Bawumia launches Ghs660m BizBox Project to empower 250,000 youth, women and PWDs

In the latest of initiatives designed to create training, employment and entrepreneurial opportunities for Ghanaian youth, women and the vulnerable, Vice President Mahamudu Bawumia has launched a multimillion cedi project designed to empower hundreds of thousands and provide skills to thousands more.

The Ghs660 million GEA/Mastercard Foundation Business in A Box (Bizbox) Project aims to empower 250,000 individuals and support 125,000 with start-up kits, as well as provide market access support to 50,000 businesses and regulatory support to 40,000 businesses.

This is the largest ever funding for such an initiative and comes less than a month after Government, through the Ghana Enterprises Agency (GEA) provided an additional Ghs31 million to 3000 youth-led startups and Micro, Small and Medium Scale Enterprises. In all, Government provided Ghs 100 million to such enterprises in 2023.

Speaking at the launch of the National Kick-off and Sensitization of the BizBox project in Accra on Monday, January 22, 2024 Vice President Bawumia expressed delight at the ongoing measures to empower the youth and create decent jobs.

“This is an unprecedented initiative that we believe will create and sustain decent jobs for the Ghanaian youth, leaving no one behind.

“The Bizbox is more than just a project; it symbolizes hope and opportunity. It encompasses the tools, knowledge, and support necessary to initiate, develop, own, and grow successful businesses.

“Drawing on the lessons from the previous Young Africa Works Project, Bizbox will focus on expanding business formalization, product certification, and provide access to start-up kits, particularly in the Agricultural and Agri-adjacent sectors.”

BizBox Project
Officials of the GEA, led by Kosi Yankey-Ayeh say the primary focus groups of this latest intervention are the youth (aged 15 to 35), Persons with Disabilities (PWDs), vulnerable females, majority women-owned businesses, and female youth-led businesses, with a specific emphasis on placing the heart, mind, and voice of entrepreneurs, women, youth, and PWDs at the center Government’s entrepreneurship programmes.

Spanning all 16 regions and 261 districts in Ghana, the BizBox Project is expected to benefit 250,000 participants, with the aim that 50% of these beneficiaries will create employment for at least one additional young person.

The Project will be implemented under Five Pillars: Youth Skills Development, Access to Market, Access to Startup Kits, Youth Social Networks, and Institutional Strengthening, Policy, and Regulatory Support. Focusing on 50% agriculture and agri-business, 30% tourism and creative industry, 10% building and construction and 10% others, which includes hairdressing, wood and joinery, electronics, electrical and so on whilst prioritizing the “last mile” of value chains.

By focusing on the enhancement of skills within the agricultural sector, the Project recognizes the pivotal role agriculture plays in the Ghanaian economy by, empowering individuals with the knowledge and expertise needed to excel in agribusiness.

Through specialized training, farmers and aspiring entrepreneurs will be equipped with the skills necessary to navigate the challenges and seize the opportunities in the dynamic agricultural landscape. By facilitating access to both local and international markets, the Project creates avenues for farmers and agri-businesses, enhancing visibility of Ghanaian agricultural products, stimulating economic growth, and fostering trade relationships and partnerships.

The BizBox Project is also making provision for start-up kits tailored to the specific needs of agri-businesses. From essential tools and equipment to seeds and fertilizers, these kits will serve as a launch pad for entrepreneurs to kick-start their agricultural enterprises, ensuring sustainability and productivity from the outset.

Working together
Thanking the Mastercard Foundation for its continued support to Ghana, Dr Bawumia challenged Ghanaian youth, women and Persons With Disabilities to take advantage of the opportunities to learn, create and manage successful businesses.

“As today marks a new chapter in our nation’s journey towards prosperity and opportunity for all, it is a testament to our belief that “It is Possible” to create a better future for our youth, women, and Persons with Disabilities.

“Therefore, as we embark on this transformative journey to victory in creating 250,000 dignified and fulfilling jobs, I invite each one of you to play an active role in shaping the success of the BizBox Project.

“Let us unite in our commitment to nurturing the next generation of entrepreneurs, innovators, and leaders. And I believe together, we can turn the aspirations of our teeming youth into achievements, realities, and sustainable ventures, ensuring that the BizBox Project becomes a catalyst for positive change in their lives and the prosperity of our nation.

“I know for a fact that, with dedication, collaboration, and a shared vision, I am very confident that we can achieve our goals and build a brighter future for Ghana because “It is Possible”.

