you to stay calm and continue to cook the nutritious meals you have been providing for our school children. The programme has increased the enrollment of pupils in our public schools so I’m pleading with you, for us to work together to get the School Feeding Programme to the desirable state it ought to be.” she concluded.

Over 3,000,000 pupils in about 10,000 schools in all Metropolitan, Municipal and District Assemblies (MMDAs) are benefiting from the School Feeding Programme which has significantly reduced the incidence of malnutrition, which is the cause of high vulnerability of children to disease and intellectual malfunction.

Some women are campaigning for right to marry more than one husband – Krachi West MP

Some women are campaigning for right to marry more than one husband according to the Ranking Member on the Gender and Children Committee of Parliament, Helen Adjoa Ntoso.

“Some members of the Gender, Children Committee of Parliament were elected to meet some advocacy women in a hotel in Ghana and what this women group told us is that the committee should help their campaign of ensuring women get the right to marry two or more husbands” she said on Atinka FM in Accra.

The Member of Parliament for Krachi West constituency in the Volta Region was reacting to the Anti-LGBTQI+ bill which sought to criminalize LGBTQI+ activities and also to promote proper Human Sexual Rights and Ghanaian Family Values.

Promoters of the Bill argue that LGBTQI+ activists have so many agenda which go against Ghana’s Family Values which need to be prevented, hence the bill.

Helen Adjoa Ntoso, who is a member of the eight Members of Parliament who are sponsoring the Anti-LGBTQI+ Bill said the bill when passed into law will criminalize LGBTQI+ activities in Ghana.

The 36-page Promotion of Proper Human Sexual Rights and Ghanaian Family Values Bill 2021, which is yet to be considered by parliament, seeks to unequivocally criminalise LGBTQI+ activities.

Among other things, it says people of the same sex who engage in sexual intercourse are “liable on summary conviction to a fine of not less than seven hundred and fifty penalty units and not more than five thousand penalty units, or to a term of imprisonment of not less than three years and not more than five years or both.”

It covers any person who “holds out as a lesbian, a gay, a transgender, a transsexual, a queer, a pansexual, an ally, a non-binary or any other sexual or gender identity that is contrary to the binary categories of male and female.”

The Bill is being sponsored by anti-LGBT+ legislators on both sides of the House .

They submitted a copy of the draft to the Speaker of Parliament on June 29, 2021.

The bill is not only targeting persons of LGBTQI+ orientation but also promoters of it.

Helen Adjoa Ntoso said homosexuals can freely practice their act secretly but will face the law when it becomes public.

She added that, while the law deals with those practicing LGBTQI+ activities, it will at the same time protect them from mob actions.

Ghanaian engineer drowns in Washington

A 27-year-old Ghanaian Engineer, Andrew M. Amuna of Pullman, Washington State, USA, has been identified as the victim of a drowning incident by Whitman County Authorities.

The Ghanaian engineer had recently relocated from North Carolina to Pullman for employment purposes.

The exact cause and manner of death of the Ghanaian Engineer is pending autopsy results and other related findings from the Whitman County Coroner’s Office. Family members have been notified.

On Saturday, July 24 at approximately 4:35 pm, deputies with the Asotin County and Whitman County Sheriff’s Offices were dispatched for a water rescue at Granite Point on the Snake River. The 911 caller reported a male had been in the water near the shoreline and could not be located where he was last seen.

The Asotin County Sheriff’s Office, Asotin County Fire, Whitman County Fire District 14 and the Whitman County Sheriff’s Office responded and searched the water using boats and jet skis, but could not locate the individual.

The Nez Perce County Sheriff’s Office Dive Team was then called in to respond, who later located the individual deceased approximately nine feet under water and approximately ten feet from the shoreline.

The Whitman County Coroner’s Office responded and investigated the incident.

Professor Nana Aba Appiah Amfo has been appointed by the University of Ghana to Act as the Pro Vice-Chancellor of the school.

She would be acting until the school appoints a substantive Vice Chancellor.

“The University Community is hereby informed that the newly constituted University of Ghana Council has decided to appoint Professor Nana Aba Appiah Amfo, Pro Vice-Chancellor with responsibility for Academic and Student Affairs, to act as Vice-Chancellor of the University of Ghana with effect from 1, August, 2021, until such time that University Council appoints a substantive Vice-Chancellor,” UG stated.

