Ensuring smooth operations in MMDAs:  AMA PM calls for prompt election of Presiding Members

Four-time Presiding Member of the Accra Metropolitan Assembly  (AMA), Alfred Asiedu Adjei (PAAJOE) has expressed concerns over delays that affect the effective functioning of all Metropolitan, Municipal, and District Assemblies (MMDAs).

He has, therefore called on all relevant stakeholders to ensure smooth operation of local governance processes

According to him, in adherence to the Local Governance Act 936, the Electoral Commission conducted a general assembly election nationwide on December 19, 2023. Subsequently, the Ministry of Local Government and Rural Development called for the inauguration of MMDAs on February 12, 2024, alongside the election of PMs.

However, delays have been observed in the election process, with most MMDAs still without duly elected PMs as we approach the end of the first quarter of the year.

“As I embark on my fourth term as the Presiding Member of the Accra Metropolitan Assembly (AMA), I am compelled to address a matter of utmost importance that affects the effective functioning of all Metropolitan, Municipal, and District Assemblies (MMDAs) across the country and the timely election of Presiding Members,”  he said.

*The Role of the Presiding Member: *

The Presiding Member serves as the linchpin of the MMDA, providing leadership, guidance, and direction to ensure the smooth operation of local governance processes. With the mandate to preside over assembly meetings, facilitate decision-making, and represent the assembly in various capacities, the PM plays a pivotal role in driving development and progress within our communities.

*The Implications of Delay: *

Delays in the election of a Presiding Member can have far-reaching implications for the functioning and effectiveness of the MMDA. Some of the potential consequences includes:

1. *Governance Vacancy:

* The absence of a duly elected PM creates a void in leadership, leading to uncertainty and disruption in governance processes.

2. *Ineffective Decision-Making: * Without a PM to preside over assembly meetings, decision-making processes may be hindered, resulting in delays in policy formulation and implementation.

3. *Stagnation of Development Projects: * Important development projects and initiatives may be put on hold or delayed, leading to stagnation in the socio-economic progress of our communities and the nation at large.

4. *Disruption of Subcommittee Formation: * The functionality of every MMDA is directly correlated to the pro-activeness and effectiveness of the various subcommittees. The formation of subcommittees, which are crucial for driving local governance processes, will be delayed without the successful election of a PM, impacting the effective implementation of local policies and programs.

5. Diminished Accountability:

The Presiding Member is an automatic member of the Audit Committee of the Assembly. The absence of a PM may weaken accountability mechanisms within the MMDA, reducing transparency and oversight in decision-making processes.

*A Call to Action: *

In light of these potential consequences, Paa Joe urged all MMDAs to prioritize the timely election of Presiding Members by shelving partisan political differences and personal interests. “Let us demonstrate our commitment to effective local governance by taking proactive steps to ensure that PM elections are conducted without further delay” – he advised.

“As leaders entrusted with the responsibility of serving our communities, it is incumbent upon us to uphold the principles of accountability, transparency, and efficiency in all our endeavors. By electing PMs promptly, we can ensure the smooth functioning of our MMDAs and fulfill our mandate of driving development and progress at the grassroots level” – Paa Joe Added.

To him, the timely election of Presiding Members is not just a procedural formality but rather a fundamental aspect of effective local governance, and will be best to work together collaboratively and decisively to uphold the integrity and effectiveness of MMDAs, for the betterment of all constituents.