The Kumasi Traditional Council (KTC) has ordered the leadership of the New Patriotic Party (NPP) to produce its Ashanti Regional Chairman Bernard Antwi Boasiako aka Wontumi in the next seven days.

Bawumia commissions Ghana’s 2nd Fire Service Academy and Training School in Wungu

The Vice President, Dr. Mahanudu Bawumia, has on, Friday January 19, 2024, commissioned a fire service Academy and Training School in Wungu, in the North East Region.

The state-of-the-art facility, with a three-storey administration block, classrooms, male and female dormitories and a dining hall, and equipped with modern training equipment, is the first ever fire academy and training school in the north and the 2nd in Ghana, after the only one in James Town, Accra.

The school will undertake a wide-range and comprehensive training programs, including rescue, evacuation, decontamination, fire prevention, fire suppression, rescue operations, hazardous materials management, as well as training of  bushfire volunteers with  skills and knowledge in the area of bush fire management.

Speaking at the commissioning, Vice President Bawumia, who is also the flagbearer of the NPP for this year’s elections, said, the opening of the training school, demonstrates the commitment of the NPP Government to expanding Ghana’s fire training capacity from what has existed since independence.

“The commissioning of this new Fire Academy and Training School at Wungu, marks an important milestone for the Ghana National Fire Service, the Wungu community and for the nation as a whole,” Dr. Bawumia said.

“When we assumed office in 2017, there was only one fire training school in Ghana at James Town. Given the importance of fire service in Ghana, it was important to increase the number of training School in Ghana. So we made the decision to increase it to 4.”

The commissioning of the Wungu Fire Academy and Training School, Dr. Bawumia noted, is the first of three new training schools the NPP Government is building, with the second  also set to be commissioned

“This commissioning means that this will be the 2nd Fire Service Training School in Ghana. Very soon, we will Commission the 3rd in Duayaw Nkwanta and the 4th will be commissioned before the end of this year,” he said.

While touting the NPP’s remarkable efforts at adding  three training schools to the nation’s only training school since independence, he also highlighted the significant increase in fire service personnel, as well as the government’s commitment to continuous re-tooling of the Fire Service.

“What this means is that in 60 years of independence, we had only 1 fire service training School. Now we are going to have 4 under our government,” Dr. Bawumia said.

“When we came into office, officers were 7000. Under 7 years of the NPP, we have increased the staff strength of the fire service from 7000, to 15,000,” he added.

The Vice President underscored the importance of firefighting and the difficulties associated with it, hence the need to adequately equip them.

“Firefighting is a critical aspect of emergency response, and having a dedicated facility such as this away from Accra will greatly enhance the training of our firefighters and ensure the delivery of the services provided by the Ghana National Fire Service and ultimately save lives in the country.”

“Fire and other incidents can be incredibly devastating, and it is our duty as leaders to ensure that we equip our firefighters with the necessary skills and tools to effectively manage any situation being it fire or other emergency situations,” Dr. Bawumia said.

Also present at the ceremony, was the Minister of Interior, Ambrose Dery.

The Lead for Legal and Compliance at the Cyber Security Authority, Mrs Jennifer Mensah, has stated that the Authority will intensify its awareness creation across the country, targeting schools, institutions, government organizations and others.

She underscored the need for intensive sensitization in order to protect Ghanaians from fraudsters and or people who like to leak information to hurt others.

“One of the initiatives of the Authority is the licensing and accreditation and aside from that, this year, we are intensifying our awareness. We already do awareness but it will be seen more now. Everyone needs to know how to protect their phones, computers and information because sometimes if these bad people get hold of your information, they may put it out and so we are ready to educate the public to have strong passwords and they should not give their momo pin to anyone so our presence will be more visible. We are going to all the regions,” she said.

She said this in an interview with Atinka TV’s Porcia Oforiwaa Ofori.

Mrs Jennifer Mensah warned Cybersecurity Service Providers (CSPs), Cybersecurity Establishments (CEs), and Cybersecurity Professionals (CPs) without license or accreditation to stop operating in the country or face the law when they are caught.

In 2023, the Authority issued a directive to the service providers, professionals and establishments to ensure to obtain their licenses before December 31, 2023, in order to operate lawfully in the county.

Stressing on this in an interview with Atinka TV’s Porcia Oforiwaa Ofori, Mrs Jennifer Mensah reiterated that those who do not have license will be barred from operating until they obtain the license.

