The Institute of Community Sustainability (ICS) has announced plans to file a case at Ghana’s Supreme Court to seek the enforcement of laws prohibiting the slaughter and consumption of dogs and cats.
In a statement issued on July 28, 2025, the organization said it is asking the apex court to ensure the strict enforcement of Section 303 of the Criminal Offences Act (Act 29), as amended by the Criminal Code Amendment Act, 1998 (Act 554), which it says addresses the illegal slaughter and consumption of the animals.
According to ICS, dogs and cats across the country continue to be slaughtered for human consumption despite existing legal provisions. The organization argued that companion animals should be protected rather than exploited, describing them as valued members of many households.
The institute also raised concerns about the potential public health implications of the practice, stating that the unregulated slaughter and handling of dogs and cats could increase the risk of zoonotic diseases, including rabies.
ICS further noted that, unlike livestock such as cattle, goats, pigs, poultry and fish, Ghana has no recognized or regulated dog or cat farms. It claimed this suggests that many of the animals consumed may have been stolen from households, contributing to what it described as a growing problem of pet theft and illegal trade.
Executive Director of the Institute of Community Sustainability, Eric Jerry Aidoo, also known as Chairman Jerry, said the organization is seeking judicial intervention to address the issue.
“Dogs and cats have proven to be loyal companions and vital members of our households. The widespread theft and cruel slaughter of these animals must end. We are calling on the highest court of the land to uphold the law and protect both our animals and our public health,” he said.
The organization said it remains committed to promoting legal compliance, environmental sustainability and the protection of companion animals in Ghana.
The Supreme Court is yet to hear the case, and no response has been issued by the relevant state authorities regarding the intended legal action.
