Rawlings advocates five-year presidential term

Former President Jerry John Rawlings says based on his personal experiences and observations, he believes two five-year terms should be enough for Presidents serving under a constitutional democracy.

He added that in most four-year terms, the first year is used in getting acclimatized to the office and the last year turns into a political crusade of campaigns, leaving but a year or less depending on the political climate,

However, five-year terms allow for a greater chance of achieving political stride and development, Mr. Rawlings said at a meeting with a delegation of Ugandan Members of Parliament on Thursday.

“Much as we belong to different geopolitical circumstances on the continent I suggest that we shouldn’t be going beyond two five-year terms.”
While acknowledging that there are exceptional situations, the former President said: “Whatever the imperfections, whenever we feel we cannot get justice from the executive through impeachment process or justice from the judiciary, at the end of the day we hope and pray and look forward to the electoral power. And if that is also being denied us then we have a highly bottled up situation which isn’t good for stability.”

Flt Lt Rawlings also stated that he did not promote himself to a higher military rank during his tenure as Head of State because of his respect for the rank structure.

“I decided not to promote myself over and above others because it belittles the rank structure and that is a form of corruption. I could not be seen to be fighting corruption and going against the spiritual essence of it.

“If I have to rely on the will of the people then I should not be doing things that would make me override and impose my will on them; deny them their right to be,” the former President said.

In response to questions on why he handed over power peacefully when several African leaders had refused to do so, Flt Lt Rawlings said:
“I was rather helping to empower our people. Being who I am I wanted our people to be fearless and politically defiant because if they are not defiant they cannot fight wrong policies, corruption, thievery and other vices.

“People think I had so much power and could have stayed on. I couldn’t have stayed on even if I had wanted to because I had empowered our people to the extent that if I had attempted it they would have defied me. I had no choice but to do the right thing,” Mr. Rawlings stated.

The Ugandan Parliamentary delegation, which was led by Madam Alum Santa Ogwang expressed their admiration for the peaceful nature of Ghana and its politics particularly the seamless handover of political power from one elected leader to another, which was first executed by former President Rawlings.

The delegation, which comprised members and officers of the appointment committee of the Ugandan Parliament visited Ghana to access the process of vetting and approval of presidential appointees and other public officers in Ghana’s parliament.
The delegation also noted with concern the existence of the kayayee (female porters) in the country and wondered why such a phenomenon still persists in an era of affirmative action.

Members of the Rawlings team, Kobina Andoh Amoakwa, Donald Agumenu and Elikplim Katahena took turns to explain to the visiting delegation that the fact that they had watched a kayayee documentary on Ghana television was indicative of the effort the country was making to combat the phenomenon.

They stated that the kayayee problem was a social problem that required a holistic approach and so far progress had been made in offering vocational and educational opportunities for these girls and young women while creating an environment to prevent the migration of new girls from less privileged rural areas to urban centres.
Ms. Elikplim Katahena told the meeting that a great deal of work had gone into combating negative practices against women and the girl-child including the virtual closure of witches camps such as the one in Gambaga.

On Ghana’s parliamentary vetting regime Ms. Katahena stated that Ghana got it right in making institutions like parliament stronger than individuals. The Executive as an institution is stronger than Presidents, she noted.

“Vetting entrenches the support of the public and ensures a double cycle of accountability,” Ms. Katahena said.

Soldiers assault police officer for wearing ‘military shorts’ at Bolgatanga 

 

The timely intervention of some top security officers averted a possible reprisal attack from the police in the Upper East Regional capital, Bolgatanga, after an alleged attack on a police officer on Sunday by some soldiers stationed at Atulbabisi, a suburb of the Bolgatanga municipality. 

The assault occurred when some soldiers confronted the policeman and ordered him to remove his military shorts.

Witnesses say the soldiers, unsatisfied with the response from the police officer after the order, pounced on him and physically assaulted him. 

The assault left the police officer (name withheld) with some bruises and lacerations on his back, waist and feet.

Narrating his ordeal to Atinka News, he said: "I went to town to buy something in their military shorts because I had washed and had nothing to wear… So I was on phone near their base when one of them approached me and asked whether I was one of them, so I told him I was a police officer and he asked me to go home and remove it." 
He continued: “All of sudden, some of his colleagues pounced on me and started beating me, you can even see how my back, waist and legs have been lacerated …my other colleague with me had to run away ".