“All those doing cyber security work should put in their application so that we can verify if they qualify to have a license, if not they do not qualify, they will not get it. If you want to obtain the license, visit our website, https://www.csa.gov.gh/licence. When you visit the website, we have an application portal where you can register and when you register, you will get guidelines for the application,” she said.

She continued,”What we are saying is that if you do not have the license, do not engage yourself in any cyber security work because if you do so and you are caught, you will face the law, either you are convicted or you will be made to pay a huge amount of money.”

Mrs Mensah noted that for now, those who apply for the license will be given provisional license without charges until a sister Government Agency determines the fees, adding it will also be communicated when the time comes.

She cautioned the public not to engage the services of providers, professionals or establishments without license.

“I want to advise workers, students, academic institutions and the general public that if someone does not have a license, do not employ them to provide cyber security services for you. If you want to employ someone, ask the person if he or she has a license, if he or she is a professional, ask them to show you their accreditation and if they do, you can visit our site to verify if the number is valid or not,” she said.

She continued,”The Cyber Security Authority is a friend to the public, we are here to protect you, your computer systems, we are here to protect critical information infrastructure so that everyone will be safe in the country. There are a lot of bad people so we are here to protect you.”

PIAC inspects ABFA-funded projects in Greater Accra, Central Regions

The Public Interest and Accountability Committee (PIAC) has inspected some projects funded with petroleum revenues in the Greater Accra and Central Regions, in line with its mandate of conducting an independent assessment of the management and use of petroleum revenues to ensure maximum impact.

The inspection of oil-funded projects undertaken by PIAC is based on information provided by the Ministry of Finance on projects and the accompanying disbursements of petroleum revenues through the Annual Budget Funding Amount (ABFA).

This was contained in a statement by PIAC.

According to PIAC, the inspections in the Greater Accra and Central Regions took place simultaneously. The PIAC Team in Accra was led by the Chair, Emerita Professor Elizabeth Ardayfio-Schandorf.

It noted that the Team was accompanied on the inspection by officials of the Department of Urban Roads of the Ministry of Roads and Highways, and the Ledzokuku Municipal Assembly.

PIAC indicated that he projects inspected in the Greater Accra Region were the Rehabilitation of selected roads in Teshie Camp, Southern Command and Mats (now Ghana Military Academy), the Construction of Teshie Link, and the Construction of a Flyover over the Tema Motorway from the Flowerpot roundabout.

These three (3) projects, located in the Ledzokuku Municipality it explained are at different stages of progress and received funds from the ABFA between 2019 and 2022.

As part of its itinerary for the day, the PIAC team inspected the rehabilitation of selected roads in the Teshie Camp, Southern Command and Mats.

The Team,it stated toured the rehabilitated roads, a car park, and a parade ground within the Southern Command in Teshie.

“Information available to PIAC showed that the contract for this project was awarded on 13th July 2020 and was supposed to have been completed within 24 months. At the time of PIAC’s visit, the project was 24% physically complete. Out of the total contract sum of GH¢145,821,272.91, petroleum revenue of GH¢7,394,185.51, representing 5.07 per cent, was disbursed to the project in 2022,” PIAC stated.

It said the second project inspected by the team was the construction of the 7.5-kilometre Teshie Link, adding that it involved the construction of a new road and drainage structures, with earthworks and asphaltic concrete surfacing. Awarded on 18th October 2019, the project had an original contract duration of 18 months.

PIAC again noted that out of the original contract sum of GH¢87,883,590, petroleum revenue of GH¢29,738,282.92, representing 33.84 per cent, was disbursed to the project from 2019 to 2021.

“The PIAC Team was informed that the Teshie Link Road is a dual carriageway that commences in the South on the Accra-Tema coastal road, through the LEKMA Hospital, and terminates on the Spintex Road. At the time of PIAC’s visit, 95% of all drainage works had been completed, and asphaltic binder and wearing course laid on the road,” PIAC stated.

It said the team was informed that the contractor had suspended work due to non-payment of funds, adding that outstanding works include the installation of traffic signals and road markings to show a controlled intersection. The absence of these had resulted in several vehicle crashes in the area.

PIAC made it known that the third project was the construction of a flyover over the Tema Motorway, from the Flowerpot roundabout. Out of the revised contract sum of GH¢284,665,639.27, a total of GH¢141,093,766.84 representing 49.56 per cent, was disbursed from the ABFA in 2022.

