Ghanaians worried about how Gov’t is spending our money- Ako Gunn

0

The opposition National Democratic Congress (NDC)’s Deputy National Communications Officer, Mr Godwin Ako Gunn says Ghanaians are not worried about paying taxes but are rather worried about how Government is spending the country’s money.

Prior to the reading of the budget, he was optimistic that government will introduce new taxes in addition to the already packed taxes which had already imposed on Ghanaians.

The Minister for Finance, Ken Ofori-Atta is expected to deliver the 2022 national budget to parliament today, November 17, 2021.

He is expected to touch on Agriculture, Energy, Roads, Health sector amongst others.

Speaking on Atinka TV’s morning show, Ghana Nie with Ekourba Gyasi Simpremu, Mr Godwin Ako Gunn noted that currently, Ghana’s dept to GDP is about 80 percent, which means that the country can only have 20 percent to its development.

“Even with 42 percent, things were difficult and so if it is 80 percent now, it means that there is hardship. That is the fear of every Ghanaian, that is the fear of every businessman.,” he said.

He continued that,”If Government wants to be relieved and have a little freedom to do some things, then which ever way it can use to raise the GDP, it has to do it,” he said.

Mr Godwin Ako Gunn underscored the need for government to use the taxes judiciously in order to benefit all Ghanaians.

“It is not just about the GDP we want to soar up, but what is worrying most Ghanaians is the way government spends our money. Nobody ordinarily is against taxation, if I know that there is a new tax and it is supporting my hospital bills, and it reflects that government supports me on a particular thing, when you are paying the tax, you are not scared. But if we pay the tax and ask government to use it to pay debt, help develop agriculture and the roads, but it is not done and the President is going to use it to buy a new plane, when we have a private jet, it is scary,” he said.

For his part, former Secretary of the Inter-Ministerial Committee on Small Scale Mining, Mr Charles Onuawonto Bissue said Mr Godwin Ako Gunn was not wrong to have said the government should use the tax payer’s money judiciously.

However, he said that was exactly what the NPP-Government is doing, pointing that the Pokuase interchange was constructed with the same amount the NDC negotiated for considering three tier, while the NPP used the same amount for four tier.

He also noted that about $260 million was used for the Circle Interchange, saying that was rather a waste of the tax payers’ money.

He cautioned political leaders that until they deliberately develop a political will to allow the assemblies to enforce the bye laws Ghana cannot become clean because these politicians are the ones stifling the assemblies from enforcing the bye laws for political expediency.

Mr. Issifu said if the assemblies were given a free hand to operate they will be militant enough with the support of the security agencies to deal with offenders which will bring behaviour change amongst the citizenry.

The Private Business Manager of Zoomlion Ghana Limited in the Upper East Region Mr. Issahaka Abubakar disclosed that even though his outfit has distributed over 5000 waste bins in the region the plastic menace still persists and therefore called for more households to subscribe and be provided with waste bins to store their waste.

Group urges WAEC to deal with examination offenders

The African Foundation for Educational Development (AFFED), has asked the West African Examinations Council (WAEC), to deal with persons engaged in examination malpractice in the ongoing Basic Education Certificate Examination (BECE).

The West African Examinations Council (WAEC), in collaboration with the National Security arrested some 12 persons for examination malpractice  in the Basic Education Certificate Examination (BECE) which started on Monday 15th November 2021.

The offenders were picked up at different examination centers in the Ashanti and Bono Regions respectively.

Head of Legal Affairs at the West African Examinations Council, Rev. Victor Brew told Atinka FM’s Kaakyire Ofori Ayim that a teacher of the Offinso State ‘A’ Junior High School (JHS) was arrested after he was caught collecting money from the candidates while distributing the Social Studies answer booklets.

He noted that when the teacher was questioned she admitted to collecting the money but denied that the monies were for examination malpractice and that that the money was contributed to her for free.

According to Rev. Victor Brew, the other 10  were arrested including a headmaster, were arrested at the Dwamena Akenten M/A JHS examination centre and Senase R/C Basic School centre some were spotted solving the objective part of the Social Studies paper in the morning.