Atinka News has, however, gathered that upon the hint that a police officer was allegedly manhandled by the military, men from the Bolgatanga Regional Police command massed up in defense of their own; chanting war songs,a possible sign of a reprisal attack. 

The timely intervention of authorities have since calmed tensions on both sides. Business activities at Atulbabisi which were briefly disrupted, have all returned to normalcy.

Brexit: Theresa May urges EU to buy into 'ambitious' vision

Theresa May has urged the EU to get on with discussing her "ambitious but practical" vision for economic relations with the UK after Brexit.

The prime minister told the BBC's Andrew Marr the "right deal for us will be the right deal for them too".

She said she was confident of a deal while accepting the UK could not expect the same market access in some areas.

But Ireland's foreign minister said the UK's proposed solutions for the Irish border were just a "starting point".

Conservative MPs have largely welcomed the PM's speech on Friday, in which she set out what she said were "the hard facts" on Brexit and the reality that neither side could have exactly what it wanted from the negotiations.

While the UK was leaving the single market and customs union, she said she envisaged continued close co-operation in many areas after the UK leaves on 29 March 2019 – including remaining a member of medicines, aviation and chemicals agencies.

She told Andrew Marr it was important to be "straight" with people that life would be different outside the EU but she believed both sides wanted the same overall outcome.

"It was a vision that was ambitious but was also practically based and therefore a credible vision," she said.

"The EU themselves have said they want an ambitious and wide-ranging arrangement with us in the future… If we look at our future prosperity and in the other 27 countries, the right deal for us will be the right deal for them too."

Five confirmed dead, 30 others injured in accident at Dominase

Five people have been confirmed dead in an accident at  Dominase in the Central Region.

The accident which happened late Saturday afternoon at Dominase near Potsin left 30 others injured.

The bodies of the deceased have since been deposited at the Winneba Government Hospital Morgue.

The two cars involved in the accident included an Accra -bound Sprinter bus with registration number GS 8702- 12 and a Hyundai bus with registration number GX 2894 – 17 which was on its way to Cape Coast.

Bawumia urges Pharmaceutical Society to extend services to  deprived communities

Vice President, Dr. Mahamudu Bawumia, has appealed to the Pharmaceutical Society of Ghana and all relevant stakeholders to extend pharmaceutical services to deprived communities in the country.

Speaking at the maiden edition of the Ghana Pharma Awards held at Movenpick Hotel Friday, the vice president said most  rural communities do not have any means of having access to pharmaceutical services delivery unless they travel long distances.

He added that the unfortunate development  impedes the objective of making healthcare delivery easily accessible to all Ghanaians, with ramifications for the attainment of the SDGs

“Mr. Chairman, while acknowledging the support of the pharmaceutical society in helping improve healthcare delivery in the country,  permit me to bemoan the fact that most of our rural communities do not have any means of having access to pharmaceutical services delivery unless they travel long distances. This development impedes the objective of making healthcare delivery easily accessible to all Ghanaians, with ramifications for the attainment of the SDGs,” the vice president said.

Dr  Bawumia also  urged  all the players in the Pharmaceutical sector, including the private sector, to pull resources together to turn Ghana into a vibrant pharmaceutical research and development and production hub not only to support healthcare delivery, but also to provide jobs and its associated benefits to millions in Ghana.

“It is about time we earmarked a zone within a suitable location to be developed into an industrial park exclusively for pharmaceutical industries. This will lead to a generation of modern pharmaceutical manufacturing facilities which would be in most competitive position to meet all current international Good Manufacturing Practices (GMP) standards including the WHO-Prequalification standards and to produce high quality affordable medicines not only for local consumption, but also for export into the world market”  Dr Bawumia said.

The vice president disclosed that government was currently looking at the Ghana Pharmaceutical Sector Development Strategy document and will consider the proposal to set up a National Bio-equivalence Centre in collaboration with the Pharmaceutical Society of Ghana, Pharmaceutical Manufacturers Association and other stakeholders. 

Dr Bawumia commended various stakeholders in the industry for  working on reducing prices of medicines on the National Health Insurance Scheme medicine list by 30%. 

“I commend you for this noble effort and edge you to speed up with the process as His Excellency the President of the Republic of Ghana is in a hurry. It is believed that, this will help to ensure the financial sustainability of the Scheme and will also improve financial access to the citizenry,” He said.

Man shoots and kills himself outside White House

A man has shot and killed himself outside the White House in Washington, the Secret Service says.

It said the man approached the White House's fence on Pennsylvania Avenue just before noon local time (17:00GMT) before taking out a handgun and firing several shots.