UG Continued that,”In a short meeting after the inauguration of the new Council, the Council considered Section |O(2Hb) of the University of Ghana Act, 2010 (Act 806), and Section 63)of the University of Ghana Stututes, and decided on the appointment of the senior of the two Pro Vice-Chancellors, to act.”

About: Professor Nana Aba Appiah Amfo

Prof. Nana Aba Appiah Amfo is alumna of the University of Ghana, Professor Nana Aba Appiah Amfo had her secondary education at Holy Child School and Archbishop Porter Girls’ Secondary School.  She proceeded to the University of Ghana from 1991 to 1996 for a Bachelor’s degree in French and Linguistics. Both her MPhil (2001) and PhD (2007) degrees in Linguistics are from the Norwegian University of Science and Technology in Trondheim, Norway. Prof. Amfo has received additional training in higher education management and leadership from Harvard Business School, University of Applied Sciences, Germany, and INSEAD, France.  Professor Amfo’s career in academia started in 2001 as a Lecturer in the Department of Linguistics, was promoted Senior Lecturer in 2007, Associate Professor in 2011, and Professor in 2017.

Her research interests are in the linguistic sub-discipline of Pragmatics, which allows her to explore the role that context plays in our conversational interactions and how that influences communication in different domains. Before her appointment as Pro-Vice-Chancellor, Professor Amfo served as Dean of the School of Languages, having previously served as the Head of the Department of Linguistics from 2013 – 2014.  She has participated in the governance of the University of Ghana through her service on several statutory and Adhoc Boards and Committees.

Ghana ranked Africa’s No.1 fastest internet provider

Ghana has been ranked the Number One country on the African continent with the fastest internet speed.

In a global index for fastest internet speed, Ghana’s internet was ranked the fastest on the African continent, ahead of South Africa and Egypt.

Ghana was ranked 79th in the world, with a speed of 53.28 mbps, which is the fastest in Africa.

South Africa placed 85th in the world and 2nd in Africa, while Egypt was ranked 91st in the world and and 3rd in Africa with speeds of 47.32 mbps and 42.42 mbps.

The global internet speed is measured by Speedtest Global Index, and it looks at the internet speed of about 180 countries.

With Ghana undertaking a massive digitization drive, its internet connectivity having been ranked among the fastest in Africa should be a major boost to the government’s digitization agenda.

In a related development, it emerged that Ghana has the cheapest pricing for mobile internet data in sub-Saharan Africa, a report on world mobile internet data pricing has revealed.

The report, conducted by UK’s internet experts, CABLE.CO.UK, compared the cost of 1GB of mobile data across 6,148 mobile data plans in 230 countries.

The report ranks Ghana’s internet pricing the cheapest in West Africa and one of the cheapest in the world at an average price for 1GB mobile data at $0.66.

On the African continent, Ghana’s mobile internet data is ranked the 4th cheapest, behind Sudan, Algeria and Somalia.

Gambia’s mobile internet data is the most expensive, with an average pricing for 1GB data at $5.86, while Equatorial Guinea has the most expensive mobile internet data pricing in Africa with an average of $49.67 for 1GB of mobile data.

Naomi Osaka knocked out of Tokyo 2020 after defeat to Vondrousova

Naomi Osaka has been knocked out of the Tokyo Olympics following defeat to Marketa Vondrousova in the third round of the women’s singles, Sky Sports reports.

The 23-year-old had hoped to play a starring role in the Games on the court as well as off it but lighting the Olympic flame at the opening ceremony will be the high point.

Osaka had looked good in her first two matches, particularly against Viktorija Golubic on Monday, but former French Open finalist Vondrousova was a step up in level and the young Czech produced an excellent performance under the roof at the Ariake Tennis Park to win 6-1 6-4.

Vondrousova mixed her trademark drop shots with big serves and powerful groundstrokes and defended brilliantly when Osaka got her game going in the second set.

Also out of the women’s singles event is French Open champion Barbora Krejicova, meaning all three Grand Slam champions this year have been eliminated.

World No 1 and Wimbledon winner Ashleigh Barty was beaten in the first round over the weekend, and not long after Australian Open champion Osaka’s exit, it was Krejikova who tumbled out, following defeat to Switzerland’s Belina Bencic.