In a latest development, a statement signed by the Executive Director of  African Foundation for Educational Development (AFFED), Ernest Kwame Adade, noted that the foundation is disappointed in the invigilators and teachers who have taken up the responsibility of taking money to assist candidates by every means possible during the Examination.

“As a Civil Society Organization that is interested in improving educational standards in Ghana and Africa by extension, it is imperative to make the facts clear that the purpose of BECE is not to select students who have passed from those who have failed.

“It is a means to test the strength and weaknesses of the students to help make an informed decision about life.

“AFFED is therefore disappointed in the invigilators and teachers who have taken up the responsibility of taking money to assist candidates by every means possible during the Examination.

“Such practice is unprofessional, uncalled for and undermines the integrity of the teaching profession.

“It is on this note that AFFED, calls on the Ministry of Education, Ghana Education Service and West Africa Examination Council to put measures in place to apprehend all teachers and or invigilators who are found culpable and have them face the full rigours of the law,” excerpts of the statement read.

1 dead, 3 others in coma after being crashed by trailer

Three pedestrians and an Uber driver are in coma after a long trailer ran over them at Kasoa Tollbooth on the Accra-Kasoa highway.

One person is also reported to have died instantly when a container on the trailer fell on a small car.

According to information, the long trailer carrying two heavy 40ft containers was from Accra, heading towards Kasoa and upon reaching Bonegas junction, the driver lost steering control and climbed the pavement, colliding with a Toyota Vitz Uber with registration number GC 8344-21.

The accident created a heavy vehicular traffic close to three hours

Speaking to the media, some eyewitnesses narrated that the long trailer “was on a top speed” when the 40ft container fell on the saloon car killing one person instantly.

They complained that such accidents were rapidly occurring on that stretch, especially at night, attributing it to lack of street lights on the highway.

Schools and colleges shut as pollution worsens

0

Authorities in the Indian capital, Delhi, have shut all schools and colleges indefinitely amid the worsening levels of air pollution.

Construction work has also been banned until 21 November but an exception has been made for transport and defence-related projects.

Only five of the 11 coal-based power plants in the city have been allowed to operate.

A toxic haze has smothered Delhi since the festival of Diwali.

The levels of PM2.5 – tiny particles that can clog people’s lungs – in Delhi are far higher than the World Health Organization’s (WHO) safety guidelines. Several parts of the city recorded figures close to or higher than 400 on Tuesday, which is categorised as “severe”.

A figure between zero and 50 is considered “good”, and between 51 and 100 is “satisfactory”, according to the the air quality index or AQI.

Some schools had already shut last week because of pollution and the Delhi government said it was mulling over a lockdown to improve air quality as dense clouds of smog engulfed the city.

A mix of factors like vehicular and industrial emissions, dust and weather patterns make Delhi the world’s most polluted capital. The air turns especially toxic in winter months as farmers in neighbouring states burn crop stubble. And fireworks during the festival of Diwali, which happens at the same time, only worsen the air quality. Low wind speed also plays a part as it traps the pollutants in the lower atmosphere.

Delhi pollution
Image caption, Air quality in Delhi has been hovering between “severe” and “hazardous” for several days now

This year, the pollution has become so dire that it prompted a stern warning from India’s Supreme Court, which directed state and federal governments to take “imminent and emergency” measures to tackle the problem.

Following the hearing, a meeting was called by Delhi’s Commission for Air Quality Management and emergency measures were announced.

Other measures announced by the panel include a ban on the entry of trucks in Delhi and the neighbouring states of Uttar Pradesh, Punjab, Haryana and Rajasthan until 21 November, except those carrying essential commodities.

The panel also directed Delhi and other states to “encourage” private offices to allow 50% of their employees to work from home during the period to cut down vehicle emissions and dust levels.

India’s pollution problem is not just limited to Delhi.

Indian cities routinely dominate global pollution rankings and bad air kills more than a million people every year, a report by US research group, the Energy Policy Institute at the University of Chicago (EPIC), said. It added that north India breathes “pollution levels that are 10 times worse than those found anywhere else in the world” and, over time, these high levels have expanded to cover other parts of the country as well.