No one else was injured, according to police.

President Donald Trump is not at the White House, but at his Mar-a-Lago estate in Florida.

The man was in a large crowd when he fired the gun, the Washington Post reports, citing witnesses.

A video posted to Twitter shows many people running away from the scene.

The man's name has not been released.

Geoff Bennett, White House correspondent for NBC News, said that journalists were "sheltering" in the press briefing room.

Mr Trump is with First Lady Melania Trump in Florida. They are scheduled to return for a dinner in Washington on Saturday evening.

There have been a number of security incidents at the White House in recent years.

Most recently, on 23 February, a car drove into a security barrier outside the building. A 35-year-old woman was detained.

In March last year a man armed with pepper spray spent more than 16 minutes inside the grounds after jumping the fence.

Zoomlion, AMA clean Accra

Leading waste management company, Zoomlion Ghana Ltd and the Accra Metropolitan Assembly ,(AMA) on Saturday embarked on massive cleanup exercise in Accra.

The exercise, which is set to become a regular campaign on the AMA’s calendar,  is in line with President Nana Akufo-Addo’s vision of making  the capital one of the cleanest cities on the continent . Zoomlion, which is a household name when it comes to waste management, has promised to play a leading role in achieving the president’s vison.

Areas in Accra which benefitted from Saturday’s exercise include, Nima, Kwame Nkrumah Circle, Obestebi Lamptey Circle, Asylum Down, Adabraka among others.

Workers of Zoomlion and their AMA counterparts successfully cleared heaps of rubbish in those areas and also dredged choked gutters.  Shops and markets were ordered to close down ahead of the exercise, which began at 6 am and ended at 10 am.

Sanitation Minister, Kofi Adda , AMA Chief Executive, Mohammed Adjei Sowah and Executive Chairman of Jospong Group, Joseph Siaw Agyepong also took part in the exercise .

Video assistant referees set to be used at 2018 World Cup in Russia

Video assistant referees are set to be used at this year's World Cup in Russia after football's lawmakers voted to approve the technology.

VAR has been trialled in some domestic English cup games this season, and has been used in Germany and Italy.

The International Football Association Board (Ifab) "unanimously approved" its introduction on a permanent basis after a meeting in Zurich on Saturday.

Leagues and competitions must now apply to Ifab to implement the system.

Fifa president Gianni Infantino said a decision on whether VAR would be used at the World Cup will be taken at a meeting on 16 March.

"As of today, video assistant refereeing is part of football," he said.

"We hope and encourage a favourable decision in this respect because we are very positive about VAR."

One of the concerns over VAR is that those watching are uncertain about what is going on, but Fifa says it is working on a system that will provide information to the "giant screen operators as well as broadcasters and commentators" about the reason and outcome of a review.

"What is our idea (for the World Cup) is that after the final decision is taken by the referee on the pitch we would like to show in the stadium the selected replay that was used by the referee and VAR," said Johannes Holzmuller, head of Fifa football technology innovation.

'It's almost perfect'
Ifab is made up of world governing body Fifa and the Football Associations of England, Scotland, Wales and Northern Ireland.

Each FA has one vote to Fifa's four, with six votes required for a change in the laws.

Saturday's decision was made after Ifab was presented with the results of independent analysis conducted by Belgian university KU Leuven.

"I would say to the fans, players and coaches that it will have an impact, a positive impact," said Infantino. "That is what the results of the study show.

"From almost 1,000 live matches that were part of the experiment, the level of the accuracy increased from 93% to 99%. It's almost perfect."

Infantino says he was "pretty much against" the system until he "studied it".

"We have looked into all the details and benefits it can bring," he said.

"Of course, we need to speed up the reviews and the communication to the referees that are applying it but also for the general public."

The Premier League is not expected to introduce VAR next season, and Uefa has already said it will not be used in the Champions League next season.

France's Ligue 1 is to introduce it from next season, while the Bundesliga will decide on 22 March whether to use VAR.

"In all my discussions with people in the Premier League, they can all see benefit of VAR," said Football Association chief executive Martin Glenn.

"If they do choose to not implement it then it won't be a fundamental rejection of VAR – it will be a case of giving it more time."

Ifab has also approved allowing teams to use an "additional" substitute in extra time of matches.

Government announces bumper compensation package for fallen policemen


 
The families of police men and women who lose their lives in the line of duty are set to receive a greatly enhanced compensation package from the State.

The new package covers personnel who were struck down between 2002 and now, and whose families have not received their full entitlement.

