NIA Introduces New Data Protection Guidelines for User Agencies

The National Identification Authority (NIA) has introduced new guidelines aimed at strengthening the security of personal data held within the National Identity Register (NIR).

The directive, which took effect on March 19, 2026, sets out a revised framework for how user agencies collect, store and manage sensitive personal information. The move comes amid growing public concern over data privacy and protection.

According to the NIA, the guidelines are anchored on four key principles: secure storage and retention of data, responsible data management, risk reduction, and strict compliance with both local and international standards.

The framework is backed by existing legislation, including the National Identity Register Act, 2008 (Act 750) and its amendment, the National Identity Register (Amendment) Act, 2017 (Act 950). These laws empower the Authority to regulate how personal data is handled and to ensure adherence by all agencies with access to the register.

Under the new guidelines, institutions are required to adopt robust security measures, limit data retention to necessary periods, and ensure the safe disposal of information when it is no longer needed. The NIA says these measures are intended to reduce the risk of data breaches and unauthorized access.

The initiative underscores Ghana’s broader commitment to safeguarding personal information and aligning national practices with global data protection standards.
