The Tema Oil Refinery (TOR) has received one million barrels of Ghana’s indigenous Jubilee Medium Sweet Crude, marking another significant milestone in the government’s efforts to revive the country’s only state-owned refinery and expand local petroleum refining.
The crude cargo, delivered aboard the MT Apache on July 15, is expected to support TOR’s ongoing refining operations, boost domestic fuel production, and strengthen Ghana’s energy security.
In a statement issued on Thursday, TOR said the latest delivery fulfils President John Dramani Mahama’s commitment to ensuring that crude oil produced in Ghana is refined locally to maximize value for the national economy.

The refinery noted that this is the second one-million-barrel consignment of Ghanaian indigenous crude supplied to TOR under President Mahama’s leadership. The first was delivered in December 2016 aboard the MT Bodeira during his first term in office, a move the refinery described as a landmark step towards revitalizing local refining.
According to TOR, the latest shipment is the third one-million-barrel crude cargo received by the refinery since May 2026, following earlier deliveries of Bonga and Baleine crude. The refinery said these supplies have enabled it to sustain the production of petroleum products for both the domestic and regional markets while supporting industrial growth and reducing Ghana’s dependence on imported refined fuel.

The Board, Management and Staff of TOR expressed appreciation to President Mahama for what they described as his steadfast commitment to restoring the refinery and strengthening the country’s petroleum value chain.
The refinery also commended the Minister for Energy and Green Transition, John Abdulai Jinapor, for his leadership and strategic support in facilitating crude supply and restoring refining operations.
TOR further acknowledged the contributions of its partners across the petroleum value chain, including crude suppliers Fujeirah and Triangle Trading Commodities, as well as regulators, financiers, logistics providers and technical partners, for their collaboration in supporting the refinery’s operational recovery.
Reaffirming its long-term vision, TOR said it remains committed to strengthening the integration of Ghana’s upstream and downstream petroleum sectors, creating employment opportunities, enhancing national energy security, promoting value addition to Ghana’s natural resources and positioning the country as a competitive petroleum refining hub in West Africa.