Announcing the reviewed compensation arrangement at the funeral of then-Chief Inspector, now Assistant Superintendent of Police Emmanuel Kweku Ashilevi, who was killed when armed men stormed the Kwabenya Police station some weeks ago, the Vice President of the Republic, Dr Mahamudu Bawumia, said government was committed to improving and sustaining the general welfare of the officers and men of the Ghana Police Service.

The wife and children of the late Emmanuel Ashilevi, who has been posthumously promoted to the rank of Assistant Superintendent of Police, are set to receive a total of Ghs 185,374.85 (one hundred and eighty five thousand, three hundred and seventy four cedis and eighty five pesewas), equivalent to more than Ghc1.8 billion old cedis, Dr Bawumia announced. 

In the past, the average amount paid was Ghs500 (five hundred cedis).

Government has also directed the release of funds to pay the enhanced compensation to 122 other personnel who either got injured or lost their lives in the period under review and have not received their compensation packages. The payments are expected to be completed by the end of March, 2018.

Then-Inspector Ashilevi was shot when a gang stormed the Kwabenya District Police headquarters in the early hours of Sunday January 21, 2018 to free suspected armed robbers who were in custody.

The dawn attack freed six Ghanaian suspects and one Nigerian. Twelve suspects have since been arrested and arraigned before court.

Vice President Bawumia eulogised the late police officer:


“He was a good police man. He died in the line of duty. He died protecting the people of Ghana. We’ve seen many such unfortunate incidents, and these unfortunate incidents that have led to the loss of lives and maiming of innocent police officers such as Chief Inspector Emmanuel Kwaku Ashilevi are of grave concern to the President and the Government of Ghana. 

“As officers such as Emmanuel Kweku Ashilevi protect us, it is the duty of the government and people of Ghana to protect them, to protect our police men and women and service personnel.

“The Government has therefore resolved stronger than ever to improve and sustain the general welfare of all police personnel to support the service in its fight against crime and also to make funds available to the police administration to appropriately compensate all police personnel who get injured or even those who lose their lives in the cause of their normal and official duty.

“To further demonstrate government's commitment in this regard the president has asked us to look at putting in place a package which is uniform for all the different ranks for policemen who died in the line of duty. In this regard Chief Inspector Emmanuel Kweku Ashilevi would be the first recipient of this package.

“In addition to this funds have also been released to pay the compensation packages of 122 other police personnel who either lost their lives or got fatally injured in the line of duty just like Chief Inspector Ashilevi. 

“This payment covers all personnel who have applied and waited for compensation since 2002 and who have not been paid appropriately. All compensation payments being made to all affected personal or their families are expected to be completed by the end of March this year. 

“The President, Nana Addo Dankwa Akufo-Addo, through the Police Council, has instructed that Chief Inspector Emmanuel Kweku Ashilevi be posthumously promoted to the rank of Assistant Superintendent of Police. 

“He died fighting for the people of Ghana and he must not be forgotten. We will do everything to preserve his memory and we will do everything to resource the Police Service to fight these types of criminals. 

“On behalf of the President Nana Addo Dankwa Akufo-Addo, we extend our condolences to the family. May the soul of Assistant Superintendent of Police Emmanuel Kweku Ashilevi rest in perfect peace.”

 Nana Kwabena Adu Acheampong I is the new Chief of Daaban Kitoa in the Ashanti Region.

He was installed at the Manhyia Palace Thursday after swearing the oath of allegiance to Otumfuo Osei Tutu II. The process was led by the Saamanhene, Nana Osei Kwaku lll, as customary demands.

Speaking to Atinka FM shortly after his installation, Nana Kwabena Adu Acheampong I, called for total support from his subjects in order to promote massive developments in the area.

According to him, Daaban Kitoa has not seen any serious development for a very long time due to leadership vacuum over the years.  As a development –oriented person, Nana Kwabena said he would embark on several initiatives to improve the wellbeing of the people.

Nana Kwabena Adu Acheampong promised to secure funds to establish projects the seek to promote education in Daaban Kitoa.

He said, he would ensure that the town gets a new police station to improve security in the area and later embark on other developmental projects.

He therefore called for unity in the area for smooth implementation of  the projects, adding that without unity, there will be no development.

Otumfuo's Saamanhene, Nana Osei Kwaku lll, also urged Nana Kwabena Adu Acheampong to abide by the rules governing chieftaincy to ensure peaceful co-existence as well as promote development.