Osaka’s defeat was the day’s big story as the women’s quarter-final line-up was completed. The four-time Grand Slam champion did not move as well as she can, perhaps a legacy of the eight-week break she took for mental health reasons prior to this tournament.

Meet Dr. Prince Koranteng Ampaw, first medical doctor at Akyemensa District

The Member of Parliament for the Ofoase-Ayirebi constituency, Kojo Oppong-Nkrumah has shared a story of how he was able to get a medical doctor into his constituency in his quest to improve health care delivery.

In a Facebook post, the MP introduced Dr. Prince Koranteng Ampaw, the first medical doctor who agreed to provide health care services in the Akyemensa District of the Eastern Region.

According to the MP, “In 2016 when I was running for the first time as Member of Parliament for Ofoase Ayirebi, I promised to invest heavily in health care, by providing leadership to attract our first medical doctor, refurbishing existing health centers and investing in health facilities.”

Kojo Oppong-Nkrumah continued that, “Three years ago, Dr. Koranteng accepted to move into the district as our first medical doctor. DCE Paul Asamoah and I worked together to construct for him an official residence and to provide for him an official vehicle.”

Three years ago, Dr. Koranteng accepted to move into the district as our first medical doctor. DCE Paul Asamoah and I worked together to construct for him an official residence and to provide for him an official vehicle.

On Friday 23rd July, 2021 we took the investment in health care infrastructure a notch higher by providing the first medical theatre in Ofoase Ayirebi constituency situated at the Brenase Health center.

Henceforth, my constituents will not have to travel to neigbouring cities for surgical services. This is a big step towards improving health care delivery in Ofoase Ayirebi.

In addition to this, we continue to invest in healthcare in the following ways:
Supply of medical equipment and assorted drugs to 8 health centers in the district
Renovation of Ayirebi health center.

Ongoing renovation of Gyaha Health Centre.
Construction CHPS compound at Boso Villa.
Construction of CHPS compound at Otwereso
Supply of hospital beds to 15 health facilities in the constituency.
Ongoing construction of CHPS compound at Odumase.
Ongoing construction of CHPS compound at Subinso.
Ongoing construction of nurses’ quarters at Kofi Nimo
Ongoing Construction of nurse’s quarters at Chia.

Treasure hunters find whiskey that sank into Ontario lake in 1964

July 21 (UPI) — A group of treasure hunters searching a Canadian lake were successful in their attempt to find some unusual sunken treasure: a bottle of whiskey that has been in the lake since 1964.

Dieter Mueller of Barrie, Ontario, said he has been fascinated by the tale of Otter Lake’s sunken whiskey ever since several bottles were lost when a neighbor crashed his boat into a dock in 1964. Advertisement

Mueller said he found a stash of underwater bottles while swimming once in the 1960s, but he was unable to reach them, so when he returned to the lake July 15 he brought friend Adam Blokzyl and diving expert Dave Davison to help.

Mueller said the group was getting ready to pack it up for the day when Davison found three bottles underwater, and one was still sealed and intact.

“I was vindicated. We were successful,” Mueller told BarrieToday.com.

Mueller said Davison spotted more bottles buried under debris at the bottom of the water and they are planning to return to see if they can find more that remain sealed.

He said the whiskey was produced by the Gooderham & Worts company, which discontinued the spirit in the 1990s.

“Whiskey is usually aged 12 years before it’s sold. So this stuff could be 69 years old,” he said.

A Ugandan weightlifter who went missing from a pre-Olympics camp in western Japan has been flown home a few hours before the official start of the Games.

Julius Ssekitoleko is currently being held at Uganda police headquarters to determine whether or not he had committed a crime, CID Spokesperson Charles Twino said.

He left the camp a week ago and was later found by the authorities buying a railway ticket.

Ssekitoleko’s mother, pregnant wife and government officials who had travelled to Uganda’s Entebbe airport to meet him on Friday morning did not get an opportunity to greet him on arrival.

In a statement, the ministry of foreign affairs said the athlete was being “rehabilitated”.

It said the government would “help him understand how such acts of misconduct cannot only affect him as an athlete but also other athletes in the sports sector and the nation at large”.

When he disappeared, Ssekitoleko had left a note saying he wanted to stay in Japan and work.