A sense of déjà vu: By Geeta Pandey, BBC News, Delhi

Every year as winter approaches, there’s a sense of déjà vu for us living in Delhi. The morning skies take on an ominous grey colour, we complain of stuffy nose and itchy eyes, and hospitals start to fill up with people complaining of wheezing and breathing difficulties. Those of us who can afford it, rush to buy expensive air purifiers. The mere act of breathing in Delhi becomes hazardous.

The city routinely tops the list of “world’s most polluted capitals” and we obsessively start checking apps that provide a reading of the air quality index. We look at the levels of PM2.5, the lung-damaging tiny particles in the air that can exacerbate a host of health issues, including cancer and cardiac problems, and PM10 – slightly larger particles, but still pretty damaging.

Levels of PM2.5 below 50 are considered “good” and under 100 “satisfactory”. Right now, it’s 363 in Delhi – in some areas, it’s almost 400. In the suburb of Noida, it’s nearly 500.

Every year, as the air turns murky, the Indian Supreme Court hauls the state and federal governments into court, asking them what they intend to do to clean up the air. On Tuesday, after a prodding from the court, the authorities took some action.

But these measures are like putting a bandage on a bullet hole – they have been tried in the past and have made little difference to the city’s air in the long term. Experts say cleaning up the air requires drastic measures that are not a priority for the country’s leaders. They warn that at the onset of winter next year, we’ll be back where we are now.

Suicide bombers target Ugandan capital

Suicide bombers have targeted the Ugandan capital Kampala, killing at least three people and injuring more than 30 others, police say.

Three attackers on motorbikes blew themselves up near parliament and the city’s police headquarters.

The number of dead is likely to rise, with the blasts leaving body parts strewn in the streets.

The Islamic State (IS) group has said it was behind the attack, the militants’ Amaq News Agency reports.

The attacks came within three minutes of each other. More bombs have been found in other parts of the city, officials said.

“The bomb threats are still active, especially from suicide attackers,” said police spokesman Fred Enanga.

“We believe there are still more members of these domestic terror cells, especially the suicide bomb squad that has been created by the ADF.”

A fourth attacker has been arrested and an explosive vest recovered, police said.

Two policemen were among the dead. Thirty-three others were injured in the blasts, including five critically.

Proceedings in parliament were called off and MPs advised not to come to the building following the attacks.

Cars parked near parliament went up in flames, while the explosion near the police station shattered windows.

“A booming sound like that from a big gun went off. The ground shook, my ears nearly went deaf,” Peter Olupot, a bank guard who was close to the attack near parliament, told Reuters news agency.

A map of central Uganda

IS gave a statement on its Telegram channel, then reported by its Amaq News Agency, saying that its members carried out the attacks.

Officials had blamed the Allied Democratic Forces (ADF), a rebel group which pledged its allegiance to IS in 2019.

Originally formed in Uganda but now based in the DR Congo, ADF increasingly carries out attacks in the name of IS.

There have been a number of bomb explosions in recent weeks. Last month, a 20-year-old waitress was killed after a device, left in a shopping bag, detonated in a bar in the city. Days later several people were injured when a suicide bomber blew himself up in a bus near Kampala.

IS claimed both attacks, and police said there were close links with ADF – including the bus bomber being on a wanted list of ADF members.

2px presentational grey line
Analysis box by Anne Soy, senior Africa correspondent

A dangerous fusion of domestic militancy and global extremism is threatening Uganda’s security.

The ADF has been co-opted in recent years by IS – and this is the biggest attack it has been linked to in Uganda since they established relations.

The ADF is also known as the Central Africa Province of the Islamic State. An Islamist group in Mozambique uses the same name – and it is waging a brutal insurgency there.

The militants know their way around and can blend into the local population. IS provides them with tactical support, helps wage their propaganda campaign – and has given them a new mission.

Regional intelligence and security agencies will have to work more closely together to combat the threat, and the public will have to be more vigilant.