It explained that the project is located at the Flowerpot Roundabout, Spintex and East Legon, and involves creating access from the Motorway to the Boundary Road roundabout and an exit into Cantonments from the Giffard Road Interchange.

The Project PIAC said consists of one mainline bridge, two ramp bridges, four auxiliary roads, and ancillary works, adding that at the time of PIAC’s visit, the project had made physical progress of 70%.

In the Central Region, the PIAC Team, led by Nana Kweku Dei, a member representing the Ghana Journalists Association (GJA), inspected the Anomabo Fisheries College, a 90-bed Hostel Block at Saltpond, and irrigation infrastructure at Mprumem.

Accompanied by officials of the Mfantseman Municipal Assembly, the team inspected the Anomabo Fisheries College Project, which had received an amount of GH¢9,507,111.52 from the ABFA from 2012 to 2022. The project comprises an 18-Unit Classroom Block, Hostel facility, Administration Block, and a Laboratory.

PIAC noted that since the Committee’s last visit to the project in 2020, the construction of a teachers’ bungalow has started, and a road contract has been awarded.

“The 4.6km road project, which starts within the campus and ends at the main Accra-Cape Coast highway, is currently at Phase 1 (Sub-base). The road contract, originally valued at GH¢8 million has been through three (3) variation orders and is currently valued at approximately GH¢27 million, primarily due to payment delays,” it stated.

It said the Committee also notes that the hostel facility and the 18-unit classroom block had not been fitted with beds and study desks, respectively, adding that also, the laboratory, classroom block and hostel facilities had developed structural defects at the time of PIAC’s inspection.

PIAC stated that in line with the Committee’s policy of visiting projects that have received funding from the ABFA and have been completed, the team inspected a 90-bed Hostel Block for the Ghana Education Service Development Institute (GESDI) at Saltpond.

“The project had received an amount of GH¢1,456,960.92 from the ABFA in 2015. GESDI is a Ghana Education Service (GES) Centre for
capacity building in education-related programmes and seminars. The project was commissioned in 2020 with a 90-bed capacity hostel block, four (4) washrooms, two conference halls and a 100- person capacity cafeteria. The Committee was satisfied with the overall quality of the project,” it stated.

Accompanied by the Central Regional Manager of the Ghana Irrigation Development Authority (GIDA), PIAC said the team inspected a third project, which was the development of an irrigation infrastructure at Mprumem. The project received GH¢45,078,889.89 from the ABFA from 2017 to 2020.

It noted that the irrigation project, which was started in 2015, overlaps the Gomoa Central and Gomoa West Districts, explaining that it comprises a reservoir area; which stores water from River Bushen for irrigation, and the developed area; which has 70 hectares of irrigable land.

PIAC reported that at the time of its visit, the project (now known as the Mprumem Irrigation Scheme) had been completed and was in use by farmers in the vicinity for vegetable farming.

It stated that across all the projects visited, the issue of delayed payments to contractors was noted, adding that the release of funds for the projects to progress uninterruptedly was highlighted by the contractors at the various sites.

“PIAC believes that the co-mingling of petroleum revenues with other funds for projects that end up getting stalled for a long period does not reflect the prudent use of revenues for impact. The Committee therefore urges the government to consider channelling adequate petroleum revenues to complete earmarked projects going forward,” It advised.

Meanwhile, after the inspection in Accra, the Chair of the Committee expressed concern about the paltry sums of petroleum revenues allocated to some ongoing infrastructure projects in the country.

She noted that the allocated funds, which are channelled to these projects through the Annual Budget Funding Amount, did not indicate significant contributions to the total funds of these projects.

PIAC, she said, will continue to make its case for more prudent use of the country’s petroleum revenues, to ensure that enough funds are committed to complete earmarked projects.

Emerita Professor Ardayfio-Schandorf expressed gratitude to the Assembly Officials and stakeholders who contributed to the success of the inspections.

“The Committee remains committed to the promotion of transparency and accountability in the management of the country’s petroleum revenues, as enshrined in the Petroleum Revenue Management Act (PRMA), 2011 as amended,” She said.

About PIAC

The Public Interest and Accountability Committee (PIAC) was established under Section 51 of the Petroleum Revenue Management Act (PRMA), to among others, monitor and evaluate compliance with the Act. The Committee was inaugurated and commenced work on 15th
September 2011.
